Longmeadow Middle School Building Project- Full Package
The Town of Longmeadow on behalf of Longmeadow Public Schools is soliciting
Request for Qualifications (RFQ) for Trade Contractors for prequalification of
experienced and qualified Sub-Contractors to submit a Statement of Qualifications (SOQ)
for the construction of the new Longmeadow Middle School project for the following
two DCAMM trades: Masonry work, Misc. and ornamental iron, Waterproofing,
dampproofing & caulking, roofing and flashing, metal windows, glass and glazing, tile,
acoustical tile, resilient floors, terrazzo, painting, elevators, fire protection, plumbing,
HVAC and electrical-main package.
Project Description: A +-135,534sqft New Construction Building located at 410 Williams
Street, Longmeadow MA 01106. Construction is anticipated to begin with some early
release packages in June 2026 with a project duration of 32 months.
This is a CM at Risk Project under MGL Ch. 149A,8. The RFQ contains specific criteria
for trade contractor prequalification and selection. No drawings are being distributed or
bids solicited with this request. Interested firms must submit a SOQ by the deadline
noted and be prequalified if they are interested in later bidding on this project. Only the
prequalified firms will be invited to submit bids for the category of work in which they
were prequalified.
RFQ documents are available from the Town of Longmeadow Purchasing Department
and posted through the Purchasing Department page of the Town website
www.longmeadowma.gov . Requests can also be made by contacting Chad Thompson at
cthompson@longmeadowma.gov (413-565-4185). Bidders should register with the
Purchasing Department to receive updates and addenda.
Email qualification submissions will not be allowed. Sealed proposal qualifications
shall be delivered to the Town of Longmeadow, Purchasing Department, Attn: Chad
Thompson, Director of Procurement, 231 Maple Rd, Longmeadow, MA 01106. Include
with the qualifications submission:
One (1) hard copies of the RFQ proposal submission, AND
One (1) thumb drive, electronic copy of the proposal submission.
The outside of the sealed envelope shall be labeled with the RFQ title, and complete
contact information of the proposer.
Sealed RFQ proposal qualifications will be received until the RFQ deadline of
Thursday, July 9, 2026 at 1:00PM at the office of the Longmeadow Purchasing
Department. Late proposals rejected.
The Town of Longmeadow, the Awarding Authority, on behalf of Longmeadow Public
Schools reserves the right to reject any and all qualifications, to waive minor
informalities, and to qualify proposers in its best interest.

Part One: Request for Qualifications to Trade Contractors
SECTION I: GENERAL INFORMATION
A. Introduction
This Request for Qualifications ("RFQ") is the first phase of a two-phase procurement process
for certain subcontractors as set forth in M.G.L. c. 149A, 8 ("Trade Contractors") for the
capital project identified above and described further below ("Project"). The Project's delivery
method is a public construction manager at risk ("CM" or "CM at Risk") with a guaranteed
maximum price ("GMP") pursuant to M.G.L. c. 149A.
The Division of Capital Asset Management and Maintenance ("DCAMM"), and the Town
of Longmeadow on behalf of Longmeadow Public Schools for the Longmeadow Middle
School Building Project with construction which will be located at 410 Williams Street in
Longmeadow ("THE DISTRICT"), through the Project's Trade Contractor prequalification
committee ("Prequalification Committee"), is prequalifying firms interested in providing
public Trade Contractor services on this Project through this RFQ process. The
Prequalification Committee will evaluate properly submitted statements of qualifications
("SOQs") based upon the identified evaluation criteria and points set forth in Section V
below and in accordance with M.G.L. c. 149A, 8. Firms interested in providing Trade
Contractor services for the construction of the Project MUST submit a SOQ in response to
this RFQ as set forth herein. Only those firms obtaining the required minimum points will
be deemed prequalified and will be invited to submit a bid in response to a Request for Bids
("RFB") which will be issued in the second phase of the procurement process.

C. Trade Contractors to be Prequalified
Firms interested in providing Trade Contractor services on the Project in the trade categories
identified in the table below are invited to submit a Trade Contractor SOQ to the Purchasing
Department of THE DISTRICT. Trade Contractors in the various trades will be prequalified
either on a trade by trade basis, in phases, in groups of trades, or all at once depending on the
project needs and phasing.
Trade Contractors seeking prequalification for this project MUST submit as part of the SOQ a
commitment letter stating its ability to obtain bonding for 110% of the estimated trade contract
value for the particular Trade Contract from a surety company licensed to do business in the
Commonwealth or appearing on the U.S. Treasury Department Circulate 570. The selected
Trade Contractors on this Project will then be required to provide payment and performance
bonds for the full value of their subcontracts and Trade Contractors must include the cost of
these bonds in their bids.

SECTION II: DETAILED PROJECT DESCRIPTION
A. Project Description
The preferred solution consists of the newly constructed ground up two story building
approximately 135,534 Sq Ft on the same site as the existing Williams Middle School, located at
410 Williams St, Longmeadow MA. This new building will be built within the existing open field
space on the same property. Abatement and demolition of a single-story building will take place
after the new building is built and occupied. The sitework consists of all new stormwater drainage,
new utilities, new parking lots, new vehicular paths, new landscaping, new athletic fields. The
work will be phased and will be ongoing while the existing facility is in operation.
The Longmeadow School District "THE DISTRICT" has elected to pursue LEED Silver. The
project will strive to be certified as established under the LEED rating system and maximize the
Energy Efficiency incentive points allowed by the MSBA. Additionally, the Longmeadow School
District will be pursuing IRA Federal Grant's as well.
The project will be subject to the minimum wage rates set under the Massachusetts Prevailing
Wage Laws. Workforce utilization percentages apply to the project.
Pursuant to M.G.L.c.30, 39S (a) (2) all employees to be employed on the Project must have
successfully completed a course in construction safety and health approved by OSHA and of at
least 10 hours duration. All Trade Contractors and Other Subcontractors on the project will also
be required to provide written verification of compliance with Federal Department of Homeland
Security Requirements, including but not limited to the Employment Verification (Form I-9)
Process. All Contractors, Trade Subcontractors and other Subcontractors on the project will be
required to complete a CORI check through the Longmeadow School District.

Please note: This RFQ is for the initial set of trades required for this project and District will be issuing
trade packages for additional trades at a later date.
While the Project is still in design, the district anticipates the Trade Contractor scopes of work will be as
described below, however, the district reserves the right to change the work as design continues.
B. MBE and WBE Participation and Equal Employment Opportunity,
Nondiscrimination, and Affirmative Action Requirements
The project will be subject to the minimum wage rates set under the Massachusetts Prevailing
Wage Laws.
The separate Minority Business Enterprise and Women Business Enterprise
(MBE & WBE) participation goals for this project are: 4.2% MBE and 8.8 % WBE of the GMP.
Please note that only firms certified by the Supplier Diversity Office (SDO) as MBE or WBE can
be credited toward meeting the project MBE and WBE goals.
Workforce utilization goals will apply to the project.
The Commonwealth encourages and monitors the participation of service-disabled veteran-
owned business enterprises ("SDVOBE") and veteran business enterprises ("VBE") on its
construction projects. The benchmark for SDVOBE and VBE participation on the project is 3%.
The Commonwealth also encourages the participation of Portuguese Business Enterprises (PBE),
Lesbian, Gay, Bisexual, and Transgender Business Enterprises (LGBTBE); and Disability-
Owned Business Enterprises (DOBE) on its contracts.
C. Electronic Project Management System
The District uses electronic project management system for its projects and the selected Trade
Contractors may be required to utilize the system for project communication, tracking, etc.
D. OSHA and Other Applicable Laws
Pursuant to M.G.L. c. 30, 39S(a)(2), all employees to be employed on the Project must have
successfully completed a course in construction safety and health approved by OSHA and of at
least 10 hours in duration. All Trade Contractors on the Project will also be required to provide
written certification of compliance with applicable workforce related laws, including Executive
Order 481, Federal Department of Homeland Security Requirements, and laws relating to worker
classification, workers' compensation, and applicable laws related to taxes and insurance.

SECTION III: GENERAL INSTRUCTIONS
In response to this RFQ, interested Trade Contractors are requested to submit a Trade Contractor
RFQ Interest Form (attached hereto) and required to submit an SOQ package as follows:
A. Contents of Statement of Qualifications Package
The required SOQ package consists of the following*:
1. Cover page (see Section III.C. below);
2. Trade Contractor Statement of Qualifications Form (Trade RFQ Form 3);
3. Schedules A through M to Trade RFQ Form 3; and
4. All supporting documentation referenced and required therein.
Do not submit Part One, Sections I-VI of this RFQ document with your SOQ submission. Only
the Part II Trade Contractor SOQ Application Forms/Schedules and requested materials should
be submitted.
*Trade RFQ Form 2 "Trade Contractor RFQ Response Checklist" is also included for the
assistance of respondent Trade Contractors.
B. Submission Deadline: See Section I: General Information
A complete SOQ package with all required forms, attachments, supporting documentation and
information must be received by the Purchasing Department of THE DISTRICT in format and
substance as required by this RFQ as instructed on or before the date and time indicated
Section I of this RFQ ("Submission Deadline").
SOQ packages received by the Purchasing Department of THE DISTRICT later than the
Submission Deadline will be rejected. Respondent Trade Contractors are responsible for
allowing adequate time for submission by considering potential sealed envelope submission
impediments. THE DISTRICT is not responsible for delays encountered by respondent Trade
Contractors or their agents, or for a Trade Contractor's failures associated with SOQ completion
or submission. Respondent is solely responsible for ensuring successful delivery of a sealed
proposal submission to the Longmeadow Purchasing Department located at the following
