FOR COMPREHENSIVE HOUSING STUDY UPDATE & STRATEGIC PLAN

GENERAL PROJECT DESCRIPTION:
The City of Danville is requesting qualifications from firms to conduct a Comprehensive Housing Study
Update & Strategic Plan. The study should address shared prosperity, helping the Danville community
identify the kinds of actions, incentives, or policies can ensure (a) residents of all incomes and
backgrounds have stable, safe housing and (b) current residents of all incomes benefit as wealth
increases in the area. In particular, the City seeks to understand changing perceptions of housing
attainability for buyers and renters in the context of new local investment, prepare for major new
employers, address uneven housing quality, and outline a City approach to prevent or respond to
homelessness. Our goal is to obtain information about the type, size, location, and price of rental/for
sale housing required to meet the current and future needs of residents living and working in the city
as well as improvements available to support development of attainable housing.
The Comprehensive Housing Study Update & Strategic Plan will build upon the Danville Housing
Strategies Report (2022, Danter), which covers the current and expected housing demand, and the
Assessment of Proposed Multifamily Development in Danville and Its Impact on the Current and Future
Market Report (Danter, 2025), which assessed the multifamily pipeline and the impact of the company
Microporous on the expected housing demand. Plan Danville, and the newly adopted Unified
Development Code, are important to take into consideration during this process.
The qualified consultant would be able to work with community housing organizations and partners to
gather in focus groups and synthesize data and act as a facilitator to implement community outreach
goals. The consultant would understand the market forces, infrastructure, land availability, and local
barriers that impact housing development. The consultant will provide a thorough analysis and make
recommendations as to possible solutions. The end product will be a living Strategic Plan that will
guide the housing work plan

Danville, Virginia
Located in south-central Virginia along the North Carolina border and Dan River, within a day's drive of
two-thirds of the nation's population, Danville boasts historical landmarks, recreational opportunities
and beautiful rolling countryside. The City offers a rare combination of small-town charm and big city
offerings. Danville boasts a low cost of living with ample housing and transportation options.
SCOPE OF SERVICES
The City desires to develop a Comprehensive Housing Study Update & Strategic Plan that includes an
estimate of the existing and future needs for housing and homelessness services throughout the City
and an understanding of what is needed to drive development to fill this need. The City would like to
identify current housing assets and gaps or opportunities to meet the current and future needs of
residents in terms of product, location, and pricing. The future need for housing should include long-
term projections for the next 20 years in 5-year increments. The study should include a description of
the methodology used and rationale behind all assumptions that are used. The study should also
describe how the projections consider the many variables that affect housing demand, supply and
affordability, with the study including but not limited to:
A. Service Area
The City of Danville’s limits.
B. Minimum Required Data Elements / Analysis
The Consultant selected to complete the study is free to develop specific methodology as they
deem appropriate. Data collection will require focus groups and community outreach and
engagement. The final document should, at a minimum, quantify the following data elements:
1. Demographic Review (historical, current, and future 5 yrs., 10 yrs., 15 yrs., and 20yrs.) of
Population/Households
a. Growth trends and projections
b. Age distribution
c. Income distribution
