1. GENERAL INFORMATION
The City of Elgin intends to procure a list of qualified Professional Engineering Firms
(ENGINEER) to provide professional engineering review services for commercial,
industrial, and residential site and subdivision developments.
The Statement of Qualifications (SOQ) must be submitted as outlined in Section 4 at the
date and time described therein.
A pre-submittal meeting will not be held for this request. Questions and inquiries
pertaining to the selection process should be directed by email to City Engineer Ronald
Rudd, P.E. at rudd_r@cityofelgin.org with a subject line of “Professional Engineering
Review Services RFQ” by the date indicated in Section 5.
The City of Elgin shall not be held responsible for any oral instructions. Any changes to
this Request for Qualifications (RFQ) will be in the form of an addendum, which will be
posted on the website https://www.cityofelgin.org/bids. Potential firms are advised to
check the "Addendum Date" field on the bid posting page to ensure that they have the
most recent solicitation files.
The City of Elgin reserves the right to reject any or all SOQs, to waive any informality or
irregularity in any SOQ received, and to be the sole judge of the merits of the respective
SOQs received.
The ENGINEER will be selected based on demonstrated competence and qualifications
for the services requested.
2. ANTICIPATED SCOPE OF WORK
After being selected, the ENGINEER will execute an AGREEMENT with the City of
Elgin to furnish certain professional services in connection with the review of Kane
County Storm Water Applications and/or civil engineering site/subdivision plans and/or
structural submittals.
It is intended that the AGREEMENT would be for a term of five years from January 1,
2024, through December 31, 2028.
3. STATEMENT OF QUALIFICATIONS AND SELECTION CRITERIA
The ENGINEER will be selected through a qualification-based selection process. Firms
interested in providing professional engineering review services must submit a Statement
of Qualifications (SOQ) that addresses the following evaluation criteria. Applicants are
encouraged to organize their submissions in such a way as to follow the general evaluation
criteria listed below. Information included within the SOQ may be used to evaluate your

firm as part of any criteria regardless of where that information is found within the SOQ.
Information obtained from the SOQ and from any other relevant source may be used in
the evaluation and selection process.
Each SOQ should contain a 1-page cover letter containing at a minimum: the firm name,
contact name, address, telephone number, and email address. Additional introductory
information may also be included.
SOQ Submission Verification - The completed SOQ Submission Verification form
(Attachment A) must be included as the last page of your submission. Please note the
form does not count toward the SOQ page count limits discussed in Section 4.

Applicant’s overall reputation, service capabilities and quality as it relates
to this project.
List and describe a minimum of three (3) comparable review services
provided by your firm or currently in progress including your firm’s role.
For each project, include the agency you are working for, project name,
project location, contact name and title, address, telephone number, and
email address.
Applicant’s capacity and intent to proceed without delay if selected for this
work.
Team Experience and Qualifications
(30 points)
Describe the experience, educational qualifications, and position within the
firm, of the key staff members who would be assigned to reviews. The role
of Project or Client Manager’s staff member should be very clearly
identified, which will be a single responsible individual for the City to
contact throughout the execution of the AGREEMENT. Additionally, the
overall capabilities of the firm and its current and past clients should also
be presented for review by the city staff.
Provide resumes of each proposed team member in Appendix A including
a list of continuing professional education classes.
Briefly describe each team member’s role in providing review services.
Identify proposed sub-consultants and their area of concentration.
Project Understanding and Approach
(15 points)

Describe your understanding of the project.
Identify and discuss any potential problems providing review services.
Identify and discuss methods to mitigate those problems.
Other Factors
(15 points)
Current workload and ability to proceed with review requests.
Willingness to abide by the City of Elgin’s standard form Agreement.
Ability to provide a statement regarding your assurance that this
engagement will not result in a conflict of interest.
Relevant factors impacting the quality and value of work.
4. PROPOSAL SUBMITTAL REQUIREMENTS
The SOQ shall include a one (1) page cover letter, a one (1) page table of contents and a
maximum of ten 10) pages to address the SOQ criteria specified in Section 3, for a
maximum of twelve (12) pages excluding resumes. Resumes for each key team member
shall be limited to no more than two (2) pages and shall be attached as Appendix A. The
SOQ Submission Verification page does not count towards the total page count.
One original and one PDF copy on CD or flash drive of the SOQ with Appendix A must
be received by the City of Elgin Purchasing Department, 150 Dexter Court, Elgin, IL
60120-5555 by the date and time indicated in Section 5 below. The name of the firm must
be included in the title of the submittal. The SOQ may be submitted in person, via mail,
or by parcel delivery. The City will not be responsible for late, lost or misdirected mail or
deliveries.
Failure to comply with the following criteria may be grounds for disqualifications:
Receipt of submittal by the specified cut-off date and time to the specified
location/address.
Adherence to maximum page requirements.
Adherence to the maximum page criteria is critical; each page side (maximum 8 1/2” x
11”) with criteria information will be counted. Pages that have photos, charts and graphs
will be counted towards the maximum number of pages.
5. SELECTION PROCESS AND PROPOSAL SCHEDULE
A 3-member SOQ Evaluation Team will evaluate each SOQ according to the above
criteria, as well as past performance evaluations, and select up to 8 firms for professional
engineering review services. Those firms not selected for further consideration will be
notified.
