RFQ 2026-05 Professional Engineering Services

NOTICE OF REQUEST FOR QUALIFICATIONS

The City of Tomball plans to apply for the upcoming 2025-2026 Texas Community Development Block Grant (TxCDBG) Program of the Texas Department of Agriculture (TDA).  Accordingly, the City of Tomball is seeking to contract with a qualified Engineering/Architectural/Surveying Firm (individual/firm) to prepare all preliminary and final design plans and specifications, and to conduct all necessary interim and final inspections. These services are being solicited to assist the City of Tomball in its application preparation and project implementation of a TxCDBG contract, if awarded, to support an Infrastructure Improvement Project in the City Tomball.

Sealed qualifications shall be addressed to Meagan Mageo - Project Manager, City of Tomball, 501 James Street, Tomball, Texas 77375 and shall be labeled “RFQ Number 2026-05 – “Professional Engineering Services”, “DO NOT OPEN”.  Proposals will be accepted until 2:00 PM CST on Thursday, February 19, 2026. The City reserves the right to negotiate with any and all individuals or firms that submit qualifications and may award one or more contracts to one or more engineering service providers, as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards..

Upon consideration of the qualifications submitted, the City of Tomball reserves the right to accept or to reject any submittal, to waive technicalities and to make any investigation deemed necessary concerning the bidder’s ability to provide the service(s) required and covered by the specifications, and to accept what in its judgment is the most advantageous.

During the period between the Request for Qualifications, submission date, and the contract award, respondents including their agents and/or representatives/owners, shall not directly or indirectly promote their submission to any member of the Tomball City Council or City staff except in the course of City-sponsored inquires, briefings, interviews, and/or presentations requests.  Violation of this provision may result in the rejection of the respondent’s submittal.

Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises and Women Business Enterprises, and Labor Surplus Area firms are encouraged to submit proposals.
