PRIMARY INDIGENT LEGAL DEFENSE

REQUEST FOR QUALIFICATIONS

The City of Bullhead City, Arizona is issuing a Notice of Request for Qualifications (hereinafter “offer(s)” or “RFQ”) and conducting a competitive process to retain a firm to provide the City with Municipal Court Primary Indigent Legal Defense in Bullhead City, Arizona.

All submittals (one (1) original and five (5) copies) must be submitted in a sealed envelope plainly marked “RFQ #2026-00000127 BULLHEAD CITY MUNICIPAL COURT PRIMARY INDIGENT LEGAL DEFENSE and be addressed to the City Clerk’s Office, City of Bullhead City, 2355 Trane Road, Bullhead City, Arizona 86442, and received by no later than 3:00 P.M., Arizona time onMarch 4, 2026.

A complete copy of this RFQ, including instructions and any amendments may be obtained by going to the City of Bullhead City website at https://www.bullheadcity.com/government/bid-information or at https://www.publicpurchase.com to download the bid document. A copy may also be picked up during regular business hours at the City Hall, 2355 Trane Road, Bullhead City, Arizona 86442.

Brief procedural questions concerning this RFQ can be directed in writing to Content Wilson, Court Manager at (928) 763-8168/8310 or by email at cowilson@courts.az.gov.  Q uestions regarding the substance of this RFQ must be in writing by email and received by Content Wilson by no later than February 24, 2026 at 5:00 P.M., Arizona time.  Questions may then be responded to by written amendment to this document.  Oral statements or instructions do not constitute an amendment to the RFQ.

The City of Bullhead City reserves the right to accept or reject any or all responses or parts thereto.
