at 4:00 PM. It is the responsibility of the submitting entity to ensure that the proposal is received
in a timely manner. Proposals received after the deadline will not be considered for award,
regardless of whether or not the delay was outside the control of the submitting firm. Please submit
a USB with an electronic copy of your proposal and 1 printed copy sealed in an envelope to the

REQUEST FOR QUALIFICATIONS
BACKGROUND AND INTENT
The Request for Qualifications (RFQ) is issued by the City of Pasadena, (hereinafter referred to as
the City). The City is seeking Statements of Qualifications (SOQs) from qualified firms interested
in being considered for a Pre-Qualified Professional Services List which will include prequalified
Architects, Engineers, Consultants and other Special Services.
In accordance with the provisions of Texas Government Code 2254 (Professional Services
Procurement Act), the City is requesting SOQs to contract with Professional Engineering
Consultant(s), Architectural Consultant(s) and other Professional Services ("Consultant"), which
must be a sole proprietorship, partnership, corporation, or other legal entity registered to do business
in the State of Texas with considerable experience in providing Professional Services for Texas
Local Governments.
Objective
The City is issuing this REQUEST FOR QUALIFICATIONS (RFQ) to solicit interest from qualified
entities licensed to practice in the areas of architecture, and engineering in the State of Texas, and
affiliated trades, to provide professional services for various municipal projects that may arise over
the next three (3) years.
The intent is to use the RFQ to allow the City to have list of pre-qualified firms that would assist the
City in the design and construction of various major and minor capital improvement, operational
projects, and to meet engineering, surveying, architectural and other professional services related
needs that may occur from time to time. Any entity may submit a response to this RFQ provided it
is qualified to perform Professional Services.
The City will select entities who demonstrate, through their response to the RFQ, an ability to
provide the required professional services. City staff will review the submittals and make a
recommendation to City Council for their approval of a pre-qualified list of professional service
firms. As the need for professional services arises, the City will refer to its "pre-qualified list", and
reach out to one or more firms to negotiate with for specific upcoming municipal projects. However,
the City reserves the right, at its discretion, to contract with a firm not included on the final "pre-
qualification" list if circumstances warrant.
Be advised, the creation of a final "pre-qualification" list shall not be deemed as creating any
type of contractual expectancy for the award of any contracts on the part of the City. This list
is being assembled for the purpose of ensuring that the City can quickly negotiate contracts
with competent and qualified entities in an efficient manner when upcoming municipal
projects are deemed necessary to proceed.
During the evaluation process, the evaluation committee and the City reserve the right, where it may
serve the City's best interest, to request additional information or clarifications from submitting
entities, or to allow corrections of errors or omissions in a submittal. At the City's discretion,
submitting entities may be requested to make oral presentations as part of the evaluation process.

The City is issuing this RFQ in accordance with applicable laws that allow an agreement to be
negotiated with a private entity that displays demonstrated competence and qualifications to perform
professional services for the City.
The City reserves the right to terminate this process and to cancel or modify this solicitation process
at any time. In no event will the City or any of its respective agents, representatives, consultants,
directors, officers, or employees be liable for, or otherwise be obligated to reimburse, the costs
incurred in preparation of a response to this RFQ, or any other related costs. The prospective entities
are fully responsible for all costs incurred in the preparation and/or presentation of the RFQ
submittals. The RFQ submittals will become the property of the City.

Sealed Statement of Qualifications will be received by the City of Pasadena, Texas on or before
4:00 p.m. on Monday, September 14, 2026 in the Office of the City Secretary, 1149 Ellsworth
Drive, 2nd Floor; Pasadena, Texas 77506. Statements of Qualification will be publicly opened,
and the name of the firm will be read aloud on Tuesday, September 15, 2026 at 3:00 p.m. at City
Hall, 1149 Ellsworth Drive, 2nd Floor, Suite 236.
RFQ documents may be obtained via the Internet at DemandStar.com or from the City of
Pasadena Purchasing Department web page at www.pasadenatx.gov. If you do not have Internet
access, you may obtain the documents by contacting the Public Works Department at 1149
Ellsworth Drive, 5th Floor, Pasadena, Texas, 77506, (713) 475-7835. Questions can be e-mailed to
kwallace@pasadenatx.gov.
Statement of Qualifications may be either mailed or hand delivered to the City Secretary's Office,
1149 Ellsworth Drive, 2nd Floor, Pasadena, TX 77506. Any Statement of Qualifications received
after the above stated time will be returned to the proposer unopened.
The City reserves the right to reject any and all qualifications or accept any combination of
statements of qualification deemed advantageous to it.
The City of Pasadena is soliciting qualifications for the services herein described for the purpose
defined in this document. By responding to this request, the submitter agrees to perform in
accordance with the terms and conditions set forth in this document in the event that the response
is selected for contract award.
The City reserves the right to waive any informality in submittals received, deemed to be in the
best interest of the City. No officer or employee of the City of Pasadena shall have a financial
interest, direct or indirect, in any contract with the City of Pasadena.

DESCRIPTION OF PROFESSIONAL SERVICES
The City of Pasadena intends to have pre-qualified firms available for multiple disciplines that will
support various professional services that are a mix of capital and operations projects for the City.
Some possible projects may include planning, engineering, design, mobility enhancements,
development services, environmental services, and project/construction management.
Firms must clearly state, in their "Submission A: Firm Introduction", which categories they wish to
be considered. Several firms, in each category, could make the pre-qualified list. Submissions have
a maximum page limit of 40 pages.

consultants within the three (3) year term. City does not guarantee a release of work to any
firm selected. The total estimated professional services fee is to be determined on a project-by-
project basis.

SUBMISSION REQUIREMENTS
A. The City is seeking qualified professional engineering service firms, registered in the State
of Texas, experienced in services as listed. Please provide the following as it relates to your
qualifications:
* A description of work performance and experience with similar scope of services
including a list of at least three references from past government clients, with
information describing the relevancy of the previous performance. References
should include firm's managing of schedules, budget scope changes, punchlist,
close-out, & responding to client's needs.
* A description of previous work performance and experience while under contract
with the City on similar scope of service projects.
* Describe the capacity to perform the Scope of Services activities as well as resumes
of all employees who may be assigned to provide services if your firm is selected,
identifying current employees and proposed hires;
* Describe any history of ethics violations, board actions, or legal actions against the
firm and the final judgements.
B. Firms must submit one (1) hardcopy and an electronic copy on a USB drive of their Statement
of Qualifications by hand-delivering or mailing to the address listed below.

Statement of Qualifications must be sealed and must show the RFQ Number, Description
and be marked "Sealed Statement of Qualifications".
C. Questions: It is the responsibility of each Firm to examine the entire Request for
Qualifications package, seek clarification in writing, and review their Statement of
Qualifications for accuracy before submitting. It is the responsibility of each Firm before
submitting Qualifications, to:
* Examine the Request for Qualifications Documents thoroughly; and
* Consider federal, state, and local laws, regulations ordinances, and requirements that
may affect progress, performance, furnishing of the Work, or award.
During the period between issuance of this RFQ and the Statement of Qualifications due
date, no oral interpretation of the RFQ's requirements will be provided to any prospective
Firm. Requests for interpretation (and other questions) must be made in writing by the
questions deadline via email to kwallace@pasadenatx.gov. The deadline for submission of
questions relating to this RFQ is Thursday, September 3, 2026, no later than noon CST.

All questions submitted in writing prior to the deadline will be compiled and answered in
writing via an Addendum. A copy of all questions and answers via Addendum will be
uploaded to DemandStar.com, City of Pasadena Purchasing Department web page at
www.pasadenatx.gov, and will be e-mailed to all firms. The City will not be bound by any
information conveyed verbally.
The submission of a Statement of Qualifications shall constitute an incontrovertible
representation by Firm that Firm has complied with the RFQ requirements and that without
exception, the Statement of Qualifications is premised upon Firm's ability to meet the
mandatory requirements detailed in the Request for Qualifications Documents and that
provided documents are sufficient in scope and detail to indicate and convey understanding
of all terms and conditions for performance of the Services.
Addenda. Prior to the submission deadline, City of Pasadena may wish to amend, add to, or
delete from the contents of this Request for Qualifications. The City may also issue
clarifications resulting from questions submitted. In such situations, the City shall issue an
Addendum to the RFQ setting forth the nature of the modification. Once an Addendum is
issued, it will be uploaded to DemandStar.com, City of Pasadena Purchasing Department
web page at www.pasadenatx.gov, and will be e-mailed to all firms.
Extensions. The City reserves the right to extend the Statement of Qualifications due date
and time prescribed herein. However, unless the City issues a written Addendum to this RFQ
that extends the Qualifications due date and time for all Service Providers, the Qualification
due date and time prescribed herein shall remain in effect.
Acknowledgements. By submitting a Statement of Qualifications in response to this RFQ,
Service Provider accepts the solicitation process as it has been outlined in this RFQ.
The City will not be liable and shall not compensate any Firm for any costs incurred by Firm
in preparing a response to this Request for Qualifications (RFQ), Firms submit Qualifications
at their own risk and expense. The City makes no guarantee that any products or services
will be purchased as a result of this RFQ and reserves the right to reject any and all
Qualifications. All Qualifications and accompanying documentation will become the
property of the City. By submitting a statement of Qualifications, Firm acknowledges and
accepts that reference checks and/or background investigation may be conducted as a part of
the due diligence process. Firm also understands that if awarded a project with the City for a
scope of service funded through grant or federal funds, any subs must also meet the same
qualifications as the firm.
Firms must sign Attachment C - RFQ & Addenda Acknowledgement and include with their
Statement of Qualifications submission. Firms are responsible for consulting the
requirements and standards referenced in this RFQ. Failure of Firm to examine and inform
itself shall be at its sole risk, and no relief for error or omission will be given except as
required under State Law.
In cases where Addenda are issued under this solicitation, Firms must ensure all Addenda
are reflected within Attachment C - RFQ & Addenda Acknowledgement document, and Firm
must sign and submit the actual Addenda documents with their proposal. All Addenda shall
become a part of the requirements for this RFQ. In signing and submitting Attachment C -
RFQ & Addenda Acknowledgement with its Statement of Qualifications, Service Provider

acknowledges that it has examined all documents, attachments, forms, standards, addenda,
and all instructions. The City may deem a Statement of Qualifications non-responsive for
failure of Firm to acknowledge any and all Addenda.
Award will be made to the most qualified Firm, subject to negotiation of fair and reasonable
pricing, who submits a response to this RFQ.
By submitting a Statement of Qualifications, Firm accepts and acknowledges that
determination of the most qualified firm may require subjective judgements by the City.
READ THIS ENTIRE DOCUMENT CAREFULLY AND FOLLOW ALL
INSTRUCTIONS. FIRM IS RESPONSIBLE FOR FULFILLING ALL REQUIREMENTS.
Any submission not prepared and received in accordance with provisions stated herein, will
be considered an informal submission and any or all of the submissions may be rejected.
D. Qualifications packages must include:
One (1) original hard copy Statement of Qualifications package that clearly states:

Identification of Firm
The job or solicitation number as located on the RFQ cover sheet; and
The RFQ title.
One (1) USB drive with electronic Proposal package, clearly marked "RFQ # 26-

023"
All documents must be labeled with Firm's name and the RFQ number. Any response
o
received by the Office of the City Secretary that is not identified on the outside with
the RFQ number will be at risk for rejection.
Proposals must indicate for which contract opportunities service provider is
o
submitting.
All proposals must be typed, single spaced, and formatted to print on 8 12" by 11"
o
paper.
Each section of Firm's response should start on a new page. A tabbed divider page
o
marked with the section number should separate each section.
Submissions have a maximum page limit of 40 pages.
