to time. Unless otherwise specified, Offerors may submit the version of a form in place as of the date of RFQ issuance or
any later version.
This is a request for information, and quotations furnished are not offers.
QUESTIONS: Please submit questions and requests for clarification related to definition or interpretation of this RFQ in
writing to the contracting officer before the Questions Due date/time listed in this RFQ. Those received after this date
may not be answered at the discretion of the County.
PRICING: The County may award a contract on the basis of initial quotations. Your price(s) should be the lowest
possible for the RFQ requirements. Omit Sales and Use Taxes unless otherwise specified.
The Estimated Quantities in the Pricing Schedule are provided solely for evaluation of quotations. They represent
approximate anticipated use based on historical consumption. If the County's actual requirements do not result in orders
in the quantities described as "estimated" in the Schedule, that fact shall not constitute the basis for price adjustment.
EVALUATION AND AWARD. Quotations are subject to acceptance at any time within 90 days after submission due
date/time, unless otherwise stipulated by the County. This RFQ is an informal negotiated procurement process. Lowest
price may not always be the sole criteria for award of an RFQ. The County reserves the right to waive a variation in
specification if, in the opinion of the County, such variation does not materially change the item or its performance within
parameters acceptable to the County. The County reserves the right to reject any or all quotations and to accept or reject
any item(s) thereon, or waive any informality in the quotation. The County reserves the right to perform a pre-award
survey of the offeror to determine capability to perform, including but not limited to facilities, financial responsibility,
materials/supplies, and past performance. The determination of the County as to an Offeror's prospective ability to
perform the contract shall be conclusive.
SAMPLES: Samples, at Offeror's expense, may be required for evaluation by the County. Delivery of sample must be
scheduled with contracting officer and provided within required timeline. The County shall have the right to review
sample and to determine if such sample is acceptable. The County's decision to award is contingent upon its acceptance
of the products provided in the sample. During the term of the award, the County must approve any substitutions from the
initial sample in writing in advance of substitution. In no event shall the supplier be permitted to increase prices on the
basis of substituted item(s).
Sample, if not destroyed by tests, will, upon request, be returned at Offeror's expense. Offeror must advise contracting
officer at time of sending sample that they must be returned, provide return address and Federal Express account number.
BRAND NAME OR EQUAL: If items called for in this Request for Quotation have been identified in the schedule by a
"brand name or equal" description, such identification is intended to be descriptive, but not restrictive, and is to indicate
the quality and characteristics of products (including products of brand name manufacturer s other than the one described

by the brand name) to be considered for award if such products are determined by the County to meet fully the salient
characteristic requirements listed in the request.
Unless the offeror clearly indicates in the quotation that an "or equal" product is being offered, quotation shall be
considered as offering the brand name product specified.
If the offeror proposes to furnish an "equal" product, the brand name, if any, of the product to be furnished shall be
inserted in the space provided in the request for quotation, or such product shall be clearly identified in the quotation. The
evaluation of the quotation and the determination as to equality of the product offered shall be the responsibility of the
County and will be based upon the information furnished by the offeror, or identified in the quotation as well as other
information reasonably available to the purchasing activity. Caution to offerors: the purchasing activity is not responsible
for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing
activity. Accordingly, to insure that sufficient information is available, the offeror must furnish, as part of the quotation,
all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to
(i) determine whether the product offered meets the salient characteristic requirements of the request for quotation, and
(ii) establish exactly what the offeror proposes to furnish and what the County is binding itself to purchase by making an
award. The information furnished may include specific references to information previously furnished or to information
otherwise available to the purchasing activity.
If the offeror proposes to modify a product so as to make it conform to the requirements of the Request for Quotation, he
shall (i) include in the quotation a clear description of such modifications and (ii) clearly mark any description to show the
proposed modifications.
DUTY TO INQUIRE: Should the Offeror find discrepancies in or omissions from the RFQ, plans, specifications or other
documents, or should the Offeror be in doubt as to their meaning, the Offeror must at once notify the Buyer, in writing. If
the point in question is not clearly and fully set forth, a written addendum will be issued and emailed to Offerors.
CONFIDENTIAL/PROPRIETARY INFORMATION: If confidential/proprietary is contained within the submission:
1) It must be submitted in a separate file or document marked as EXHIBIT-CONFIDENTIAL/PROPRIETARY;
2) Responses to solicitation requirements that include the confidential/proprietary information, shall refer to the
response contained within the EXHIBIT-CONFIDENTIAL/PROPRIETARY (for example: If submittal
requirement #1 requires staff Social Security Numbers, the response to requirement #1 shall reflect "see response
#1 contained within Exhibit-Confidential/Proprietary"); and
3) It must include a signed Nondisclosure Indemnification Agreement (PC620).
NOTE: As a Public Agency, the County of San Diego must adhere to the California Public Records Act, therefore pricing
cannot be considered confidential/proprietary.
TERMS OF RESULTING CONTRACTS: Any contract(s) resulting from this RFQ will be based upon the Draft
Agreement included in this RFQ. The Statement of Work, Pricing Schedule, and any other exhibits will be added based
upon the successful Offeror's response and successful contract finalization negotiations.
Payment terms are NET 30, unless terms more favorable to the County are included in Offerors quotation. Note: qualified
Small-Local Businesses may be eligible for more advantageous payment terms including NET15, in accordance with
Board Policy B-53 Small-Local Business Policy (SLBP).
AVAILABILITY OF FUNDING: The County's obligation for payment of any contract beyond the current fiscal year
end is contingent upon the availability of funding from which payment can be made. No legal liability on the part of the
County shall arise for payment beyond June 30 of the calendar year unless funds are made available for such performance.
CALIFORNIA REVENUE AND TAXATION CODE SECTION 18662: In compliance with California Revenue and
Taxation code section 18662, if you are a non resident of California (out-of-state invoices) who receives California source
income, the County will pay California Use Tax directly to the State of California per permit no. SR FH 25-632384.
Fifteen (15) business days prior to the first payment, new suppliers or suppliers with expired forms or forms with incorrect
information, must submit new forms to the County (forms are available from the Franchise Tax Board website listed
below).

Under certain circumstances you may be eligible for reduced or waived nonresident withholding. If you have already
received a waiver or a reduced withholding response from the State of California and the response is still valid, submit the
response to the County in lieu of the forms. Failure to submit the required forms will result in withholding of payments.

STATEMENT OF WORK
The purpose of this specification is to outfit a 2026 Ford F-550 Cab and Chassis as per the following requirements. The vehicle have
already been procured by The County of San Diego.
All systems, components, parts, and materials provided by the vendor shall be new and unused, with full manufacturer's warranties in
effect starting on the date of acceptance by the county.
1. Vehicle Information
1.1. 2026 Ford F-550 Cab and Chassis
1.2. 6.7 Diesel 4X4 Powertrain
1.3. Crew Cab-Cab to axel 60" with 179" WB (W5H) DRW
2. Scope of Work
2.1. Utility Body Spring Mounted with the following approximate dimensions:
2.1.1. 66" Height x 107.25" Length x 96" Width. All cabinets to be uniform in height.
2.1.2. Consisting of 5 compartments: One compartment shall be transverse at the front behind the cab with an approximate
interior of 96" in length and shall be divided into two sections with 45" minimum for each side. There shall follow a
Horizontal compartment on each side above the wheels and a vertical compartment on each side after the wheels.
Compartment doors shall use stainless steel blind bolt hinges. Pillowblock hinge or other type not acceptable.
2.2. Street Side
2.2.1. First compartment Transverse behind cab to have an aluminum finished rear roll up door, Romcorp or equal, with
electric locks and keyed to allow keyless entry, monitored from driver area, rear roll up doors should maximize
compartment space by using side rails/tracks and counterbalanced.
2.2.2. Transverse compartment shall be divided in two sections measuring 47" at center of compartment from frame of
door, driver side section will include a 3-tier storage system with telescopic shelves/drawers. Modification or
fabrication of system to maximize compartment space shall be approved by County of San Diego. Recommended
extensions: Slide Master Model SMEX (Straight slid) and Model SMT (tilt Down) or County approved equal.
2.2.3. Bottom level, steel 3-rail single direction 120% extension. Straight slide, (Bottom of shelf clearance is even with
bottom of the compartment transverse above Body floor, and extended through mid-section, approximately 38" in
length, 29" width, 3" deep; full extension glides, 500-lbs. capacity, easy release latch to retain shelf in closed
position. Interior of drawer to be filled with foam (1" solid foam bottom base & 2 12" thick Pick and Pluck Core).
2.2.4. Mid-level tilt-down (bottom of shelf clearance is 12" above the bottom level shelf) and extended through mid-
section, approximately 44" in length, 29" width, 3" deep, full extension/tilt glides, 250-Lbs. capacity, easy release
latch to retain shelf in closed position. Interior of drawer to be fill with foam (1" solid foam bottom base & 2 12"
thick Pick and Pluck Core).
2.2.5. High Level-Tilt down (Bottom of Shelf clearance is 21" above the bottom of the mid-level shelf), and extended
through mid-section, approximately 44: in length, 29" width, 3" deep, full extension /tilt glides, 250-Lbs. capacity,
easy release latch to retain shelf in closed position. Interior of drawer to be filled with foam (1" solid foam bottom
base & 2 12" thick Pick and Pluck Core).
2.2.6. Lighting: LED tube lighting installed on top and both left and right sides of interior opening, powered through up-
fitter switches and activated on /off via the opening or closing of the doors.
2.2.7. Second compartment shall have split Horizontal doors, equal in size; Lower and upper doors to remain horizontally
in the center of the body.
2.2.8. Locks shall be plastic, paddle latch, to allow with key or keyless entry with key fob type and shall be installed in
upper door section with electric lock wired to the truck chassis.
2.2.9. Inside approximate dimensions: 44.75" Width x 44.5" Height x 23" deep to account for uniform cabinet height
2.2.10. Compartment shall include four (4) 18-gauge, 250-lbs. capacity, 2" deep galvanized shelves evenly spaced.
2.2.11. Shelves shall be telescopic with top two shelves able to tilt down.
2.2.12. Lighting: LED tube lighting (Vista or County approved equal) installed on top and both left and right sides of
interior opening, powered through up-fitter switches and activated on /off via the opening or closing of the doors.
2.2.13. Third compartment to have a single vertical door.
2.2.14. Door shall be capable to remain open by gas spring system.
2.2.15. Inside approximate dimensions: 27.25" Width x 58" Height x 20" Depth.

2.2.16. Compartment shall include four (4) each 18-gauge, 250-Lbs. capacity, evenly spaced, adjustable and galvanized
shelves, 2" deep. Shelves shall be telescopic with top two shelves able to tilt down.
2.2.17. Install a heavy-duty pull-out tray, 8" height, mounted in the bottom of the compartment; 12 gauge and 500-Lbs.
capacity pull out tray, mounted on ball bearing slides. Tray is to be lined with34 plywood and latches in either open
or closed position
2.2.18. Locks shall be plastic, paddle latch to allow opening closing with key fob style keyless entry and shall be installed in
the upper door section. Electric lock shall be wired to the Ford truck chassis locks
2.2.19. Lighting: LED tube lighting installed on top and both left and right sides of interior opening, powered through up-
fitter switches and activated on /off via the opening or closing of the doors. Interior light guards shall provide
protection for optional recessed lighting and wiring package
2.3. Curb Side
2.3.1. First compartment behind Cab (Transverse) opposite half section to that of street side, approximately 48" in length;
to have an aluminum finished rear mount roll up door with electric locks and keyed to allow keyless entry,
monitored from driver area, rear roll up doors should maximize compartment space by using side rails/tracks and
counterbalanced using Romcorp or equivalent.
2.3.1.1. Inside approximate Dimensions: 33" Width x 65" Height x 48" Depth above body floor
2.3.1.2. Install Slide Out Cargo Tray, Master-AM3 or equal, aluminum, extension 125%, 600Ibs capacity, mounted
on the bottom of the compartment. Mounted on the slide out is a vertical tool tray/board mounted in the
center of the tray.
2.3.1.3. Lighting: LED tube lighting installed on top and both left and right sides of interior opening, powered
through up-fitter switches and activated on /off via the opening or closing of the doors. Interior light guards
shall provide protection for optional recessed lighting and wiring package.
2.3.2. Second compartment shall have split Horizontal doors, equal in size; Lower and upper doors to remain horizontally
in the center of the body.
2.3.2.1. Lower door portion shall drop down 180 degrees and shall remain sustained at 90 degrees by gas powered
shocks.
2.3.2.1.1. Lower door shall be secured with chains attached to sides of cabinet to supplement gas shocks.
2.3.2.2. Lower door shall have two thumb leavers one each side for latch release.
2.3.2.3. Locks shall be plastic, paddle latch to allow with key or keyless entry with key fob type and shall be
installed in upper door section with electric lock wired to the truck chassis.
2.3.2.4. Inside approximate dimensions: 45.5" Width x 44.5" Height x 23" Deep.
2.3.2.5. Compartment shall include three (3) 16-gauge, 250-lbs. capacity, 2" deep galvanized shelves.
2.3.2.6. Shelves shall be telescopic with top two shelves able to tilt down.
2.3.2.7. Inside of bottom door shall have 3/16 plexiglass installed to provide a flat desk like working surface.
2.3.2.8. Lighting: LED tube lighting (Vista or County approved equal) installed on top and both left and right sides
of interior opening, powered through up-fitter switches and activated on /off via the opening or closing of
the doors.
2.3.3. Third Compartment, Vertical Rear to include a single vertical door, door shall remain open by tension spring door
prop when open and shall be lockable by the plastic paddle latch.
2.3.3.1. Inside approximate dimensions:25" Width x 58" Height x 20" Depth
2.3.3.2. There shall be four (4) each galvanized, adjustable and evenly spaced shelves with a capacity of 250-Lbs.
2" deep.
2.3.3.3. Lighting: LED tube lighting installed on top and both left and right sides of interior opening, powered
through up-fitter switches and activated on /off via the opening or closing of the doors. Interior light guards
shall provide protection for optional recessed lighting and wiring package.
2.3.3.4. Note: Shore Power receptacles two (2) 120-volt 5-15 R household type receptacle(s) will be in this
compartment; see additional equipment for more details.
2.3.4. The Bed Floor Area dimension shall be approximately 51" width and 73" length. Appropriate drainage shall be
installed in the front and rear sections.
2.3.4.1. Three rows of "E-Track" on inner sides of bed area to be included on front and side walls, mounted 8.5,"
20" and 32" above the bed floor. Include 3-sets of straps and ratchets.

2.3.4.2. Install five (5) storage compartments on the curbside of bed for storing shovels, signs and brooms. The
compartments shall be 9 inches high, evenly spaced, 4 inches wide, and 48 inches deep. Compartments
shall have access from the rear of the vehicle and shall remain open.
2.3.4.3. Bird Carcass storage: Body to include three (3) wheel-well storage compartments one (1) on driver side and
two (2) on the curbside. Fabricate from 1/8 (0125) aluminum roll to form an enclosed niche. Doors to be
cast aluminum with positive mechanical latch and locks with hinge. Storage compartments shall be lined to
prevent corrosion. Approximate dimensions are 8" height, 8" wide and 15" length.
2.3.4.4. Provide and install one (1) chock block holder; capable of holding two chock blocks, front of rear tires;
street/driver's side of utility body.
2.3.4.5. Provide and install Battery Compartment- Installed in the floor of the utility bed, to extend between the
frame rails with drain holes and splash guards. Capable of containing dual 78-AH 850 CCA batteries.
Approximate dimensions: 15" Width x 22" Length x 11" Depth. The compartment shall include a multi-
battery isolator with no less than 120 alternator amp rating: Sure-Power Industries Model: 12023A, or
equal. Compartment lid must have all weather seal, recessed latches to secure the lid. Any alternative
solution shall be approved by the County.
2.3.4.6. Provide and install rock guards at front of utility body. Constructed of 12-gauge bright aluminum plate.
2.3.4.7. Provide and install heavy duty step bumpers, installed on both sides of lift gate. Scuff guard should be
included above step.
2.3.4.8. Provide an install a vertical cone holder on top of rear, street side bumper. The cone rack holder shall be
mounted, not welded.
2.4. Liftgate
2.4.1. Provide and install an ALB 1500 Anthony, or equal, rear lift gate 1,500-Lbs. minimum lift capacity with standard
features. Utility body mounting capability, platform shall be aluminum ramped with a load area of 50" x 41" + 6,"
and a bed height range of up to 46." Shall include access step kit, light kit, and cab cutoff switch.
2.5. Bumper Grill Guard and Electric Winch
2.5.1. Provide and install Fire and Rescue front mounted Bumper & Brush Grill Guard with a Warn M12 12V
Heavyweight Winch, or equal, 12,000-Lbs pulling capacity electric winch. Winch shall include a 125-ft. 5/16" wire
rope, remote with 12-ft. lead.
2.6. Electrical Components and Accessories
2.6.1. Automatic disconnect electrical plug. Auto eject for aux power charger mounted on rear of truck below rear lights
on passenger side. KUSSMAUL Model# 091-18WP-120 or County approved equal.
2.6.2. Automatic battery charger: Eleven-amp automatic battery charger mounted on curbside third compartment bottom
shelf. KUSSMAUL Model# 091-11-12 or equal.
2.6.3. Power inverter 3500 Watts 12V with cables. 12-Volt DC with two (2) 120 Volt AC outlet. Inverter to be installed on
curbside third compartment bottom shelf. Inverter to work in conjunction with 6-1, 120-volt receptacles. Locations
of outlets to be one in cab/under the passenger seat and one at rear, curbside of vehicle.
2.6.4. Rear curbside outlet shall be Auto Eject.
2.6.5. Back-up alarm, Federal Signal #210505 or County approved equal, "Reactor" 87-107-dba.
2.6.6. All lights installed on utility body to be flush rubber-mount Sound-off LED type. All wiring to be inside plastic
conduit, bolted and shielded when inside of the body, wire ends to be sealed with heat shrink
2.6.7. Body shall be outfitted with four Havis-Shield Kwik-Raze telescoping pole lights KR-SB- 100 series with two piece
side mounting brackets or County approved equal; two to be in back of cab with* 2" offset brackets, and two
mounted in the rear of the body to include grab rail option.
2.6.8. Battery 850 CCA 78 AH, dual; Extra Heavy-Duty alternator 200 amp. All added electrical components to be
powered through a power bar. The power bar shall be protected with a resettable master circuit breaker; in addition,
all individual added circuits must include resettable circuit breakers. All circuit breakers shall be rated for load
requirements. Power bar shall be located away from batteries with capacity for additional accessories.
2.6.9. All additional light controls if needed shall be from a dash mounted/labeled/piloted controller and all added
electrical components to be powered through a power bar. The power bar shall be protected with a resettable master
circuit breaker; in addition, all individual added circuits must include resettable circuit breakers. All circuit breakers
shall be rated for load requirements. Power bar shall be located away from batteries with capacity for additional
accessories.

2.7. Code 3 Emergency Lighting
2.7.1. Provide and install Code 3 emergency response lighting system. Installation must meet latest NFPA 1901
emergency lighting standards. County of San Diego's preference is Federal Signal with related components or
County of San Diego Approved Equal. System Shall include:
2.7.2. Under dash radio console, jotto desk in dash console item 425-6157 Ford F550 Police Equipment console/contour or
equal.
2.7.3. With knockouts/mounting for 800 MHZ radio, Code 3 lighting controls, three (3) 12 Volt power outlets, and a 110-
volt receptacle for 110-volt power inverter and other accessory switches
2.7.4. Lightbar, with solid red center section.
2.7.5. Six LED Flashers; Front- (2) one each front fender, Sides- (2), one each side of Utility bed, location to be
determined, Rear- (2) one each side of rear utility body. Location to be determined.
2.7.6. Grilled mounted Siren/ Speaker/Air Horn.
2.7.7. Wig Wags and four corner strobes.
3. General Requirements
3.1. Contractor shall provide updates to the Fleet Services Acquisitions Team with a status update 30, 60, 90, and 120 days after
receipt of the purchase order or fully executed contract.
3.2. Contractor shall provide an actual delivery date within thirty (30) days after receipt of the purchase order or fully executed
contract. Failure to provide accurate delivery dates within (30) days may result in termination.
3.3. Contractor agrees that a vehicle or equipment warranty shall not start until vehicle or equipment is assigned for use by a
County of San Diego Department. Contractor shall not start the warranty of the vehicle or equipment upon delivery of the
vessel, but upon confirmation of the assignment of vehicles or equipment. The County shall provide Contractor notification
to start warranty on the vehicle once the vehicle is assigned.
3.4. If Contractor has any questions, comments, or concerns with the fulfillment of a purchase order or contract, send an email
to DGSFleetAcquisitions@sdcounty.ca.gov.
4. Delivery
4.1. Delivery of completed outfitting installation on the vehicle chassis must occur no later than 120 days after receipt of the
purchase order or fully executed contract.
4.2. Delivery must occur Monday through Friday between 8:00 a.m. and 3:00 p.m. Delivery location unless stated otherwise is
County of San Diego, DGS Fleet Services, 5610 Overland Avenue, San Diego, CA 92123
4.3. In some instances, an alternate delivery location may be required to accommodate oversized equipment at no additional cost.
4.4. To confirm delivery date, Contractor must email Ava.Gaughen@sdcounty.ca.gov and Andrew.Deeb@sdcounty.ca.gov at
least forty-eight (48) hours in advance. Contractor must not deliver a unit without prior notice sent to the email. Deliveries
that are attempted without County coordination are subject to delivery rejection.
4.5. Contractor must notify the Fleet Services Contract and Lead Time Analyst if vehicle delivery is anticipated to exceed fifteen
(15) calendar days past the contracted lead time. An email must be sent to DGSFleetAcquisitions@sdcounty.ca.gov for any
one-time lead time extension requests. This email request must include the contract or purchase order number, justification
for the lead time delays, a mitigation plan to remedy the issue of acquiring the vehicle, a new lead time, and an estimated
date for delivery.
4.6. Contractor must provide all equipment necessary to drop off vehicles or parts to Fleet Services. This includes the delivery of
vehicles and any specialized equipment to any of Fleet Services Garages. Contractor must provide all work and equipment
needed to transfer the ordered part from the transport vehicle to the Fleet Services desired location for storage. Equipment
that is dropped off must be left in a location that is approved by a Fleet Services Team Leader or shop supervisor.
4.7. Contractor must provide the Manufacturer Statement of Origin (MSO) or Manufacturer's Certificate of Origin (MCO) for
vehicles and equipment manufactured outside the state of California within seven (7) days of vehicle delivery. If a
Contractor is unable to guarantee the delivery of these documents within this timeframe, proper justification must be
provided to the Fleet Services Technician assigned to the delivery of the order.
4.8. Contractor is responsible for any damage to vehicles prior to Fleet Services acceptance.

5. Invoicing
5.1. All invoices and monthly statements shall be submitted individually by email to Ava.Gaughen@sdcounty.ca.gov and
DGSfleetinvoices@sdcounty.ca.gov.
5.2. All invoices must include the following information:
5.2.1. Business Contact Person
5.2.2. Business Name, Location, and Address
5.2.3. Purchase order or contract number
5.2.4. Manufacturer Vehicle Identification Number (VIN)
5.2.5. Vehicle year, make, and model.
5.2.6. Vehicle mileage at time of delivery to the County of San Diego
5.2.7. Quantity, Description, Unit Price and Extended Price
5.2.8. County of San Diego Fleet drop-off location service facility, address, and telephone number.
