REQUEST FOR QUALIFICATIONS
ON CALL UTILITY ENGINEERING SERVICES
Response Deadline: Friday June 19, 2026 by 4:00 PM Local Time

This Request for Qualifications (RFQ) seeks qualified firms to provide on-call professional utility
engineering services for the City of Sequim. An on-call contract for consulting services will be
awarded to selected respondents in an amount not to exceed $400,000.00. The contract term
will be for 3 years and may be extended at the discretion of the City to the maximum 4 years
allowed by RCW 35.23.352(13)(c).
The City reserves the right to amend the terms of this RFQ, to circulate various addenda, or to
withdraw the RFQ at any time, regardless of how much time and effort consultants have spent
on their responses.
Description of Services
Services shall include analysis, modeling, design, cost estimating, specification and report
preparation, development and peer review, and other services requiring professional
engineering expertise related to and in support the City of Sequim water and sewer capital
projects and peer review of land development proposals. Firms selected will receive an on-call
task order agreement with the City Sequim. Individual tasks will be negotiated as stand-alone
assignments terminating when the task budget is exhausted, or the task time frame has
expired.
Scope
The purpose of this contract is for the selected firm to supplement services performed by the
City’s Public Works-Engineering staff. The consultant will be responsible for the contract
administration, and management, including any management and coordination of sub-
consultant’s work. Services provided under this contract may include but are not limited to the
following:
• Capital Facility Plan Preparation
• SCADA Evaluation and Implementation

• Booster and Lift Station Design
• Distribution and Collection System Design
• Water Reclamation Plant Design
• Maintenance Program Development
• Hydraulic Capacity Analysis
• Peer Review of Private Development Proposals
• Asset Management and Rating Development
• Engineering Support during Construction
• Other Professional Utility Engineering Services
Submittal of Statement of Qualifications
Statements of Qualifications in response to this RFQ must include the following information:
• Consultant or firm name, phone numbers, mail and email addresses
• Resumés of key personnel (Up to three (3) single-sided 8.5”x11” Page Max)
• List of past projects with brief description and reference contact information for each
(Up to three (3) single-sided 8.5”x11” Page Max)
• A one (1) page single-sided 8.5”x11” cover letter (optional)
Please submit an electronic copy of your Statement of Qualifications in pdf format to: City
Engineering department at engineering@sequimwa.gov no later than the Response Deadline
above. Submittals will not be accepted after that time and date. Any questions regarding this
RFQ should be directed to the Public Works Department, at engineering@sequimwa.gov or
360-683-5062.
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1) Qualifications (Expertise/Capacity of Firm, including any subconsultants)
2) Key personnel including point of contact for task order management.
3) Relevant project experience, specifically on-call contract experience with municipalities
under 20,000 population or other government entities.
