1. Project Purpose & Objectives
The City of Monroe is seeking Statements of Qualifications from professional
engineering firms to provide on-call general water resources engineering
services. The selected firm or firms will supplement City staff by providing
technical review, planning, design, permitting coordination, regulatory
support, construction-related services, infrastructure evaluation, and other
professional engineering services as assigned by the City.
The City anticipates utilizing selected firms to support a variety of water
resources and utility-related needs, including water distribution, wastewater
collection, water treatment, wastewater treatment, utility planning,
infrastructure rehabilitation, regulatory compliance, capital project
development, and construction support. Services may also include review of
development-related infrastructure, including subdivisions, feasibility analyses,
site plans, utility extensions, and other public or private infrastructure proposed
for connection to or impact upon City systems.
2. Background and Anticipated Use of Services
The City of Monroe operates and maintains water resources infrastructure that
supports public health, environmental protection, regulatory compliance,
economic development, and long-term community growth. This infrastructure
includes water distribution, wastewater collection, water treatment,
wastewater treatment, stormwater, pumping, storage, transmission, and
related utility systems. The City has ongoing needs for technical engineering
support related to planning, design, permitting, construction, system
evaluation, rehabilitation, regulatory coordination, and infrastructure
management.
The City’s intent is to establish a pool of up to five qualified professional
engineering firms that can supplement City staff by providing general water
resources engineering services on an as-needed basis. The selected firms may
be used to support capital projects, utility planning efforts, infrastructure
evaluations, regulatory compliance needs, construction-related services,
emergency or time-sensitive assignments, and other technical tasks as
assigned by the City.
Selected firms may be asked to assist with water and wastewater system
planning, feasibility analyses, capacity evaluations, treatment and collection
system improvements, infrastructure rehabilitation, modeling, permitting
coordination, funding support, bid and construction phase services, condition
assessments, asset management support, technical reporting, and owner-
advisor services. Services may also include review of development-related
infrastructure, including subdivisions, site plans, utility extensions, easements,

record drawings, and other improvements proposed for connection to or
impact upon City utility systems.
The selected firm or firms will work under the direction of the City and will serve
as technical support to City staff. The City will retain final authority over project
decisions, infrastructure acceptance, standards interpretation, regulatory
positions, development approval, and policy matters. The selected firms will
assist the City in maintaining technical quality, improving responsiveness,
managing workload, and advancing internal priorities, capital projects, asset
management, and long-range infrastructure needs.
Services will be authorized by the City on an as-needed basis. The City makes
no guarantee of a minimum amount of work under this RFQ. Work may vary
depending on capital project needs, regulatory requirements, development
activity, staffing capacity, project complexity, emergency needs, funding
availability, and other City priorities.
The City anticipates utilizing the EJCDC E-505 Standard Form of Agreement
Between Owner and Engineer for Professional Services, Task Order Edition.
Alternatives to this contractual method may be evaluated through the
contract negotiation process.
3. General Service Requirements
Selected firms shall provide professional engineering services on an as-
needed basis as authorized by the City of Monroe. All work shall be
performed under the direction of the City.
Firms shall provide qualified personnel with the appropriate licenses,
certifications, experience, and technical expertise necessary to complete
assigned work. Work products shall be timely, accurate, complete,
professionally prepared, and provided in formats acceptable to the City.
For development review assignments, firms shall provide clear and organized
technical comments, redline comments when appropriate, checklist
verification, and recommendations regarding compliance with City
requirements. Comments shall be suitable for use by City staff in
communicating with applicants and project stakeholders.
Firms shall maintain appropriate records, comply with applicable insurance,
confidentiality, ethics, and conflict of interest requirements, and promptly
disclose any actual or potential conflict of interest related to assigned work.

The City reserves the right to assign work based on qualifications, availability,
expertise, workload, responsiveness, project type, past performance, cost, or
other factors deemed relevant by the City. Selection under this RFQ does not
guarantee a minimum amount of work.
4. Detailed Scope of Services
The selected firm or firms may be asked to provide general water resources
engineering services on an as-needed basis. Services may include, but are
not limited to, the following:
A. Water and Wastewater Utility Planning
1. Develop, update, or support water and wastewater system master plans,
capital improvement plans, asset management plans, and other short-
and long-range infrastructure planning efforts.
2. Perform water and wastewater system evaluations, feasibility analyses,
capacity assessments, alternatives analyses, hydraulic evaluations, and
planning-level cost opinions.
3. Assist with evaluation of growth, development, demand projections, flow
projections, system capacity, service area needs, and infrastructure
timing.
4. Provide technical support related to water supply planning, water
distribution planning, wastewater collection planning, treatment capacity
planning, system resiliency, and regulatory-driven infrastructure needs.
5. Assist with funding strategies, grant or loan applications, preliminary
engineering reports, project prioritization, and supporting documentation
for local, state, or federal funding programs.
B. Engineering Design and Technical Support
1. Prepare or assist with plans, specifications, opinions of probable cost,
permitting documents, bid documents, and construction-related
documents for water, wastewater, stormwater, and related utility
infrastructure projects.
2. Provide engineering design, technical analysis, review, and
recommendations for water distribution, wastewater collection, pumping,
storage, treatment, rehabilitation, replacement, and related utility
infrastructure.
3. Provide civil, environmental, structural, geotechnical, electrical,
mechanical, instrumentation, controls, surveying, and other related
professional services as needed for assigned projects.
