NON-LEADED BRASS WATER SERVICE FITTTINGS
I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifications, terms, and conditions to describe requirement to
furnish and deliver, f.o.b. the District’s Central Warehouse, 1200 – 21st Street, Oakland,
California, the District’s requirements for non-leaded brass water service fittings as
ordered during the three (3)-year period beginning approximately February 26, 2026,
and ending February 25, 2029, with two options, to be exercised at the sole discretion of
the District, to extend the contract for additional one (1)-year periods.
East Bay Municipal Utility District (District) intends to award a contract to the lowest
cost bidder(s) whose response meets the District’s requirements.
B. BIDDER QUALIFICATIONS
1. Bidder Minimum Qualifications
a. Bidder, bidder’s principal, or bidder’s staff shall have been regularly
engaged in the business of providing non-leaded brass water service
fittings for at least five (5) years.
b. Bidder shall be an authorized manufacturer, dealer, or provider.
c. Bidder shall possess all permits, licenses, and professional credentials
necessary to supply product and perform services as specified under this
RFQ.
C. SPECIFIC REQUIREMENTS
Furnish water service lateral and meter installation fittings, including corporation stops,
curb stops, ball and plug stops, meter couplings (also called coupling tail pieces), and
resetters. All products shall be in new and unused condition and shall be of the most
current and up to date model.
Materials in Contact with Drinking Water
1. All materials, equipment, or products that will be in contact with drinking water
(potable water) shall be tested and certified as meeting the specifications of
NSF/ANSI 61 Standard in accordance with California Code of Regulations, Title 22,
Section 64591. Examples include, but are not limited to, valves, pumps, flow
meters, protective materials (coatings, linings, liners), joining and sealing
materials, pipes, tanks, pipe fittings, filters, cleaning chemicals, and lubricants.

2. All materials, equipment, or products that will be in contact with drinking water
(potable water) shall be tested and certified as “lead-free” per California Health
and Safety Code Section 116875 and NSF 61 Annex G or NSF 372.
3. For materials:
a. Documentation which demonstrates current NSF/ANSI Standard 61
certification shall be submitted by the bidder in their bid package.
b. If awarded, contractor is responsible for informing the District within 5
days, if and when their certification lapses or expires. Failure to inform the
District within the allotted time will be sufficient grounds for immediate
termination of the contract.
4. MATERIAL
a. All metal components in contact with water shall be non-leaded, copper-
base alloy, UNS No. C89520 or C89833. The term non-leaded means the
maximum lead content shall be 0.25% or less.
b. The product overall must meet the conditions specified in NSF-61 Annex G.
Other alloys will be considered and may be approved by the District under
the following conditions:
i. The alloy is specified in ASTM standards.
ii. The alloy has a use history in waterworks or similar applications.
iii. The alloy has the following minimum performance requirements:
Mechanical Properties: materials shall have the following
minimum mechanical properties: 25 ksi tensile strength, 14 ksi
yield strength and 6% elongation in 2”.
Corrosion Resistance: materials shall not exceed 100 pm
maximum dezincification depth in the ISO 6509 test.
Stress Corrosion Cracking Resistance: materials shall pass one of
the following – ISO 6957 at pH 9.5., ASTM B858 at pH 9.5 or
ASTM G37 (minimum 20 foot pounds torque and 150 hours
minimum time limit).
The alloy shall contain no more than 16% zinc.
c. Components not in contact with water shall be fabricated from copper
alloy UNS No. C83600 as described in ASTM B62 or B584.

d. All wetted materials shall be suitable for soft water (less than 50 ppm total
dissolved solids) with pH from 7.0 to 9.5 and maximum total chlorine
residual of 2.5 ppm (in chloramine form). The presence of chloramines in
the water shall not have any effect on the manufacturer’s warranty.
e. Brass component parts that come in contact with potable water must have
an identifying feature to signify its non-leaded brass status: “NL” =
federalloy or “EB” = sebilloy or similar for other approved alloys.
5. THREADS
a. All male and female IPT threads shall conform to ANSI Standard B2.1 for
NPT threads.
b. Wherein specified AWWA/CC (Corporation Thread) tapered threads.
6. STOPS
a. Rotation to open shall be 90 degrees for all main cocks and straight curb
cocks. Rotation shall be 180 degrees for all angle curb cocks. All cocks shall
be ball valves as specified.
b. Corporation stops shall be "straight through" type with IPT or AWWA
threaded male inlet and flare nut coupling or MIPT or compression nut
outlet as specified. Inside diameter for 1-1/2" corporation stop shall be
larger than 1 7/16 inches.
c. Curb stops shall be straight way or angle type for copper water service
tubing as listed on the bidding form. The inlet shall be flare fitting, with
tube (tip) nut or compression nut, as specified. The outlet shall be a swivel
meter coupling nut unless otherwise specified; all angle curb cocks shall
have T-head, stops and lock wings.
d. Resilient seated stops shall have long life seals in the body or on the plug
which will be field replaceable. Keys for resilient seated stops shall be easy
turning Teflon coated bronze or uncoated stainless steel. Inverted keys
shall have "O" ring stem seals. Seats and “O” ring seals made of rubber
that are in contact with water shall be EPDM or Viton.
e. Ball valves shall be in compliance with AWWA Standard C800-05 and
conform to ANSI/NSF 61-8 & ANSI/NSF 372, Blowout proof design, 300 PSI
working pressure. Body shall provide large working flat for proper
installation. Valve body shall consist of cast brass Alloy C89833, Stem as
type 303 Stainless Steel with Nitrile Rubber O-ring. The Ball of cast brass
