Notice is hereby given that the City of Harlingen, TX will receive competitive, sealed bids for:
RFQ No. 2026-09 Professional Architectural and Engineering Design Services for the
Harlingen Multi-Purpose Recreation Center
The City of Harlingen is seeking qualified professional design services for the development of a new Multi-Purpose
Recreation Center aimed at expanding recreational opportunities and promoting community health and wellness. The
proposed project consists of the design of an approximately 25,900-square-foot indoor recreational facility that will serve as
a centralized hub for organized sports, fitness activities, and community programs.
Interested Bidders must register with the Purchasing Office to request a bid packet including specifications and plans at
Purchasing@harlingentx.gov. Packets will be emailed upon registration. Bids must be submitted on or before 2:00 p.m.,
Tuesday, May 12th, 2026, at the Purchasing Office, 404 S. 54th St. Harlingen, TX 78550. Bids will be publicly opened and
read aloud at 2:30 p.m., on Tuesday, May 12th , 2026. A bid bond in the amount equal to 5% of the bid must be submitted
with each bid.
The City of Harlingen is an Affirmative Action and Equal Opportunity Employer. Preference will be given to Section 3
Business Concerns certified by the City. SBE, MBE, and WBE are encouraged to submit bids for this project. The City of
Harlingen reserves the right to reject any or all bids, to waive defects and formalities or technicalities in such bids, to award
the contract to the respondent which it considers has submitted the best and most advantageous bid, and to hold all bids
for a period of sixty (60) days without taking any action thereon.

INSTRUCTIONS TO RESPONDENTS
RFQ NO. 2026-09 Professional Architectural and Engineering Design Services for the
Harlingen Multi-Purpose Recreation Center
The City of Harlingen is seeking qualified professional services to lead the planning, design,
engineering and construction administration new Multi-Purpose Recreation Center aimed at
expanding recreational opportunities and promoting community health and wellness. The proposed
project consists of the design and construction of an approximately 25,900-square-foot indoor
recreational facility that will serve as a centralized hub for organized sports, fitness activities, and
community programs. The facility is intended to provide flexible, year-round recreational space that
accommodates a variety of user groups, including youth, adults, and seniors. The project will
emphasize functionality, adaptability, and long-term operational efficiency. The City of Harlingen will
receive sealed proposals containing Statement of Qualifications for architectural or engineering
services providing for the full design and required pre-construction clearances by state and/or federal
entities for the above-mentioned project. Statements of Qualifications will be accepted until
Tuesday, May 12, 2026 at 2:00 P.M. ANY RESPONSE RECEIVED AFTER THAT TIME WILL NOT
BE OPENED AND WILL BE RETURNED.

SECTION I. SCOPE OF WORK
SCOPE OF WORK/PROPOSAL OF SERVICES:
Facility Components
The primary component of the project is a multi-use gymnasium designed to support a flexible court layout.
The facility will accommodate:
* Two regulation basketball courts
* Two volleyball courts
* Up to eight pickleball courts

The design will incorporate multi-sport striping and portable equipment systems to maximize usability and
allow for simultaneous programming, tournaments, and community events.
Supporting building components will include:
* Lobby and reception area
* Administrative offices
* Restrooms and locker rooms
* Storage areas
* Mechanical, electrical, and utility spaces
* A front administrative office near the main entrance to accommodate two administrative staff This
space should function as a customer service/registration area, including:
o Service counter (with ADA access)
o Visibility to the main entrance
o Secure storage
The facility is envisioned as both a recreational venue and a community gathering space capable of hosting a
wide range of programs and events.
Site Development
The project will include associated site improvements necessary to support the facility, including:
* Construction of approximately 62 parking spaces
* ADA-compliant parking, access routes, and pathways
* Sidewalks and pedestrian connectivity
* Site lighting
* Landscaping (Butterfly Garden)
* Drainage and grading improvements
The site design will prioritize safety, accessibility, and efficient circulation for both vehicles and pedestrians.

Project Objectives
The City's primary objectives for this project include:

The facility is intended to address the growing demand for indoor athletic space within the community while
maximizing the functionality of the building footprint.
Estimated Project Budget
The estimated construction cost budget for the project is $5,817,000. This estimate includes building
construction, athletic equipment, and all associated site improvements. The design team will be expected to
work within this budget and provide cost-effective solutions throughout the design process.

Scope of Professional Services
The selected firm will serve as the prime consultant managing subconsultants within the team. The lead firm
will provide comprehensive professional services, including but not limited to:
* Schematic Design
* Design Development
* Construction Documents
* Cost estimating and value engineering
* Coordination with City staff and stakeholders
* Permitting and regulatory coordination
* Bidding and construction phase services
The design team is expected to deliver a complete and coordinated set of plans and specifications suitable for
public bidding and construction.
Project Schedule
The anticipated project schedule is to complete final plans, specifications, and bid-ready documents by 3 to 6
months. The final project schedule will be refined and confirmed during contract negotiations with the
selected consultant. The City of Harlingen reserves the right to adjust the schedule as necessary to
accommodate project needs, funding timelines, and coordination requirements.
Alternative Design Consideration - Parks Department relocation
The City of Harlingen is evaluating the potential relocation of the Parks and Recreation Department
administrative offices within the proposed Multi-Purpose Recreation Center. As part of this effort, the
selected consultant will be required to develop and evaluate two (2) conceptual design options during the
schematic design phase:
Option A - Base Program (Current Concept):
Development of the recreation center based on the current schematic program, consisting of the gymnasium
and associated support spaces as outlined in this RFQ.
Option B - Expanded Program (Parks Department Integration):
Development of an alternative design that incorporates Parks and Recreation Department administrative
offices that may be in a 2nd story or expanding the building footprint. This option may include, but is not
limited to:
* Administrative Area (approx. 2,300-2,800 SF):

administrative offices
Consultant Responsibilities
For both options, the selected firm shall:
* Develop conceptual layouts and space programming
* Provide preliminary cost estimates (construction and order-of-magnitude lifecycle considerations)
* Evaluate site impacts, including parking, circulation, and utilities
* Identify operational efficiencies and constraints associated with each option
