Notice is hereby given that the City of Harlingen, TX is requesting statements of qualifications from qualified consultants to
perform a Historic Resources Survey to identify, document, and evaluate historic properties within designated areas of

INTRODUCTION AND BACKGROUND
The City of Harlingen is seeking qualified consultants to conduct a Historic Resources Survey to identify,
document, and evaluate historic properties within designated areas of the City. This effort is intended to establish
a comprehensive inventory of historic resources that will support long-term preservation planning, inform policy
decisions, and assist in identifying properties that may be eligible for local, state, or national designation.
This project is funded through a Texas Preservation Trust Fund (TPTF) grant administered by the Texas Historical
Commission (THC). The total project budget is $80,000, consisting of $40,000 in grant funds and a required
$40,000 local match provided by the City of Harlingen. All work performed under this project must comply with the
terms of the TPTF Grant Funding Agreement, and the selected consultant's contract will be subject to review and
approval by the Texas Historical Commission.
The project must be completed no later than June 30, 2027. The selected consultant will be expected to work
closely with City staff and THC representatives to ensure that all project requirements, deliverables, and timelines
are met.
The primary objective of this project is to develop a reliable and professionally prepared inventory of historic
resources within key areas of the City. The survey will serve as a foundational planning tool to guide future
preservation efforts, support potential National Register nominations, and assist the City in advancing
preservation-related initiatives, including Certified Local Government (CLG) program participation.
In addition, the project will provide a historic context narrative and evaluation framework that reflects the cultural,
architectural, and historical significance of the community.
SCOPE OF WORK
The selected consultant will perform a Historic Resources Survey in accordance with:
* Texas Historical Commission Historic Resources Survey Manual
* Texas Preservation Trust Fund Historic Resource Survey Project Manual
* Secretary of the Interior's Standards for the Treatment of Historic Properties
* Texas Grant Management Standards (TGMS v2.0)
As part of the grant proposal approved by the Texas Historical Commission, the City of Harlingen has identified
three (3) distinct areas that the survey must document and evaluate historic resources:
1. Downtown Harlingen (Original Townsite)
2. Parkwood Subdivision
3. Valley International Airport / Marine Military Academy Area
These areas include a mix of commercial, residential, and institutional property types and are expected to contain
resources dating from the early to mid-20th century.
The selected consultant will be expected to perform the following tasks aligned with the best practices in historic
resources surveys:
A. Project Initiation: The selected consultant will initiate the project by coordinating a kickoff meeting with the
City of Harlingen and, if required, the Texas Historical Commission (THC). During this phase, the consultant
will confirm project expectations, finalize the detailed work plan and project schedule, and conduct a
comprehensive review of all existing data, including prior studies, reports, and available GIS information
relevant to the project area.
B. Research Design and Fieldwork Methodology: The consultant will develop a clear and defensible research
design that outlines the survey methodology to be used throughout the project. This will include identifying
appropriate periods of significance, establishing research themes, and preparing base maps and a preliminary
bibliography to guide both fieldwork and historical research efforts.

C. Fieldwork: A reconnaissance-level field survey will be conducted to document properties within the
designated study area. All resources will be recorded in accordance with THC standards and documentation
requirements. The consultant will also capture high-quality digital photographs to support the inventory and
evaluation of historic resources.
D. Historical Research: The consultant will perform archival and secondary source research to develop a
comprehensive understanding of the historical development of the study area. This work will inform the
creation of historic context narratives that support the evaluation and significance of identified resources.
E. Data Processing and Analysist: Following fieldwork and research, the consultant will compile and analyze
all collected data. This phase includes organizing survey results, identifying high-priority or potentially eligible
historic resources, and preparing preliminary findings for review.
F. Draft Report: A draft report will be prepared and submitted to the City and THC for review and comment. The
report will include detailed findings, maps, a complete inventory of surveyed resources, and initial
recommendations based on the analysis.
G. Final Report and Deliverables: The consultant will revise the draft report in response to feedback received
from the City and THC. Final deliverables will be submitted in all required formats, including a comprehensive
PDF report, GIS data (KML and/or shapefile), an Excel database of surveyed properties, and organized digital
images.
H. Presentation of Findings: Upon completion of the project, the consultant will present the final findings to the
City Commission, summarizing key outcomes, recommendations, and potential next steps for preservation
planning.
CLARIFICATION AND/OR REVISIONS OF THIS RFQ
The City of Harlingen requests that all requests for clarifications be submitted in writing to the attention of Mari
Leal, Procurement Supervisor at purchasing@harlingentx.gov. Written and/or emailed questions will be accepted
no later than Tuesday, April 21, 2026 at 3:00 P.M. Responses will be emailed to all respondents by Thursday,
April 23, 2026. Telephone inquiries will not be accepted.
GENERAL TERMS AND CONDITIONS
INSURANCE
Respondents are required to comply with the City's minimum insurance requirements and furnish acceptable proof
of payment of insurance premiums. The successful respondent must provide a Certificate of Insurance made to
the City of Harlingen, 118 E. Tyler Avenue, Harlingen, TX 78550, and reference the project number and project
name. All certificates must be received and approved by the City's Risk Manager prior to the commencement of
any work.
Policies must name the City as an "additional insured" and the cancellation provisions extended to thirty (30) days
in writing. In the event the insurance coverage expires prior to the completion of the executed contract, a renewal
certificate must be issued thirty (30) days prior to said expiration date. Coverage shall be acquired and maintained
for the duration of the contract period. The City requires the following:

Respondents must, upon request, furnish satisfactory evidence of their ability to furnish products or services in
accordance with the terms and conditions of these specifications. The City of Harlingen will make final
determination as to the vendor's ability.
RESPONDENT DEFAULT
The City of Harlingen reserves the right, in case of firm default, to procure the articles or services from other
sources and hold the defaulting vendor responsible for any excess costs occasioned thereby.
RFQ PREPARATION COSTS
City of Harlingen will not be held liable for any costs incurred by a Respondent for work performed in the
preparation of and production of an RFQ or for any work performed prior to execution of contract. The City will not
reimburse any expenses related to respondents' travel in connection with this RFQ.
RESTRICTIVE OR AMBIGUOUS SPECIFICATIONS
It is the responsibility of the respondent to review the request for qualifications (RFQ) packet and to notify the
Purchasing Department if the specifications are formulated in a manner that would unnecessarily restrict
competition. Any such protest or question regarding the specifications must be received in the Purchasing
Department not less than seventy-two hours (72) prior to the time set for the submittal deadline. These
requirements also apply to specifications that are ambiguous.
WAIVING OF INFORMALITIES
City of Harlingen reserves the right to waive minor informalities or technicalities when it is in the best interest of
the City of Harlingen.
PARTIAL CONTRACT AWARD
The City reserves the right to award one contract for some, or all of the requirements proposed or award multiple
contracts for various portions of the requirements to different respondents, or to reject any and/or all statements
of qualification and re-solicit for statement of qualifications, as deemed to be in the best interest of the City.

CONFLICT OF INTEREST QUESTIONNAIRE
Chapter 176 of the Texas Local Government Code requires entities seeking to contract and/or contracting with
local government entities, such as cities, for the sale of goods or services, and their agents, to complete, sign and
file a Conflict of Interest Questionnaire (Form CIQ) with the City of Harlingen. If the Submitter has a business
relationship with the City or with a City Official, the name of the City contact or City Official must be disclosed on
the enclosed CIQ Form. If the Submitter of a principal of the Submitter has no business relationship with the City
or a City Official, write/type in "none in the form and write/type in the name of the Submitter and person acting for
the Submitter and sign the CIQ Form. A blank CIQ Form is enclosed and should be completed, signed and

CERTIFICATE OF INTERESTED PARTIES (FORM 1295)
In 2015, the Texas Legislature adopted House Bill 1295, which added section 2252.908 of the Government Code.
The law states that a governmental entity or state agency may not enter into certain contracts with a business
entity unless the business entity submits a disclosure of interested parties to the governmental entity or state
agency at the time the business entity submits the signed contract to the governmental entity or state agency. The
law applies only to a contract of a governmental entity or state agency that either (1) requires an action or vote by
the governing body of the entity or agency before the contract may be signed or (2) has a value of at least $1
million. The disclosure requirement applies to a contract entered into on or after January 1, 2016.
The Texas Ethics Commission was required to adopt rules necessary to implement that law, prescribe the
disclosure of interested parties form, and post a copy of the form on the commission's website. The commission
adopted the Certificate of Interested Parties form (Form 1295) on October 5, 2015. The commission also adopted
new rules (Chapter 46) on November 30, 2015, to implement the law. The commission does not have any
additional authority to enforce or interpret House Bill 1295.

Filing Process:
Staring on January 1, 2016, the commission will make available on its website a new filing application that must
be used to file Form 1295. A business entity must use the application to enter the required information on Form
1295 and print a copy of the completed form, which will include a certification of filing that will contain a unique
certification number. An authorized agent of the business entity must sign the printed copy of the form and have
the form notarized. The completed Form 1295 with the certification of filing must be filed with the governmental
body or state agency with which the business entity is entering into the contract.
The governmental entity or state agency must notify the commission, using the commission's filing application, of
the receipt of the filed Form 1295 with the certification of filing not later than the 30th day after the date the contract
binds all parties to the contract. The commission will post the completed Form 1295 to its website within seven
business days after receiving notice from the governmental entity or state agency.

RFQ CONTENT REQUIREMENTS
The following items should be addressed in the firm's response:
I. PROJECT APPROACH AND SCHEDULE (30 POINTS MAX.):
A narrative description of the firm's approach to completing the work, including anticipated methods,
deliverables, and a proposed project timeline that aligns with the Texas Preservation Trust Fund (TPTF)
grant requirements and project completion deadline.
This section must include:
1. Statement summarizing project understanding limited to four (4) pages in length.
2. Proposed project schedule that outlines key phases, milestones, and anticipated completion dates for all
project activities. The schedule must demonstrate the firm's ability to complete the project in accordance
with the grant deadline of June 30, 2027, and account for required review periods by the City and the
Texas Historical Commission (THC).
3. Statement to which the Respondent's proposed approach will meet or exceed the stated objectives
discussed in this RFQ and Scope of Work. The statement must include a discussion of how the consultant
would modify the project and/or schedule (within existing constraints and still meeting grant requirements)
to better meet the project goals and objectives.
II. PROFESSIONAL QUALIFICATIONS OF FIRM AND TEAM (40 POINTS MAX.):
Description of the firm's qualifications and experience in conducting historic resources surveys, particularly within
Texas and in accordance with Texas Historical Commission (THC) requirements and National Register standards.
The response should also describe the training and qualifications of the project team as they relate to the Secretary
of the Interior's Professional Qualification Standards (36 CFR Part 61).
This section must include:
1. Professional qualifications narrative of firm and team members limited to four (4) pages in length that
clearly defines the project manager and key personnel along with a description of their roles,
responsibilities and relevant experience.
2. Provide the resumes of all key individuals with the firm that will be working on the project. Resumes for
the additional team members, such as subconsultants, should also be included, if applicable.
3. Project team organizational chart limited to one page.
4. Business Data Certification Form (Exhibit A).
III. FIRM CAPABILITY AND PAST EXPERIENCE (20 POINTS MAX.)
Firm's capabilities and experience with similar projects. The response should address the respondent's
experience with similar projects, internal procedures and/or policies related to work quality and cost control,
management and organizational structure, and capability to perform the work during the duration of the contract.
This section must include:
1. Statement outlining at least four (4) projects completed by the firm demonstrating competence in
performing similar work.
2. One representative example of a completed historic resources survey or similar project authored by the
firm or project lead.
3. Provide at least three (3) references (names, current phone numbers, and email) specific to similar
projects, outlining scope of services, project description, and cost. These organizations may be contacted
by the City for verification purposes.
4. Reference Sheet Form (Exhibit B)

Survey Manual, and other applicable federal and state guidelines.
This section must include:
1. Statement summarizing response limited to one (1) page in length.
2. Certification Regarding Debarment and Suspension Form (Exhibit C).
3. Conflict of Interest Questionnaire Form (Exhibit D)
FEE PROPOSAL
Interested qualified firms are not to provide a fee proposal with this submission but should be able to submit
a cost proposal on short notice at a later time. The fee will be negotiated in accordance with the Professional
Services Procurement Act, Texas Government Code Ann. Section 2254.001, et. seq.
EVALUATION AND CRITERIA
The City intends to retain the services of the firm evaluated to be best qualified to perform the work for the City
within the required time frame, experience with similar contracts and clients, extent to which previous clients have
found the firm's services acceptable, cost of services, proven ability to deliver work within budget, and other factors
considered. The firm will be selected upon the basis of the information provided as requested in this RFQ.
EVALUATION COMMITTEE
An Evaluation Committee that comprises of the Downtown Director, Special Projects Director, Planning and
Development Director, Assistant City Manager, and Finance Director will evaluate and score each of the RFQs
using the evaluation criteria outlined in this section. Firms responding to this RFQ may not contact members of
the evaluation committee.
EVALUATION CRITERIA
Proposals will be scored by the Evaluation Committee using the following criteria (total of 100 points):
1. Project Approach: The extent to which the respondent addresses the scope of services, project needs, and
work required in adherence to the Texas Historical Commission (THC) Historic Resources Survey Manual, Texas
Preservation Trust Fund requirements, and the Secretary of the Interior's Standards and Guidelines for
Identification. The respondent demonstrates the ability of the firm or team to successfully deliver the project within
required timelines. (0 to 30 points).
2. Professional Qualifications of Firm and Team: The extent to which the respondent has the staff capacity,
relevant experience, and technical expertise necessary to complete the project, including compliance with the
Secretary of the Interior's Professional Qualification Standards. (0 to 40 points).
3. Firm Capability and Past Experience: The extent to which the firm's current workload, organizational capacity,
and past experience demonstrate the ability to successfully complete similar projects within established schedules
and budgets. (0 to 20 points).
4. Familiarity with Applicable Rules and Regulations: The extent to which the respondent demonstrates
knowledge of and experience with Texas Historical Commission survey requirements, Texas Preservation Trust
Fund guidelines, and the Secretary of the Interior's Standards through previous projects of similar scope and
complexity, particularly for Certified Local Governments (CLGs). (0 to 10 points).
RESPONSE RANKING
