The City of Harlingen is requesting Statements of Qualifications for Harlingen Mobility Master Plan. The purpose of the
Harlingen Mobility Master Plan is to develop a comprehensive, data-driven strategy to improve multimodal mobility, safety,
and connectivity throughout the City of Harlingen. The plan will identify and prioritize roadway, pedestrian, bicycle, and trail
improvements that enhance access to neighborhoods, schools, parks, employment centers, and regional corridors. The
project supports federal transportation goals by promoting safety, system reliability, and expanded mobility options while
laying the groundwork for future federally funded transportation improvements.
Interested submitters must register to request an RFQ packet with the Purchasing Office at Purchasing@harlingentx.gov.
The deadline for submission is 2:00 p.m., Tuesday, May 12, 2026 in the Purchasing Office located at 404 S. 54th Street,

REQUEST FOR QUALIFICATIONS
Notice is hereby given that the City of Harlingen, Texas is requesting Statements of Qualifications
for:
RFQ NO. 2026-10 Harlingen Mobility Master Plan
The City of Harlingen is requesting Statements of Qualifications for Harlingen Mobility Master Plan.
The purpose of the Harlingen Mobility Master Plan is to develop a comprehensive, data-driven
strategy to improve multimodal mobility, safety, and connectivity throughout the City of Harlingen.
The plan will identify and prioritize roadway, pedestrian, bicycle, and trail improvements that
enhance access to neighborhoods, schools, parks, employment centers, and regional corridors.
The project supports federal transportation goals by promoting safety, system reliability, and
expanded mobility options while laying the groundwork for future federally funded transportation
improvements.
Interested submitters must register to request an RFQ packet with the Purchasing Office at
Purchasing@harlingentx.gov. The deadline for submission is 2:00 p.m., Tuesday, May 12, 2026 in
the Purchasing Office located at 404 S. 54th Street, Harlingen, TX 78550. For more information,

All RFQ packets received and time stamped by the proposal submittal deadline shall be accepted
as timely submitted. Proposals submitted after the Proposal due date shall not be accepted.
Proposals will be opened promptly at the time and date specified. The responsibility for submitting
a proposal on or before the stated time and date is solely and strictly the responsibility of the
Proposer. The City of Harlingen will in no way be responsible for delays caused by mail delivery or
caused by any other occurrence. All expenses involved with the preparation and submission of
proposals to the City of Harlingen, or any work performed in connection therewith, shall be borne
by the Proposer.

INSTRUCTIONS TO RESPONDENTS
RFQ NO. 2026-10 Harlingen Mobility Master Plan
The City of Harlingen requests the submission of Statements of Qualifications (SOQs) which may
lead to the award and execution of a Professional Services Agreement with a qualified firm
experienced in transportation and mobility planning. The selected firm must be licensed to practice
in the State of Texas, as applicable, and demonstrate expertise in multimodal planning, corridor
analysis, and development of implementation-focused planning documents.
The City will receive sealed Statements of Qualifications for professional services to develop the
Harlingen Mobility Master Plan. The scope of services will include, but is not limited to, project
management, data collection and analysis (including traffic, safety, and multimodal conditions),
development of conceptual corridor improvements, public and stakeholder engagement, and
preparation of a comprehensive Mobility Master Plan.
The selected firm will be responsible for delivering a data-driven and actionable planning document
that identifies and prioritizes transportation improvements for roadway, pedestrian, bicycle, and trail
infrastructure. The scope shall also include coordination with the Texas Department of
Transportation (TxDOT) and other relevant agencies, preparation of planning-level environmental
documentation (as applicable), development of cost estimates, and preparation of an
implementation strategy to support future funding opportunities and project advancement.
All deliverables shall be prepared in accordance with applicable local, state, and federal guidelines,
including TxDOT requirements for planning studies and federally funded projects, as applicable.
Statements of Qualifications will be accepted until Tuesday, May 12, 2026 at 2:00 P.M. ANY
RESPONSE RECEIVED AFTER THAT TIME WILL NOT BE OPENED AND WILL BE
RETURNED.

SECTION I. SCOPE OF WORK
SCOPE OF WORK/PROPOSAL OF SERVICES:
Purpose- The purpose of the Harlingen Mobility Master Plan is to develop a comprehensive, data-
driven strategy to improve multimodal mobility, safety, and connectivity throughout the City of
Harlingen. The plan will identify and prioritize roadway, pedestrian, bicycle, and trail improvements
that enhance access to neighborhoods, schools, parks, employment centers, and regional
corridors. The project supports federal transportation goals by promoting safety, system reliability,
and expanded mobility options while laying the groundwork for future federally funded
transportation improvements.
Project Area- The project area includes the City of Harlingen, Texas, with focused planning efforts
along priority multimodal corridors identified in previous local and regional plans. Emphasis will be
placed on key east-west and north-south connectors, school zones, high-crash locations, and
corridors that provide connections to regional facilities such as the Arroyo Colorado Hike and Bike
Trail, major employment centers, and TxDOT facilities. While the planning boundary encompasses
the full city limits, detailed analysis will focus on high-priority corridors identified through data
collection and stakeholder input.
Task 1: Kickoff & Data Collection- Procure consultant and initiate project with kickoff meeting,
confirm schedule, and collect data on traffic, right-of-way, drainage, utilities, and multimodal
conditions.
* Deliverables:
* Project Management Plan and Schedule
* Data Collection Memorandum summarizing traffic data, crash data, ROW, drainage,
utilities, and existing multimodal conditions
* Base mapping and GIS inventory
Task 2: Environmental clearance - receive TxDOT approval (Planning-Level Categorical Exclusion
Coordination)
* Deliverables:
* Planning-level environmental constraints map
* Documentation supporting coordination with TxDOT regarding anticipated NEPA
pathway (Categorical Exclusion for future phases)
Task 3: Concept Development & Public Engagement - Develop conceptual alternatives and
present them for review with stakeholders and the community to guide refinement toward a
preferred alternative.
* Deliverables:
* Public Engagement Plan
* Stakeholder meeting materials and summaries
* Conceptual corridor alternatives
* Public feedback summary report
* Identification of a preferred planning-level alternative per corridor
Task 4: Preliminary Design Submittals (30% / 60% / 90%) - Advance design through phased
submittals including drawings, typical sections, cost estimates, and technical studies, with review
and feedback at each stage.

* Deliverables: Typical sections, preliminary layouts, initial cost estimates, and
identification of major constraints
* 60% Submittal
* Deliverables: Refined layouts, intersection concepts, multimodal facility design
concepts, updated cost estimates
* 90% Submittal
* Deliverables: Near-final planning-level layouts, corridor cross-sections, opinion of
probable construction costs, and implementation phasing
Task 5: Final Mobility Master Plan & Implementation Report - Deliver the final submittal package,
incorporating City, TxDOT, and stakeholder comments; include construction cost estimates,
funding strategies, and implementation recommendations.
* Deliverables:
* Final Mobility Master Plan document
* Prioritized project list
* Planning-level construction cost estimates
* Funding strategy and implementation roadmap
* Executive summary and presentation to City Commission
Task 6: Project Close out - The Consultant shall complete all administrative, technical, and
documentation requirements necessary to formally close out the project. Final acceptance of the
project will be contingent upon the satisfactory submission and approval of all closeout deliverables
listed below.
* Final Invoice and Supporting Documentation- A complete and itemized final invoice
reflecting all services performed, accompanied by supporting documentation as required by
the City and any applicable funding agencies.
* Digital Project Files- A complete digital archive of all project materials developed under this
contract, including but not limited to:
o GIS files (fully georeferenced, organized, and in compatible formats such as
shapefiles and/or geodatabases)
o Exhibits, maps, and graphics (in both editable and PDF formats)
o Technical memoranda, reports, and supporting analyses
o Data files used in the development of the Mobility Master Plan
* All files shall be organized in a logical folder structure and delivered in a format compatible
with the City of Harlingen's systems.
* Project Closeout Report- A final report summarizing the overall project, including key
findings, recommendations, finalized project list, implementation strategy, and
documentation of all deliverables submitted throughout the project.
The selected ENGINEER must ensure the project is fully compliant with all aspects of the executed
advanced funding agreement between the City and TXDOT, 2 CFR Part 200, and all applicable
laws, regulations and additional terms governing FHWA's transportation alternatives set aside
funded projects.
The City has set a Disadvantaged Business Enterprise (DBE) Program participation goal of Zero
percent (0%) of the funds expended for this planning project. The selected ENGINEER will be
required to document sufficient DBE participation to meet this goal in accordance with 49 CFR 26.

To facilitate the analysis of responses to this RFQ, Responders are required to prepare their
Statements of Qualifications in accordance with the instructions outlined in this Section.
Respondents must respond in full to all RFQ sections and follow the indicated RFQ format (section
numbering, and similar matters) in their responses.

Respondents are instructed NOT to include any pricing or fee information in their qualification's
submission. Proposals should focus on the qualifications, relevant experience, and capabilities of
the firm. Any submission that includes pricing information may be deemed non-compliant and may
not be considered. Fee will be negotiated in accordance with 23 CFR 172.7 and the Professional
Services Procurement Act, TX. Govt. Code Ann. 2254.001, et seq.
SECTION II. SUBMISSION REQUIREMENTS
Respondents must submit, in a sealed package, one (1) original (identify) and five (5) copies plus
one (1) electronic PDF copy on an electronic device of all materials required for acceptance of their
proposal on or before 2:00 pm (CST), May 12, 2026, to the following address:

The required contents and limitations for the preparation of the technical response are described in
this section.
COVER PAGE
The respondent must provide a cover letter limited to (2) pages in length, signed by an authorized
representative of the firm summarizing the responder's understanding of the work to be performed,
the commitment of qualified staff to perform the work, and a statement why the firm believes itself
to be best qualified to perform the engagement. The letter should disclose the name of the
contracting agent and primary contact person, his/her title, address, phone number, fax number
and email address.
TABLE OF CONTENTS
The table of contents should follow the cover letter and must be limited to one (1) page in length.
TAB A: APPROACH TO SCOPE OF WORK (35 Points)
1. The respondent shall present their approach to developing a comprehensive, data-driven
Mobility Master Plan, including methodologies for traffic analysis, crash analysis,
multimodal evaluation, and corridor prioritization.
2. Define the proposed approach to delivering the Scope of Work, including project
management plan, understanding of multimodal planning needs, and methodology for
identifying and prioritizing transportation improvements.
3. Define personnel, subconsultants, and technical resources, including GIS capabilities,
modeling tools, and public engagement strategies.

4. Provide innovative approaches for improving mobility, safety, and connectivity, including
cost-effective solutions, funding strategies, and implementation phasing.
5. Detail experience with similar mobility plans, corridor studies, or transportation planning
efforts.
This tab must include:
a) Statement summarizing understanding of multimodal mobility challenges, safety
considerations, corridor connectivity, and implementation strategy. Limited to four (4) pages
in length.
b) Proposed preliminary project schedule and evidence of experience with similar mobility
planning or transportation studies.
c) Description of approach to public engagement, including stakeholder coordination and
community outreach strategies.
TAB B: EXPERIENCE AND PROFESSIONAL QUALIFICATIONS OF THE FIRM AND TEAM (35
POINTS)
1. Clearly indicate the professional work discipline (Engineering, transportation planning,
traffic engineering, GIS, public engagement, and environmental coordination.) being
submitted based as it pertains to this project.
2. Provide a general statement describing the types of services offered by the firm, location of
main and branch offices, number of years in business and number of employees in each
department and attach evidence of licenses and certification to perform the required
services.
3. Provide the location of the office from which this work will be performed.
4. Describe any significant or unique awards received or accomplishments in previous or
similar projects.
5. Capability to perform multimodal transportation planning, corridor analysis, and
implementation planning.
This tab must include:
a) Professional qualifications narrative of firm and team members limited to four (4) pages in
length.
b) Provide the resumes of all key individuals with the firm that will be working on the project.
Resumes for the additional team members, such as subconsultants, should also be
included, if applicable.
c) Project team organizational chart limited to one page.
d) Provide up-to-date firm registration and staff license certificates.
* Identification of key personnel experience in: Multimodal planning, Safety/crash analysis,
TxDOT or MPO coordination, Public engagement
Note: The City expects those listed to be those who will actually perform the work.
TAB C: FIRM CAPABILITY AND PAST EXPERIENCE (15 Points)
The response should outline the firm's capabilities and experience with similar projects. The
response should address the respondent's experience with similar projects, internal procedures
and/or policies related to work quality and cost control, management and organizational structure,
and capability to perform the work during the duration of the contract.
This tab must include:
a) Statement outlining at least five (5) projects completed by the firm demonstrating
competence in performing similar work (mobility master plans, transportation corridor
studies, multimodal planning efforts, implementation-focused planning documents) limited

to five (5) pages in length.
b) Affirmation that the firm or Team has the appropriate staffing and capability to perform the
work within a 12 month timeframe or proposed timeline set by consultant.
c) Provide at least three (3) references (names, current phone numbers, and email) specific to
similar projects, outlining scope of services, project description, and cost using reference
form. These organizations may be contacted by the city for verification purposes.
d) Business Data Certification Form

f) Description of experience delivering projects that successfully advanced into funded or
constructed improvements
TAB D: FAMILIARITY WITH APPLICABLE RULES AND REGULATIONS (15 Points)
The response should indicate based on past experience that they possess sufficient knowledge of
State and Federal regulations, professional standards, and policies, Government Code Chapter
2254, Subchapter A, and all federal requirements including those described in 23 CFR Part 172
and those relating to DBE, ADA, and environmental matters. Moreover, the response should
identify how the Respondent will meet the DBE Program participation goal of 0% of the federal
funds expensed for this project.
This tab must include:
a) Statement summarizing response limited to one (1) page in length.
b) Certification Regarding Debarment and Suspension Form .
c) Conflict of Interest Questionnaire Form Minority Business Enterprise certification
d) Insurance - Provide information on the types and amounts of insurance carried by the PSP,
including General Liability, Auto Coverage, Worker's Compensation, and Professional
Liability Coverage. A list of any insurance claims against the firm within the past 5 years.
e) Include any other attachments referenced in the solicitation.
f) FIRMS ARE NOT TO PROVIDE A FEE PROPOSAL WITH THIS SUBMITTAL.
