The City of Monroe invites qualified Professional Engineering Firms (PEFs) to submit statement of
qualifications to provide Traffic Engineering Services. The firms selected for contracts will serve as
extensions of the City of Monroe Engineering Department. This contract is intended to provide
assistance with signal designs. Please note that this is a REQUEST FOR QUALIFICATIONS ONLY.
Submittals containing ANY FORM of pricing, such as hourly rates and lump sum fees, will not be
considered.
Background & Synopsis
Subconsultants are PERMITTED under this contract.
The primary and/or subconsultant firm(s) shall be pre-qualified by the NCDOT to perform the
Discipline Code listed below for the City of Monroe.
Traffic Engineering Services
o 207 – Signal Design
o 209 – Signal Communications Designs
o 210 – Signal System Timing
Although firms are not required to be prequalified for all Discipline Codes listed, the codes that
each primary and/or subconsultant firm(s) are prequalified for SHALL be listed on the respective
RS-2 FORMS (see section ‘SUBMISSION ORGANIZATION AND INFORMATION REQUIREMENTS’).
The City also requests that the firm submits a list of other applicable and adjacent disciplines that the
firm is prequalified to perform.
This RFQ is to solicit responses from qualified Professional Engineering Firms (each, referred to
herein as a PEF, consultant, firm or team) to provide Traffic Engineering services. The firm(s)
selected will serve as an extension of the City staff. The traffic engineering contract is intended to
provide a signal design for 5 Monroe owned NCDOT maintained traffic signals. The City is seeking
firms whose combination of experience and personnel will provide timely, cost-effective
professional services.
The scope and fee will be determined separately for each assignment prior to notice to proceed.
The proposed method of Payment for these contracts will be LUMP SUM per task order scope of
work.
The selection of firms to provide Traffic Engineering services will be handled in accordance with the
following process:
1. Submission of a Statement of Qualifications (SOQ) by consultants
2. Selection of consultants based on the SOQs received
3. The City reserves the option to create a short list of firms and conduct interviews
4. The City will negotiate contracts with one or more firms to provide Traffic
Engineering Services
SOQs are required to be received ELECTRONICALLY no later than 5:00 PM ET, JANUARY 30, 2026
(the SOQ Deadline).

SOQs received after this deadline will not be considered.
Any firm wishing to be considered must be properly registered with the Office of the Secretary of
State and with the North Carolina Board of Examiners for Engineers and Surveyors. The Engineers
performing the work and in responsible charge of the work must be registered Professional
Engineers in the State of North Carolina and must have a good ethical and professional standing.
Firms which are not providing engineering services need not be registered with the North Carolina
Board of Examiners for Engineers and Surveyors. The firm must also be pre-qualified with NCDOT.
Some of the services being solicited may not require a license. It is the responsibility of each firm to
adhere to all laws of the State of North Carolina. The firm must have the financial ability to
undertake the work and assume the liability. The firm(s) must have an adequate accounting system
to identify costs chargeable to the project.
The selected firm(s) will be required to furnish proof of insurance coverage in the minimum amounts

Scope of Work

Successful completion of work will be as follows:
1. Arrange scoping meeting with the City and NCDOT.
2. Prepare cost estimate and schedule based on the scoping for review and approval.
3. Perform work required for Traffic Signal Design.
4. Submit design to the City and NCDOT for review and comment.
5. Receive comments, coordinate a comment review meeting, provide written responses to the
reviewed comments, and modify the design accordingly.
6. Prepare final sealed design.
TIMING FOR COMPLETION OF THIS WORK
The completion date for the signal designs will be May 29, 2026.
Submission Requirements
Firms submitting SOQs are encouraged to carefully check them for conformance to the requirements
listed. If SOQs do not meet ALL of these requirements they will be disqualified. No exception will be
granted.

Selection Process
Following is a general description of the selection process:
The City’s Selection Committee will review all qualifying SOQ submittals.
In order to be considered for selection, consultants must submit a complete response to this
RFQ prior to the specified deadlines. Failure to submit all information in a timely manner
will result in disqualification.
Below is a conceptual schedule for award of this:
The City will review all submitted Qualifications Packages the week of February 2, 2026,
with the expectation finalists can be determined.
City staff will work to get contract signed the week of February 23, 2026.
First potential work could be available as early as March 2, 2026.
