RFQ- Master Developer Request for Qualifications

The City is issuing a Request for Qualifications “RFQ” to solicit competitive Statements of Qualifications “SOQs” from development firms or a group of firms that have assembled themselves into a master development team(s) with expertise in aviation developments located on public-use airports. This RFQ is part one of a two-part process. Successful Offeror(s) under this RFQ will be invited to participate in a subsequent Request for Proposals (Future RFP) process through which the City is seeking to create a public-private partnership that will maximize long-term revenues for both parties and generate economic benefit to the City through the development of approximately 339 vacant acres of aeronautical land located at the Kingman Municipal Airport.

The ideal team(s) selected to participate in the Future RFP will have significant experience in the development of large-scale aeronautical commercial development, including site planning, design, mix of building types and tenants, market analysis, marketing, deal structuring, public involvement, construction management, and real estate finance. Also, the ideal team(s) will demonstrate a general understanding of applicable Federal Aviation Administration (FAA) guidelines and regulations, including, but not limited to: grant assurances, aircraft noise, airport height restrictions, and safety and security issues.

The selection criteria to be used in evaluating the SOQs are set forth in the City of Kingman RFQ package for the development of the property stated in the RFQ, which are available after the release date at https://www.cityofkingman.gov/government/advanced-components/list-detail-pages/rfp-posts-list . RFQ Packages may also be requested via e-mail after the release date by contacting Doug Breckenridge at dbreckenridge@cityofkingman.gov .

The City intends to rank SOQs scores based on the selection criteria in the RFQ package. Interviews may be conducted as part of the selection process. The City will invite up to five (5) qualified team(s) to participate in the RFP part of the process. All sealed submittals must be received by the due date and time assigned at the submittal location specified herein. Any response not received at the specified submittal location by the due date and time assigned will be returned unopened. The City reserves the right to reject any or all submittals, or to withhold the award for any reason it may determine, and to waive or not to waive any informalities in any submittal. All information regarding the content of the specific submittals will remain confidential until a contract is finalized or all submittals are rejected.
