1. Purpose of the RFQ
The purpose of this Request for Quotation (“RFQ”) is to invite qualified bidders to prepare and submit proposals to
furnish Commercial Grade Kitchen Equipment to the University of California, San Diego (“UC San Diego” or
“University”), Housing*Dining*Hospitality Department (HDH), in accordance with the requirements set forth in this
RFQ.
The overall objective of this RFQ is to select a primary supplier to assist UC San Diego in establishing a cost
effective and efficient program supporting the renovation of our dining operation located in Muir College. Ready
for delivery to the location in two primary shipments by or before July 27th, 2026 and August 27, 2026.
Qualified Suppliers are invited to submit proposals, pricing and incentives to the University, based on the
information provided in this RFQ, with the intent to establish a business alliance with UCSD that will maximize the
resources of both organizations to most effectively meet UC’s needs.
Validity Period: "Validity Period" as used in this provision, means the number of calendar days available to UCSD
for awarding a contract and Purchase Order to a Supplier. All proposals will remain available for UCSD acceptance
for a minimum of 45 days following the RFQ closing date.

3. Minimum Requirements
Bidder must have extensive and proven experience in the field of supplying Commercial Kitchen
Equipment.
Bidder must be able to meet all associated industry regulations.
Bidder must possess all trade, professional, or business licenses as may be required to complete the work
and meet the requirements specified by this RFQ.
Bidder must be able to demonstrate the capability of providing the required products/services by
possessing adequate available resources, including personnel, facilities, systems, organization structure,
operation controls, quality control and other related factors.
Bidder must demonstrate successful experience in providing the products and services specified in this
RFQ as a primary supplier. Bidders are expected to provide customer contact information for their five
largest clients for projects of similar size/scope.
If selected as an apparent awardee, Bidder may be asked to provide audited financial statements for the
past three fiscal years (or equivalent data) in order to establish the bidder’s financial capability to
complete this project.

Any contract awarded pursuant to this RFQ will be in writing and incorporate the RFQ requirements and
specifications, as well the contents of the Supplier’s Proposal as accepted by the University.
Single Point of Contact
The University RFQ Administrator is the sole point of contact regarding all procurement and contractual matters
relating to the requirements described in this RFQ; and is the only office authorized to change, modify, clarify, etc.,
the specifications, terms and conditions of this RFQ and any agreement(s) awarded as a result of this RFQ. All
questions and requests for clarification concerning this RFQ should be entered into the CalUsource Discussion
Forum by the question’s deadline indicated in the Schedule of Events.

4.1 No Pre-Bid Meeting
There will be no pre-bid meeting for this solicitation.
4.2 Addenda to RFQ
Any changes, additions, or deletions to this RFQ will be in the form of written addenda issued by the
University. Any addenda to this RFQ will be distributed to all participating suppliers via the CalUSource
platform. The University shall not be responsible for failure of any prospective supplier to receive such
Addenda. All Addenda shall become part of the RFQ.
The University reserves the right to change any aspect of, terminate, or delay this RFQ, the RFQ process
and/or the program outlined within this RFQ at any time. Notice shall be provided in a timely manner
thereafter.
Supplier agrees to perform the Services listed in the statement of work and any other documents referenced in the
Incorporated Documents section herein. Unless otherwise provided in the Agreement, UC will not be obligated to
purchase a minimum amount of Goods and/or Services from Supplier.
It is the responsibility of each Supplier to be familiar with all of the specifications, terms and conditions
and the site condition (if applicable). The Supplier agrees and acknowledges all RFQ specifications,
terms, and conditions and indicates the ability to perform by submission of a quote. By the submission
of a quote, the Supplier certifies that if awarded a contract, they will make no claim against UC San
Diego based upon ignorance of conditions or misunderstanding of the specifications.

4.3 Instructions for Submitting Quotes
Quotes are to be submitted online using the University of California Supplier Registration
and Sourcing web tool (CalUSource). No mailed, telephone, emailed, facsimiled or late quotes
will be considered.
Responses will take time to enter into the CalUsource System. It is highly recommended
that Suppliers go through the Supplier Bidding Overview training module available at
https://calusource.net/supplier-resources/ . Issues related to a Supplier’s inability to enter
their response into the University’s Supplier Registration and Sourcing System will not be
accepted as a reason for a late Proposal Response.
Late Quote submittals will not be accepted.
Quote Receipt
The University reserves the right to reject any or all quotes or to waive any informalities or minor
irregularities in a quote. The University may waive irregularities in a quote provided that, in the
judgment of the University, such action will not negate fair competition and will permit proper
comparative evaluation of Quotes submitted. The University’s waiver of an immaterial deviation or
defect shall in no way modify the RFQ documents or excuse the Supplier from full compliance with the
RFQ specifications in the event the Agreement is awarded to that Supplier.
Supplier may suggest alternate like/similar product, where identified on cost sheet, UCSD must approve
any substitutions. All other make / model specifications are mandatory, unless written addendum is
provided by the University.
Quote Format and Required Submittals
Suppliers shall provide a written quote addressing the full scope specified under this RFQ. Quotes in any
other format as described below shall be considered informal and will be rejected. Conditional quotes
shall not be considered. If the Supplier fails to provide any of the following information, the University
may at its sole discretion, ask the supplier to provide the missing information or evaluate the quote
without the missing information.
Joint or Partnering Quotes
A joint bid submitted by two or more Suppliers proposing to participate jointly in performance of
proposed work may be submitted, providing that to be considered responsive, any such joint bid must
respond to all the requirements of this RFQ. However, the University requires that one joint supplier be
identified as the "Primary Supplier” who will assume primary responsibility for performance of all other
joint suppliers. The Primary Supplier must identify themselves as such and submit the quote under their
company name and signature. If a contract is awarded in response to a joint bid, the Primary Supplier
must execute the contract and the other supplier(s) must verify in writing that the Primary Supplier is
authorized to represent them in all matters relating to the contract. The University assumes no
responsibility obligation for the division of orders or purchases among joint contractors.
4.4 Supplier Questions
All questions or need for clarification must be directed in writing through the CalUSource system. The

last day to enter questions is the date listed on the calendar of events above. All written responses
conveying material information will be provided to all recipients of the original solicitation, and those
answers will be posted to the CalUSource system. If any oral responses are given, or claimed to be given,
no person may rely upon them and they will not affect any aspect of this RFP process. Suppliers who seek
or receive information regarding this solicitation from any University official other than that listed below,
may be declared non-responsive and removed from further consideration for award.
4.5 RFQ Exceptions
Technical Exceptions: The Supplier shall clearly describe any and all deviations in their Quote from the
functional requirements stated in this RFQ and also describe any product enhancements that could be
made by the Supplier to satisfy those requirements.
General Exceptions: The Supplier shall clearly state their objections, exceptions, or alternatives to the
general (non-technical) requirements stated in this RFQ. If the Supplier has no general exceptions to
present, this fact should be stated in their quote.
The University will not consider the submission of the supplier's standard agreement to be a
presentation of exceptions. Every exception shall be stated as such in the document mentioned above.
Suppliers are cautioned that if the University is unwilling or unable to approve a request for exception
to the RFQ requirements and the supplier does not withdraw the request, the quote will be deemed to
be non-responsive and ineligible for contract award.
4.6 Quote Preparation Costs
All costs incurred in the preparation and submission of quote and related documentation, including
Supplier presentations to UC (if required), shall be borne by the Supplier.
4.7 Complaints and Protests
Controversies over the solicitation or award of a contract are covered by University of California Policy
BUS-43, which is posted online. The policy requests that a party with a complaint regarding the
solicitation or award of a contract first attempt to resolve the complaint with the University
contracting officer involved in the transaction. If the complaint cannot be resolved informally, the
complainant may file a formal written protest with the University contracting officer, who will escalate
this protest to the proper authority. Complainants should use the phrase “Formal Bid Protest” in the
communication’s subject line to indicate the intent to escalate the complaint. Under UC policy, formal
written protests must be filed promptly (and in any event within two calendar weeks after the
complainant knows or should have known the facts giving rise to the protest).
4.8 Collusion Among Suppliers
Collusion among suppliers is not allowed. If there is proof of collusion among suppliers, UC will reject
all quotes involved in the collusive action.
