RFQ-026-002 Inspection Services Roster
The Tuscaloosa Housing Authority (THA) is a Public Housing Agency (PHA) created by
resolution of the City of Tuscaloosa in 1951. THA is a quasi-governmental entity and its functions
are essential governmental functions. The property of THA is used for essential public and
governmental purposes and is exempt from all taxes, including sales tax on all its purchases of
supplies and services.
THA enters and executes contracts and other instruments that are necessary and convenient to the
exercise of its powers. THA maintains contractual arrangements with the United States
Department of Housing and Urban Development (HUD) to manage and operate its low income
public housing program and administer the Section 8 Housing Assistance Payments Programs.
THA programs are federally funded including development, modernization grants and operating
subsidies. Its primary business is the ownership and management of public housing units. THA
also administers rental assistance for privately owned rental units through the various Section 8
programs.
THA operates and manages its housing developments to provide decent, safe, sanitary and
affordable housing to low-income families, the elderly, and the disabled. Additionally, THA
implements various social services funded by HUD.
INTRODUCTION
The Tuscaloosa Housing Authority (THA) is seeking responses from qualified NSPIRE inspection
service firms with demonstrated professional competence, experience, and capacity to provide
inspection services. The intent of this RFQ is to establish and maintain an inventory of qualified
inspection service firms with the implementation of an Inspection Services Roster that will be used
to select firms for future assignments.
As future projects arise, THA will select a firm from the Roster based upon THA’s sole
determination of which firm most closely meets the requirements of the particular assignment
taking into account such factors as firm specialization, experience, personnel and availability.
Upon such determination the THA will negotiate the specific scope of services to be performed
and the cost of the work prior to the execution of a contract. If negotiations are unsuccessful, the
THA reserves the right to negotiate the work with another firm on the list.
In submitting a response to be considered for the Roster Program, the firm acknowledges that there
is no guarantee of any work resulting from this RFQ.
The THA Reserves the right to modify the selection process or other aspects of this RFQ at its
sole discretion. All persons requesting the RFQ package will be notified, in writing, of any such
modifications to the mailing address or e-mail address provided to the THA.
The THA reserves the exclusive right to modify the time for submission of qualifications and to
issue amendments to this RFQ.
Following the initial evaluation of responding firms, any firm may submit a response to this RFQ
and potentially qualify for the Roster. This is an Open Roster.

SCOPE OF SERVICES
Successful respondent(s) (hereinafter, “Contractor(s)”) will maintain a staff level and managerial
resources adequate to handle the volume of inspection activity associated with the Tuscaloosa
Housing Authority’s ACC, which is estimated to be between 1,000 and 1,500 initial,
annual/biennial, special inspections and re-inspections, and quality control inspections.
Inspections will take place throughout the Service Area.
Contractor(s) must conduct inspections with a handheld/mobile device that has the capability to
upload and sink inspection results electronically to the Yardi Software System.
All inspections must conform to the specifications identified by HUD in the applicable Rules and
Regulations, and the Tuscaloosa Housing Authority’s Administrative Plan, including the
obligation to record the results on the most recent forms published by HUD within the required
timeframe.
The inspection status must be submitted to THA on the day the inspection was scheduled or
inspected.
Contractor(s) and inspectors performing services for the Contractor(s) must maintain the
necessary skill and judgment to perform NSPIRE inspections and document such inspections.
All inspectors must have NSPIRE certifications, a valid driver’s license and the use of an
automobile for work purposes.
Contractor(s) and all inspectors performing services on behalf of the Contractor(s) must be
generally knowledgeable with respect to the HUD rules, regulations, manuals, handbooks, PIH
notices, and other published guidance governing NSPIRE inspections, which may be amended
and supplemented by HUD from time to time.
Contractor(s) are responsible for maintaining up-to-date versions of the Rules and Regulations,
possessing thorough knowledge and understanding of the Rules and Regulations, and providing
sufficient training to inspectors with respect to the Rules and Regulations.
Contractor(s) shall furnish sufficient organization, personnel, and management staff with the
necessary resources, skill, and judgment to perform all the duties and responsibilities normally
associated with the inspection function (including but not limited to scheduling, notification,
inspections, quality control, reporting and compliance).

All questions must be submitted in writing (email) to the Authority by 5:00PM (CST) on
February 10, 2026. Questions not submitted by this deadline will not be answered. Questions
may be submitted by e-mail to hstrachan@tuscaloosahousing.org. Oral communication is
discouraged and the Authority will not be bound by any oral answers or interpretations of the
Request for Qualifications.
SUBMISSION REQUIREMENTS
One (1) written copy and one (1) digital copy on USB drive of the qualifications (including
required documents and forms), in PDF format on USB jump/thumb drive, shall be returned no
later than 11:00AM CST on February 25, 2026 to the attention of Harold Strachan, Purchasing
Manager, at the address listed below:

All qualifications must be marked “RFQ-026-002 Inspection Services Roster”, with the contact
person, name of the business, street address, e-mail address, and phone number on the outside of
the envelope. Any qualification package that is not marked accordingly, or that does not contain
both a written and digital copy, may be rejected.
The offeror must include the following information within the qualification package. The forms
may be found on THA’s website in the Procurement Section under “Documents and Forms”. All
forms shall be signed in ink and notarized where applicable by an authorized representative.
Qualifications & Experience - Provide evidence of qualifications and experience to perform the
work as described in the scope of services.
Capacity & Ability - Provide evidence of capacity and ability to perform moving services as
requested.
Quality of References – A minimum of three (3) references. Previous client relationships will
be researched and reviewed to determine applicability and the quality of each reference.

EVALUATION CRITERIA
The proposal is required to include all information specified within the body of the proposal. The
proposal shall be presented in tabbed sections as described below. Responses of a boilerplate
nature, or which merely provide a review of vendor qualifications will not be accepted as
responsive. To be considered, the proposal shall respond to all requirements of this part of the
request for proposal, and it shall be signed by an individual authorized to bind the firm. Any other
information thought to be relevant, but not applicable to the categories below, may be provided
as a separately bound appendix to the proposal. The proposal should be concise and to the point.
Sections to be included are:
Qualifications and Experience of Firm - Demonstrate the firm’s understanding and
qualifications for completing the necessary work, evidence of firm's ability to perform this type of
work, and any record of past experience including similar projects or issues relative to municipal,
governmental, redevelopment and housing authorities, or other political entities. Include profile
of firm's principals and staff. Describe any qualities that your organization possesses that will
enhance, provide continuity, and contribute to the efficiency of providing this service.
Identify the individual(s) that will be assigned to this project, their qualifications, training,
responsibilities, and resumes. Be specific as to their level of experience with local governments
and Public Housing Authorities, particularly as it relates to this scope of services.
Yardi Software Expertise – THA uses YardiOne housing software and familiarity with Yardi would
be of great benefit. Demonstrate any experience the firm has with Yardi to include Voyager and Rent
Café and, more specifically, utilization of the Yardi software and reporting mechanisms to assist with
PHAS and SEMAP management and compliance.
References - Provide current references (within the last five years). Provide names, contact
number, date of service and description of the work performed.
