Request for Statement of Qualifications (RFQ)
Housing Consultation and Pre-Development Advisory Services
Submission Deadline: Thursday, January 15, 2026, 2pm.
A. Background
The East Windsor Housing Authority (EWHA) was established in 1966 by the citizens of East Windsor
to help address the need for affordable housing. The Housing Authority currently owns and operates
Park Hill, an 84-unit affordable/elderly and disabled housing complex on a 13.93AC parcel located at 9
Windsorville Rd. The EWHA also owns two adjacent parcels totaling 13.1 acres which were acquired
for the purposes of expanding Park Hill through one or more phases of development with the goal of
creating additional Affordable, elderly and disabled housing units. (Included as Attachment A).
The Housing Corporation of East Windsor (HCEW), which is an affiliate of the EWHA, was the recipient
of a Community Investment Fund (CIF) Round 6 Planning Grant which was awarded to advance the
project planning process and to help prepare the 13-acre site(s) for additional complimentary
development.
B. Scope of Services
The HCEW is seeking Statements of Qualifications from firms with demonstrated experience in
providing housing consultation and pre-development advisory services. The HCEW expects to partner
with the selected firm to obtain these technical services as part of the pre-development phase of this
project. Given that some preliminary project planning has been completed, the final scope of services
will be established with the selected consultant following the selection process. However, HCEW
expects services to be provided by the consultant will include the following:
1. Review and gather information required to become familiar with the project and the
Community Investment Fund.
2. Assist HCEW in identifying the most prudent and feasible development strategy.
3. Advise HCEW on the most efficient use of awarded CIF Planning Grant funds based on the
requirements of the Community Investment Fund and the established goals of EWHA.
4. Assist and advise the HCEW in the solicitation, selection and administration of other
technical and professional services (engineering, architectural, etc.) necessary to further
the planning and design of the project which are also expected to be funded by this CIF
award.
5. Identify and evaluate available funding opportunities/sources including grants, loans,
credits, etc. for the ultimate construction of the proposed expansion.
6. Assist in the preparation of project budgets or other financial documentation as may be
necessary based on identified funding sources/opportunities.
C. Submission of Responses
Qualified Firms and Individuals are invited to submit Statements of Qualifications in the form of five
(5) hard copies and one digital PDF copy. Submission should be sent to:

Questions regarding this RFQ must be submitted in writing no later than January 5, 2026, to Ms.
Linda Collins via email at ewhaed@gmail.com.
Statements of Qualifications should not exceed 15 pages and must include the following:
1. Firm Information: Name, form of business entity, number of years in business, name of key
contact person and information on other employees who will participate on the project team.
2. Expertise and Experience: Clear and detailed information about the firm’s history, areas of
expertise, services provided and qualifications relevant to the project scope.
3. Project Approach: A concise statement summarizing the firm’s overall project understanding
and general approach to the project, separated into phases to align with an expected project
duration of twelve (12) months or less.
4. Project Examples and References: At least three (3) examples and at least three (3)
references (including contact information) of past projects with similar or relevant project
scopes.
5. Fee: A fee/hourly rate schedule of staff expected to participate in the project separated by
phase in accordance with the Project Approach as outlined above. In addition, any fixed,
defined or expected reimbursable costs should be included.
6. Other: Any other information the respondent feels is relevant to the HCEW’ s review of the
submitted Statement of Qualifications.
D. Selection Process
1. Submissions received will be considered against a set of predefined standards established by
the selection committee. Firms which demonstrate a strong understanding of the project
scope, possess highly relevant experience, and establish an approach to this project which
makes the most efficient use of the funds available will be prioritized.
2. Respondents submitting the most qualified and responsive Statements of Qualifications will be
invited to discuss the project further during an interview with a selection committee.
3. HCEW reserves the right to: (1) reject any and all submissions or parts thereof, for any reason,
(2) negotiate changes to the submission terms, and (3) waive minor inconsistencies within the
RFQ.
4. HCEW reserves the right to make selections based on qualifications, experience, fee,
references, and the respondents’ responsiveness to the RFQ requirements or any parts
thereof if deemed to be in the best interest of the HCEW.
5. The selected firm is subject to final approval by the Dept of Economic and Community
Development in accordance with Community Investment Fund requirements.
E. Clarifications
1. The HCEW expects to enter into an agreement with the selected firm to provide the services
described herein as part of the planning and pre-development phase of this project. The
HCEW has not yet identified or established a source of funding for any future construction.
2. The HCEW intends to use the funds awarded by this CIF Planning Grant to procure the
services outlined within this RFP and, with the assistance of the selected firm, other necessary
technical and design services which may include property plans, architectural and building
plans, site assessments, etc. with the goal of developing funding targets for the construction of
a project which is “shovel ready”.
3. The HCEW expects to negotiate a final project scope, terms and deliverables with the firm
identified as being capable of providing the services deemed to be in the best interest of the
HCEW following the submission and interview process.
4. Any future agreement entered into between the HCEW and any other party related to the
execution of services to be paid for using funds obtained from the Community Investment Fund
will be subject to the standards, requirements and review of the Department of Economic and
Community Development.
5. Addendums and/or any supplemental information will be posted no later than January 8, 20206
on the Town of East Windsor’s website at https://www.eastwindsor-ct.gov/invitations-
bidrfps/pages/open-invitations-bidrfps .
