RFQ 2025-12 Historic Preservation/Survey Credentialed Firm for Davis Cemetery Restoration Project (Avalon Wood Property)

BACKGROUND
The City of Newberry has been granted an Abandoned African-American Cemeteries Grant by the Division, grant number 25.h.ac.100.136 for the Project "Restoration of Avalon Wood Property Cemetery," in the amount of $50,000 ("Grant Award Amount"). The City is seeking services from a professional historic reservation/ survey consultants with credentials and documented examples that demonstrates their qualifications and a project timeline to the Division for review and approval.

PURPOSE
Grant Purpose. This grant shall be used exclusively for the "Restoration of Avalon Wood Property Cemetery," the public purpose for which these funds were appropriated.

a)        The Grantee shall perform the following Scope of Work:
Grant funds will be used to restore the Davis Cemetery in Newberry, Florida near Newberry's Easton Sports Complex, NW 16th Avenue
Newberry, Florida 32669; Coordinates: 29.66737, -82.60381.
Work items include perform conditions assessment; create a preservation plan including future integration of the site into the community with treatment recommendations; and conduct Ground Penetrating Radar (GPR).

b)        The Grantee agrees to provide the following Deliverables and Performance Measures related to the Scope of Work for payments to be awarded.

RESPONSE DEADLINE
SEALED RESPONSES for RFQ 2025-12 Historic Preservation/Survey Credentialed Firm to complete the grant scope will be received electronically in Bid Express or on paper by the City Finance Department at the City Commission Room at 25445 West Newberry Road, Newberry, Florida 32669 up until 2:00 PM (Eastern Time) on Thursday, May 29, 2025, 2:00 PM ET. Bids will be publicly opened at 3:15 pm in the City Commission Room.
