RFQ FY-25-26-06- Annual Audit Services

Project Description: Reading Area Community College ("RACC" or "the College") is soliciting proposals from qualified independent Certified Public Accounting firms ("Proposers") to provide annual external audit services. The selected firm will perform: (1) an annual financial statement audit (GASB reporting); (2) a Single Audit in accordance with Uniform Guidance (2 CFR Part 200, Subpart F); and (3) an enrollment audit to support Commonwealth of Pennsylvania reporting requirements. The College does not require a foundation audit.
All written requests for clarifications must be submitted by 12:00 PM on Wednesday 4, February 2026 . Requests must be submitted in writing through the PennBid platform. Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the “Ask A Question" feature in PennBid no later than 4 Feb 2026 at 12:00 PM . Responses to questions which require an addendum or changes to the Bidding Documents will be issued via a Public Notice and posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted. Note that only written information supplied to Proposers, including responses to questions regarding the RFP, should be used in preparing proposals. Any and all other contacts or information received regarding the subject prior to the releasing of this RFP should be disregarded in preparing responses and may not be relied upon
All Bids must be received by 13 February 2026 @1200 for the above project through the PennBid portal.
RACC reserves the right to accept or reject any or all bids, waive any irregularities, omissions, errors, mistakes, or defects in any Bid, or to accept or reject any or all bids at its sole discretion in the best interest of the College. The Contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid may be withdrawn for a period of sixty (60) calendar days from the opening of the bids. No bid shall be deemed accepted until the adoption of a formal resolution by the Owner.
