Sealed bids for the Lackawanna County Prison Roof Replacement Phase 2 Project located at 1371 N.
Washington Avenue in Scranton, PA will be received by the County Controller at 123 Wyoming Avenue,
2nd Floor, Controller's Office, Lackawanna County Government Center, Scranton, PA 18503 until 11:00
am on July 23, 2026. Bids will be publicly opened and read aloud the same day in the Commissioners
Conference Room, 5th Floor, Lackawanna County Government Center, 123 Wyoming Avenue, Scranton,
PA 18503 at 2:00 pm.
The Contract Documents may be obtained electronically by registering with Sarah Booher at
sbooher@gpinet.com. Bids must be submitted upon the forms furnished by the County. Only registered
Bidders will be on record to receive Addenda.
There will be a mandatory Pre-Bid Meeting held at 10:00 A.M. on July 8, 2026. Information for the
meeting will be emailed to registered plan holders.
Notice is hereby given that this project is a Public Works Project and is subject to applicable provisions of
the Pennsylvania Human Relations Act of October 27, 1955, P.L., 744 and the Pennsylvania Prevailing
Wage Act No. 442 of August 15, 1961, as amended on August 9, 1963.
The bid must be accompanied by a certified/cashier's check or Bid Bond in the amount of ten percent
(10%) of the bid amount, made payable to Lackawanna County. The County reserves the right to reject
any or all bids or portions thereof or to waive any informalities in the bidding. If written notice of the
acceptance of this Bid is mailed or delivered to the bidder within sixty (60) days after the opening thereof,
or at any time thereafter before the Bid is withdrawn, the bidder agrees to execute and deliver the
Agreement in the form prescribed Lackawanna County.
Bids shall be submitted in a sealed envelope containing Bid, Bid Bond, and other required forms and shall
be addressed to Lackawanna County Controller's Office, and shall be plainly marked with the wording,
"Bid for Lackawanna County Prison Roof Replacement Phase 2 Project".
