RFQ for On-Call Engineering Services

The City of Portsmouth is seeking to develop a roster of experienced contractors for the following type of work: to provide on-call engineering services for roadway, stormwater, water and wastewater projects.

Proposals are to be submitted via the City's e-Procurement Portal via https://procurement.opengov.com/portal/cityofportsmouth .

Proposals will be accepted until 2:00 pm on Tuesday, December 9, 2025 .

From time-to-time, the City has need for engineering services in a variety of disciples including civil, water and wastewater engineering. The City is looking to develop an on-call roster of engineering firms to provide design work or construction oversight on smaller projects, to supplement and compliment the work of in-house engineering staff, and to assistance when time is of the essence.
