Overview
The City of Sedro-Woolley is requesting Statements of Qualifications from interested and
qualified Professional Surveying firms to provide unit priced land surveying services and other
real property services. Land surveying services may include topographic design surveys,
construction staking, control surveying, locating property boundaries, property descriptions and
other surveying services as needed. Other real property services include appraisals and title
reports. CAD products shall be provided in 2021 or later AutoCAD file format.
The term of the unit priced agreement will be two (2) years, with the option to extend for three
(3) additional years in one (1) year terms. Over the term of the agreement, the City will identify
specific work assignments as task orders and request a written quotation from the contractor for
the work. The contractor will provide an itemized written quotation for each work assignment
using the hourly rate(s) contained in its Bid Proposal. The City will review the Contractor’s
quotation and, upon approval, issue a task order for the work. Each task order will be issued
under the on-call agreement and will be subject to its general terms and conditions.
Scope of Services
The purpose of this contract is for the selected firm to support work performed by City
engineering staff. The consultant may subcontract for services not performed in-house. The
consultant will be required to sign any documents that are developed as part of this contract.
Work will include (but not be limited to) the following:
• Provide topographical survey data for road, curb and gutter, sidewalk, ADA and other
improvements, provide property boundary locating as needed on a unit priced basis.
Typical work includes survey work for City design projects such as sidewalks.
• Provide aerial surveying or land based LiDAR surveying.
• Provide construction staking, control surveying as needed on a unit priced basis. Typical
work includes staking for construction projects or relocating monuments.
• Provide subject matter expertise in preparing legal descriptions and exhibits, land
development, and complaints to the City relating to real property and other real property
issues.
• Provide property appraisals. Typical work includes preparing appraisals for property sales,
purchases or easements, valuations for development.
• Provide title reports or research. Typical work includes title reports and research for City
projects.
Statement of Qualifications
Firms interested in providing design and post-design services for this project to the City of
Sedro-Woolley, please submit the following information:
• General description of the firm’s and/or sub-consultant firm’s experience and qualifications
with similar unit priced contracts.
• List similar contracts that the firm has managed with a brief description of the services
provided.
• Provide reference names and phone numbers of at least three public agencies for which
your organization has provided similar surveying services.
• List the names, experience and qualifications of personnel that will be assigned to this
project.
• Availability to complete projects within proposed schedules
• Any unique or specialized services that make your firm qualified for this project.
Evaluation and Selection Process
The selection committee will evaluate all submittals based on evaluation criteria to include:

Rankings may lead directly to negotiation with the most highly qualified firm or development of a
short list of firms to be interviewed. The City reserves the right to select the most highly qualified
firm based solely on the written response to the evaluation criteria. The City will be the sole
judge in the determination of the most highly qualified firm.
The highest ranked consultant may be invited to enter contract negotiations with the City. The
City’s Professional Services Agreement template can be seen on the City website. If an
agreement cannot be reached, the next highest ranked consultant may be contacted for
negotiations. The City reserves the right to terminate negotiations with any consultant should it
be in the City’s best interest.
Unsuccessful firms will be notified no later than 10 days after selection of the consultant and
may contact the City via the contact information above for debriefing.
Submittal Requirements
The document shall not exceed 12 (8-1/2” x11”) pdf format pages; size 11 font. Submittals shall
be submitted via email to Peter Lane, City Engineer, at plane@sedro-woolley.gov. Conformance
to these requirements will be considered part of the consultant’s capabilities.
Statements of qualifications must be received by 2:00 p.m., PST, on Tuesday, September 8,
2026.
• Submit a digital copy in .pdf format of the firm's statement of qualifications to Peter Lane,
City Engineer, plane@sedro-woolley.gov.
• All documents submitted become the property of the City of Sedro-Woolley and are
subject to the provisions of the Public Disclosure Law.
• Fax submittals will not be accepted or considered.
• Late statements of qualifications will not be accepted.
• The City accepts no responsibility for misdirected or lost documents.
• The City reserves the right to reject any or all submittals and to waive any irregularities
and/or informalities.
A respondent may withdraw a qualification submittal at any time prior to the final submission
date by sending written notification of its withdrawal, signed by an agent authorized to represent
the agency. The respondent may thereafter submit a new qualification submittal prior to the
final submission date or submit written modifications or additions by email to a qualification
submittal prior to the final submission date. Modifications offered in any other manner, oral or
written, will not be considered. A final qualification submittal cannot be changed or withdrawn
after the final submission date. Note: The City of Sedro-Woolley shall not be responsible for
qualification submittal preparation costs, including oral interviews (if held).
