NOTICE FOR PROFESSIONAL SERVICES
RFQ NO. 21-002
The City of Pasadena, Texas intends to purchase and invites you to submit sealed qualifications for:
Engineering Inspection Services for Infrastructure Projects
Sealed qualifications will be received by the City of Pasadena, Texas on or before 4:00 p.m. CST, Monday, February 22,
2021 in the Office of the City Secretary, 1149 Ellsworth Dr. Suite 200, Pasadena, Texas 77506. Submittals will be publicly
opened and read on Tuesday February 23, 2021 at 3:00 p.m. in the Pre-Council Conference Room, 1st floor, City Hall.
Request for Qualification documents may be obtained via the Internet from DemandStar.com or from the City of Pasadena
Purchasing Department web page at www.pasadenatx.gov . If you do not have Internet access, you may obtain the
documents by contacting the Purchasing Office at 1149 Ellsworth Dr. Suite 400, Pasadena, Texas, 77506, (713) 475-5532.
Qualifications may be either mailed or hand delivered to the City Secretary’s Office, 1149 Ellsworth Dr. Suite 200, Pasadena,
TX 77506. Any proposal received after the above stated time will be returned to the sender unopened.
CAUTION: It is the Contractor’s responsibility to ensure that all required documents are received in the City Secretary’s Office
prior to the date and time specified above. Receipt of a bid in any other City office does not satisfy this requirement.

SPECIFICATIONS
INSPECTION SERVICES SCOPE OF WORK:
The inspector(s) will be responsible for day-to-day activities as assigned by the City of Pasadena Engineering Department.
These responsibilities may include documentation and inspection of construction activities, computing quantities of acceptable
of work, oversight and documentation of time and material work (Force Account), and preparation of daily diaries and inspection
reports documenting construction activities and relevant observations.
This contract will be for the inspections of construction of bridges, water lines, sewer lines, streets, drainage facilities, and other
types of construction work for City infrastructure included in the City of Pasadena CIP to ensure that procedures and materials
comply with construction plans and specifications by performing the following duties:
Measures distances to verify accuracy of dimensions of structural installations and layouts.
Verifies levels, alignment, and elevation of installations.
Inspects work in progress to ensure that procedures followed and materials used conform to specifications.
Prepares samples of unapproved materials for laboratory testing, oversees testing labs for samples of compaction,
density, and materials testing for quality of workmanship
Examines workmanship of finished installations for conformity to standard and approves installation.
Interprets blueprints and specifications for Contractor and discusses deviations from specified construction procedures
to ensure compliance with regulations governing construction.
Records quantities of materials received or used during specified periods.
Maintains daily log of construction and inspection activities and compares to progress payments submitted by
construction contractor for approval.
Completes all necessary inspection documents, including reports and photographs.
Provide customer contact and response for citizen/customer concerns/complaints as directed by Project Managers,
Construction Manager and Director.
Performing interviews to workers on job site to comply with Davis-Bacon requirements as needed.
The inspector may be called upon to perform any task that is implied from the listed duties above. The inspector will be
performing the above duties on behalf of the City of Pasadena as an independent contractor, at no time will the contractor
present themselves as a City of Pasadena employee.

EVALUATION OF QUALIFICATION SUBMITTALS
EVALUATION METHOD AND CRITERIA
General: The City shall be the sole judge of its own best interests, the qualifications, and the resulting negotiated agreement.
The City reserves the right to investigate the financial capability, reputation, integrity, skill, business experience and quality
of performance under similar operations of each Respondent, including stockholders and principals before making an award.
Awards, if any, will be based on both an objective and subjective comparison of Qualifications and Respondents. The City's
decisions will be final.
The Public Works Dept. will appoint an Evaluation Committee to review the qualification submittals received. The City’s
Evaluation Committee will act in what they consider to be the best interest of the City. The City reserves the right to reject
any or all submittals, waive informalities, and/or request additional information. The City intends to negotiate a contract with
the most qualified firm in order to complete the project for an amount that is fair, competitive, and reasonable for both parties.
If oral presentations are scheduled, the representatives of the firm who will be directly assigned to the account must be
present at the interview. During the interview portion of the meeting, the evaluation team shall allow the presenting team to
address any questions or concerns.
Qualification submittals will be evaluated using the criteria listed below to ascertain which submittal best meets the
requirements of the City. The selection of a successful respondent shall be based on, but not limited to, the listed criteria and
the quality and completeness of the submission. The factors to be considered during the evaluation and the associated
weights are listed in the following table.
