Request for Qualifications – Professional A/E Services
Margaret Kirner Playground Design
The City of Sequim, a municipal corporation of the State of Washington, seeks statements of interest
and qualifications from firms or individuals with the following Professional Services expertise and
credentials:

The City of Sequim is seeking a qualified Consultant to provide Professional services for the design,
specifications, and bid proposal for the construction of a community ADA fully inclusive playground
at Margaret Kirner Park. See attached vicinity map for location. Design is to comply with City of
Sequim, Universally Inclusive ADA, and PROWAG standards. Conceptual planning has been done
by RRM Design Group and public input has been acquired, the selected consultant must
incorporate the design elements chosen by the public. See attached conceptual playground design.
Design is to be funded by Washington State RCO Grant. All design and construction will need to
adhere to state requirements.

Response Deadline: January 21st at 4:00pm
Submittals including all requested information must be received by the City no later than the Response
Deadline. Submittals received after that date and time will be rejected without review. Submittals that
arrive on time, but are incomplete, will be rejected at the City’s discretion.
Method of Submittal: Submittals must be made electronically in pdf format and transmitted by email
to the City Contact. The email must have “RFQ FOR MARGARET KIRNER PLAYGROUND DESIGN” in the
subject line. Automatic read/received confirmations are recommended but not required. It is the
responding firm/individual’s responsibility to confirm the City’s receipt. The submittal must be no
larger than 10MB.

Questions, Further Information, City Reservation of Rights: Questions about this RFQ can be directed
to the City Contact in writing. The City of Sequim in its sole discretion reserves the right to terminate
this RFQ process or modify the terms of this RFQ at any time. In no event will the City or any of its
officers, officials, or employees be liable for or otherwise obligated to reimburse responding firms or
individuals for any costs incurred in preparation of their statement of qualifications. By responding to
this RFQ, Consultants are certifying that they have read and understand the scope of services
described, and agree that they are able to competently perform them. All submittals received become
the property of the City of Sequim. All City records may be subject to public disclosure unless they fall
under a recognized exemption.
Submittal Requirements:
Statements of Qualifications in response to this RFQ must include the following information:
• Consultant or firm name, phone numbers, mail, and email addresses
• Resumes of key personnel (max. 4 single-sided 8.5x11 pages)
• List of similar past projects with brief description and reference contact information for
each (max. 5 single-sided 8.5x11 pages)
• Project approach and possible challenges
• A one-page cover letter (optional – doesn’t count towards 10-page limit)
Summary of Anticipated Services and Schedule:
The project will consist of:
• Coordination with Hannah Merrill, Parks & Events Manager, and relevant stakeholders at
project kick-off and during design scoping, including accessibility advocates and community
representatives
• Site planning and layout design for an all-inclusive ADA-compliant playground, incorporating
accessible routes, surfacing, play zones, parking, ROW improvements, and restroom.
• Design of inclusive play elements, including equipment selection to support a range of
physical, sensory, and cognitive abilities
• Evaluation and integration of accessible circulation, including ADA-compliant pathways,
ramps, and access points connecting to adjacent sidewalks, parking, ROW and amenities
• Grading, drainage, and stormwater considerations, ensuring site accessibility and safety
under all weather conditions
• Design of site amenities such as seating, shade structures, fencing, parking, restroom access
and signage, with attention to universal design principles
• Preparation of bid-ready construction documents, including plans, specifications, and
proposal package
• Coordination and acquisition of all required permits, including building, accessibility, and
environmental/permitting agency approvals as applicable
• Bid phase support and construction management assistance may be negotiated as a part of
this contract.

The selected Consultant will be expected to complete final, bid ready plans, specifications, and
proposal in accordance with the project schedule shown below. The Consultant is permitted to
propose an alternative schedule provided that it concludes earlier than the minimum schedule
provided below.

Minimum Qualifications:
Submittals will be evaluated and ranked based on the following criteria:
1. Qualifications (Expertise of firm, including any subconsultants). (30%)
2. Relevant project experience (25%)
3. Ability to meet schedule. (25%)
4. Project approach. (20%)
Please note that the scoring of Statement of Qualifications will advise the City on Consultants that
qualify for consideration to interview. Final selection and award of contract will be based on the
interview process and interviewing scoring only.
By submitting a Statement of Qualifications in response to this RFQ the consultant confirms that
they have reviewed the vicinity map and conceptual plans.
