Public Notice of RFQ for Enginering Professional Services
The City of England intends to submit applications to state and federal agencies for infrastructure and community development improvement projects and is interested in acquiring a slate of Engineering firms to provide pre-award and post award activities to include but not be limited to design specifications, cost estimates, bid documents, and construction oversight relative to infrastructure and community development improvement projects.
All respondents must be registered and have an active registration in SAM.gov .
Procedures for selection of said firms will be evaluated in terms of specialized experience and technical competence, performance, capacity, capability of the firm/individual to perform work, and proximity to and familiarity with the project area. Negotiations will begin with the respondents obtaining the highest total scores in the evaluation process.
All responses should be enclosed within an envelope/package and clearly marked “England Infrastructure and Community Development Improvement RFQ” on the outermost envelope/package. The outside of the envelope/package not being properly marked may result in the request for qualifications and proposal not being received before the deadline and could result in the proposal being disqualified.
Interested parties are invited to secure an RFQ package from and direct all inquiries to Conya Spencer, Director of Economic Development, P. O. Box 300, 902 N. Center Street, Lonoke, AR 72086, 501-676-2721, or by email at conya.spencer@capdd.org .
All interested parties must submit 4 copies of their response to the RFQ package no later than 2:00pm on Monday, July 7, 2025. Submissions received either by mail or hand delivered after this date and time will not be accepted.
