NW County Road 1500 Construction Project
PROJECT OVERVIEW
The City of Andrews is seeking qualified professional engineering firms to provide comprehensive design
and engineering services for the reconstruction/construction of approximately 1,245 linear feet of
roadway commonly known as NW County Road 1500. This project will include all aspects of roadway
design, engineering, drainage analysis and design, utility coordination, construction management, and
inspection services.
Ideally, the timing of this project’s completion will coincide with the opening of a new United Supermarket
to the south and adjacent to NW County Road 1500. The current estimated timeline to complete the
construction of the United Supermarket is May 1, 2026.
PROJECT SCOPE
The selected proposer will provide turn-key professional services for:
▪ Roadway Design & Engineering: Complete design of new road construction including alignment,
grading, pavement design, and cross-sections
▪ Drainage Design: Stormwater management, drainage structures, and erosion control measures
▪ Utility Coordination: Coordination with existing and proposed utilities including water,
wastewater, gas, electricity, and telecommunications
▪ Construction Management: On-site project management and administration during construction
phase
▪ Construction Inspection: Full-time inspection services to ensure compliance with plans and
specifications
▪ Regulatory Compliance: Permits and compliance with state and local agencies
▪ Construction Documents: Preparation and development of construction documents, technical
specifications, and bid packages
▪ Cost Estimate: Develop engineer’s estimate of probable construction costs

INSTRUCTUCTIONS FOR PROPOSERS
Preparation of proposals
▪ Proposers are required to submit a Statement of Qualifications (“SOQ”) for consideration in being
short listed to receive the RFP and subsequent award of the Agreement for the Services.
▪ Proposers are instructed to limit the information included in the SOQ to the information necessary
to demonstrate the technical, financial, and other qualifications and experience for the Project
and any other information specifically requested in this RFQ. SOQs should be prepared in a
straightforward and concise manner. Emphasis should be placed on clarity and completeness of
content and responsiveness to the RFQ requirements.
▪ Prior to the SOQ submission deadline stated in this RFQ, submit all questions about the meaning
or intent of the RFQ and the related supplemental information to the Point of Contact as indicated
in the RFQ. Questions received less than 5 days prior to the date for opening of SOQs may not be
answered.
▪ All communication and questions regarding this RFQ and Project are to be submitted by email to
Steve Eggleston at seggleston@cityofandrews.org. To ensure fairness during the procurement
process, until the Agreement is executed, interested parties ("Proposers") and their employees,
representatives, and agents shall not contact any City staff, City Council member, or any other
official, employee, representative or consultant involved with this procurement process other
than the Point of Contact identified in this paragraph.
Statement of Qualifications Requirements
▪ The proposer shall provide an original SOQ and two (2) printed copies of the SOQ.
▪ The SOQ must include, as a minimum, the information described in this Section. Failure to submit
the required information in the SOQ may result in the City considering the SOQ as nonresponsive
and may result in rejection of the SOQ by the City.
▪ No price or cost information is to be included with a SOQ. The inclusion of pricing or cost
information in a SOQ may be an automatic disqualification of the Proposer, at the sole discretion
of the City.
▪ Proposer Profile. Proposer shall provide information as to the history of the Proposer, ownership,
organization, and other background information including lines of business and service offerings,
locations of home and other offices, years in business, growth over time in terms of number of
projects, size of projects, types of projects, firm revenue, number of employees, etc. This narrative
should also include a description of any other names the Proposer has had in its history and any
related company that is named in the SOQ as to having relevant experience.
▪ Proposer Qualifications and Experience. Demonstrate prior experience engineering and designing
municipal roadways in Texas. Provide verifiable example projects and references (within the last
5 years). The project profile should include the scope and location of the project, the project
owner, the use and involvement level of any of the Key personnel proposed on this project, and
an owner reference for the project with contact information.
▪ Project Approach and Work Plan. The Proposer shall describe its specific Project approach to
provide the Services to deliver a high quality, on time and on budget Project.
▪ Project Team Qualifications. Proposers should provide detailed resumes for all key personnel,
including at minimum the Project Manager, Lead Design Engineer, Drainage Engineer,
Construction Manager, and Chief Inspector. Each resume should highlight relevant professional
licenses and certifications, and clearly define the role and responsibilities of each team member
on this specific project. The Proposer must provide the services of the proposed Key Personnel
for the life of the Project as a condition of qualification.
▪ Project Schedule. The schedule should identify critical path activities, clearly state any
assumptions and dependencies that underlie the proposed timeline, and provide proposed
completion dates for each major phase and deliverable.
▪ Proof of Insurance. Design professionals on the Project must be covered by professional liability
insurance in a coverage amount of not less than $1.0 million per occurrence and $2.0 million
aggregate. Design professionals on the Project must be licensed / registered to practice in the
State of Texas.
▪ Required vendor forms (business license, W-9, Texas Ethics Commission Form CIQ)

For the SOQ to be accepted, the SOQ must be received at the address shown below no later than 2:00

SELECTION CRITERIA FOR RFQ
The City will evaluate, score, and rank the SOQs in accordance with the evaluation criteria and weighting
set forth in this RFQ to determine the SOQs that are the highest ranked. Prior to requesting the submission
of any formal Proposal, the City may choose to interview any Proposer or request additional information.
