Public Notice of RFQ for Engineering / Architectural Services

City of Helena – West Helena has received a grant from the Delta Regional Authority for a leachate system improvements project at the Helena – West Helena Landfill.
City of Helena – West Helena is interested in acquiring the services of an engineering firm or individual to provide services for the above-referenced project.
Procedures for selection of an individual/firm will be in accordance with the State of Arkansas and Federal procurement requirements. All responses will be evaluated in terms of specialized experience and technical competence; performance; capacity and capability of the firm/individual to perform work; and proximity to and familiarity with the project area. Negotiations will begin with the respondent obtaining the highest total score in the evaluation process.
Interested parties are invited to secure a Request for Qualifications package from East Arkansas Planning & Development District by emailing Sara Stocker at sstocker@eapdd.com .
All interested parties must submit three copies of their response to the Request for Qualifications package to Sara Stocker, East Arkansas Planning & Development District, 2905 King Street, P.O. Box 1403, Jonesboro, AR. 72403. Statements of Qualifications will be accepted no later than 4:00 pm, February 17th, 2026.
