FOR THE PUBLIC WORKS DEPARTMENT, TOWN OF GROTON, CT
INTRODUCTION
The Town of Groton Public Works Department is soliciting qualification statements from
qualified consultants to perform the following services:
To provide architectural and engineering services (preliminary and final design, contract
administration and site inspection) for the renovation of the Fitch High School stadium which
includes the football field, running track, grand stands, new restroom/concession and storage
buildings as well as other site amenities.
SUBMITTAL INSTRUCTIONS
The following information must be included in each submittal of qualifications:
Cover letter indicating firm’s interest and signed by person authorized to enter into
contracts for the firm.
Company background statement consisting of who the firm is, discipline capabilities,
principals, staff availability, location, and financial stability.
A detailed statement including the organizational structure under which the firm is
proposing to conduct business. The relationship to any "parent" firm or subsidiary firm,
with any of the parties concerned, must be clearly defined. In the case of multiple firms,
the "firm of record" and the party responsible for coordination shall be identified. Include
firm’s ability to administer the services outlined in the Request For Qualifications.
Qualifications and position with firm of those individuals that represents the knowledge
base that the firm will bring to the Department. Include resumes of key personnel.
Concluding statement as to why your firm is best qualified to meet the needs of the Town
and why your firm should be selected.
The firms responding to this Request for Qualifications must have or be able to procure the
levels of insurance listed in this package. Those firms short listed for interviews must provide
proof of the insurance before the interview.

be submitted to, Director of Public Works, 134 Groton Long Point Road, Groton, CT, by
January 30, 2026 by 4:00 p.m. Submittal deadline will be strictly enforced.

SCOPE OF SERVICES
GENERAL INFORMATION
The Town of Groton voters recently approved bonding $14,380,000 for renovations and
improvements to the Fitch High School stadium facility. This work is Phase 1 of the Town
of Groton Athletic Field Improvement plan. The referendum explanatory text is attached for
reference.
Proposed renovations and improvements to the Fitch High School Stadium include:
Replacing the natural grass football field with a synthetic turf multi-use
field
Replacing the existing 6-lane running track, around the field, with a new
8-lane track
Replacing all of the existing grandstands with new grandstands that have
an ADA accessible area
Construction of a new Press Box
New field lighting
Construction of a new public restroom and concession building
Construction of a new ticket booth
Installing a new scoreboard
Constructing a new natural grass practice field
Replacing the track & field event amenities (e.g long jump, high jump,
pole vault, etc…)
Construct a new parking lot adjacent to the field, primarily for ADA
accessibility
Construction of a new storage building
ORGANIZATION
The Public Works Department will assign a member of its staff to serve as the
project manager, whose duties will be as follows:
To act as the owner's representative
To administer the professional contracts
To staff and report to the various boards and commissions
To have prepared press releases and other information
PROPOSED CONSULTANT SERVICES
Below is a brief summary of the services we are looking for. This list is not an all-
inclusive list of all services needed. A detailed scope of services will be developed
with the selected consultant.

Phase 1 – Conceptual Design
General familiarize yourself with the area and special issues
Hold a design kick-off meeting to gather input and ideas from the various stakeholders
Perform field surveys and gather available utility information
Prepare concept level plans with budgeting order of magnitude costs
Identify any project components that may not be able to be completed due to project
budget or other constraints
Refine plans based on comments from staff
Phase 2 – Preliminary Engineering / Preliminary Design
Develop design plans and profiles to 30% completion stage based on the conceptual plans
from Phase 1
Identify any permits needed
Code analysis and ADA compliance review
Preliminary lighting design and photometric analysis
Identify utility relocations
Include typical cross-sections, building floor plans, sidewalks, drainage and other utilities,
and pertinent details
Prepare cost estimate
Conduct a public informational meeting and Town Council/ Board of Education
presentation
Phase 3 – Final Design
Bring design to 90% final completion
Prepare project manual and bid specifications
Obtain all needed permits to construct
Prepare final cost estimate
Phase 4 – Bidding
Create 100% final plans and project manual
Hold pre-bid meeting for prospective bidders
Answer bidder questions and issue addendum
Review bids received and make written recommendation to award
Phase 5 – Construction Administration
Hold pre-construction conference
Review and approve all submittals, shop drawings, proposed change orders, Requests for
Information, and payment requisitions
Attend regular job meetings
Provide on-site construction inspection
SELECTION OF CONSULTANT
A Selection Committee consisting of Town of Groton staff and officials will evaluate the
qualification statements that we receive and select not more than three of the most
qualified firms to be interviewed by the panel. Interviews will be set up with the selected
firms and each firm will make a presentation to, and answer questions from, the panel.
The panel will select the most qualified firm.

Evaluations will be based on the following factors:
Firm experience in High School athletic field/stadium design
Experience of key personnel within your firm
Thoroughness of submittal
Capacity of firm to perform work on schedule
The Town will enter into a contract with the selected firm within 30 days after the
contract and fee has been agreed upon. Funding is in place for the design and
construction.

Any existing surveys, plans and mapping
GIS data (2’ contours)
DELIVERABLES
The plans shall be done in AutoCADformat (.dwg). The contract specifications shall
be done in Microsoft Wordformat (.doc).
Deliver to the Town a full set of final plans in digital format.
Deliver to the Town a full set of final specifications in digital format.
