At 10:00 A.M., prevailing time, on Thursday, April 9, 2026 in the City Commission Chambers at the

Municipal Administration Building, 201 Central Ave. W., Lake Wales, Florida, statements of qualifications

(SOQ) will be opened and read aloud.

An original, four (4) copies, and (1) original copy on flash drive of all SOQs, including all executed

documents and needed attachments, shall be placed in a sealed envelope, with label from page 2 of this

solicitation affixed and delivered prior to the opening deadline, 10:00 A.M., prevailing time on Thursday,

April 9, 2026.


Intent

The City of Lake Wales is accepting Statements of Qualifications (SOQs) from qualified construction

companies as a part of the prequalification process for the construction of Fire Station No. 3 at 0 Nest Egg

Rd, Lake Wales, FL 33898. A shortlist of the most qualified firms will be selected from this process and

invited to submit bids.


Responding to the Request for Qualifications

All persons and firms wishing to submit SOQs must obtain a complete copy of the Request for Qualifications

and submit all required forms as outlined in the solicitation document with their response.

A. General Information and Requirements
1. In accordance with Chapter 119, Florida Statutes, all submissions received, and all
materials contained therein, once opened are public record, and subject to disclosure
to any person, organization, or firm, including other firms responding to this request
for qualifications.
2. In accordance with section 287.133, Florida Statutes, a person or affiliate who has
been placed on the convicted vendor list following a conviction for a public entity
crime may not submit a bid or qualification on a contract to provide any goods or
services to a public entity and may not be awarded or perform work as a contractor,
supplier, subcontractor, or consultant under a contract with any public entity, and may
not transact business with any public entity in excess of the threshold amount provided

in section 287.017-for CATEGORY TWO for a period of 36 months from the date of
being placed on the convicted vendor list.
3. The City reserves the right to accept or reject any or all submissions, or part thereof,
to waive any informalities or technicalities, or to award contracts in the best interest
of the City. In all instances, the City’s decision shall be final.
4. The original bid shall be signed, in blue ink, by a corporate officer, partner, or
proprietor.
5. The City reserves the right to reject any or all items if in its judgment the item does
not meet the needs of the City, or for any reason it deems suitable.

prospective respondents publicly in the form of addenda.
7. Prospective firms are hereby warned not to contact any City employee or official on
matters relating to this Request for Qualifications, except as indicated herein. Any
attempt to do so or engaging in lobbying or any other activity interfering with the
evaluation process may result in immediate disqualification of the vendor from any
City business.
8. Per City ordinance, agreements, and contracts with a term in excess of one year shall
include the following language: “The performance of the City of Lake Wales and its
obligation to pay under this contract is contingent upon annual appropriation by the
City Commission of Lake Wales.” Vendors are warned that this requirement is written
into the Code of Ordinances of the City, a public document, and is binding upon all
vendors whether or not referenced in any agreement.
B. Scope of Work
The general scope of work for this project is the construction of Lake Wales Fire Station
No. 3 located at 0 Nest Egg Rd, Lake Wales, FL 33898. Fire Station No. 3 is an
approximately (9,000) square foot facility designed to support emergency response
operations and personnel needs. The station includes an apparatus bay capable of housing
two fire engines.
The project includes site preparation, structural and architectural construction, and
associated site improvements. Qualified firms should demonstrate experience in public
safety facilities, code compliance, project management, and delivering high-quality, timely
construction.
Provided drawings are for informational purposes only. Final construction documents,
specifications, and contract forms will be issued with the ITB to the pre-qualified bidders.
Estimated construction schedule and cost are subject to refinement during final design
completion.

C. Pre-Qualification Procedure
This Contractor’s pre-qualification Statement seeks to identify potential responsible
Bidders for the above referenced project. The pre-qualification process will be conducted
as follows:
1. The City of Lake Wales will select a committee to review and evaluate the Contractor’s
submissions.
2. The Contractor must submit a sealed statement of qualification utilizing the forms
shown in this RFQ, as well as Attachment A and Exhibit A. An original and four (4)
copies of all statements of qualification, including all executed documents and needed
attachments, shall be placed in a sealed envelope, marked “RFQ 26-06: SEALED
QUALIFICATION FOR FIRE STATION #3”, and delivered prior to the opening
deadline, 10:00 A.M., Prevailing Time on Thursday, April 9, 2026.
3. The Committee, within the bounds of good faith and considering the best interest of
the City of Lake Wales and the expenditure of public funds, will determine within its
sole discretion whether a Contractor has met the pre-qualification criteria and
requirements of the project as set herein.
D. Criteria for Determining Pre-Qualification
The selection Committee, within its sole discretion, will determine if the Contractor is to
be pre-qualified to bid on the project. In considering the best interests of the City of Lake
Wales and the expenditure of public funds, the Committee based upon its review of the
totality of the submittal, and applying the weight and importance it deems appropriate to
all, or limited portions of the submittals will, in addition, consider the following criteria or
information:
1. Copy of current Florida Contractor’s license is to be included with the pre-
qualification submittal or evidence to demonstrate that one can be obtained prior to
the bidding of this project.
2. Applicant must demonstrate to the Owner’s satisfaction a proven and verifiable track
record for timely completion of projects of similar schedule, size, scope, and
complexity to this project. This project will have an 11-month duration from Notice
to Proceed to Date of Substantial Completion. Applicants must provide data on a
compelling number of similar projects to substantiate the applicant’s and the proposed
key personnel’s track record and history of delivering similar projects on schedule.
