RFQ 26006 Pickleball Courts – Questions and Answers
1. Concrete/Sitework: No saw-cut control joint pattern, depth, timing, or spacing is
specified. Please provide requirements for saw-cut control joints in the court concrete
slab, including: (a) joint spacing, (b) required depth (typically 1/4 of slab thickness), (c)
timing after pour, and (d) whether joints are to be sealed. Spec §321613.16 – No reference
found | Sheet C2.0 – No saw cut details shown
a. Court saw cuts are to be as required by the surface coating manufacturer for
layout and detail.
2. Court Surfacing: The court surfacing specification (§321823.59) is titled 'COURT
SURFACING' but repeatedly references 'tennis court' throughout (e.g., 'repair and
resurfacing of an acrylic tennis court playing system,' 'tennis court line markings per
USTA specification'). Since this is a pickleball project, please confirm: (a) All line
markings shall be per USAPA rules for pickleball as stated in §321823.59 Part 1, 1.4.B.1,
and (b) the USTA references in Part 3 are typographical errors and should read USAPA.

a. Specification section 1.3.A: Revise to read: Submit manufacturer’s technical data,
specifications, and application instructions for the pickleball playing surface system.
b. See specification section 1.4.B identifying USAPA as the required standard.
c. Specification section 3.1.D.1: Revise to read: Allow crack repair system to cure
properly before pickleball surface coats are applied.
d. Specification section 3.3.B.1.f: Revise to read: Layout, mask and hand paint all tennis court
line markings per USAPA specification using 100% ACRYLIC LINE PAINT. Apply per
manufacturer’s recommendations.
3. Pickleball Equipment: Section 116833, Part 1, 1.4.B references a 'Windscreen Warranty:
Minimum of three (3) years' but no windscreen product is called out in Part 2 Products,
and no windscreen is shown on the drawings. Please clarify: (a) Is windscreen fencing
included in this scope? (b) If so, what are the dimensions, color, and attachment method?
(c) If not, should the windscreen warranty clause be disregarded? Spec §116833, Part 1,
1.4.B, p.1 | Sheet C1.0 – Pickleball Court Plan | Sheet C2.0 – Typical Court Layout
a. Disregard references to Windscreen. There is no windscreen as part of this
project.
4. Drainage: Storm pipes P1, P2, and P3 on Sheet C3.0 show connections to 'existing catch
basins' but do not identify the existing pipe material, size, or condition at the connection
points. Will ETSU provide as-built information on the existing storm system, or is the
contractor responsible for field verifying connection point conditions prior to bid? Sheet
C3.0 – Grading and Drainage Plan (Storm Pipes P1, P2, P3)
a. See drawing C3.0 for existing information provided. Additional information
needed should be field verified.

5. Drainage: The trench drain spec calls out 'ACO S200K equivalent' polymer concrete with
minimum Load Class E slotted grate. Are there any restrictions on grate style (slotted vs.
mesh vs. heelguard) given this is an athletic surface where players will be running?
Please confirm grate style and ADA heel-proof requirements, if applicable. Sheet C4.0 –
Trench Drain Installation Detail (POWERDRAIN S200K Spec Clause) | Sheet C3.0
a. No restrictions on grate style. Heelguard style is required.
6. Schedule/Contract: No project schedule or substantial completion date is provided in the
bid documents. Is there: (a) A required substantial completion date, (b) The required final
completion date, and (c) Whether liquidated damages apply and if so the daily rate. RFQ
26006 – No completion date or schedule provided in documents
a. Award of the project is anticipated shortly after receipt of bids. Work is to be
completed within 120 calendar days of award. Liquidated damages in the amount
of $100.00 per calendar day apply to this project.
7. Schedule/Contract: The court surfacing spec requires a minimum 30-day concrete cure
period before surfacing, plus a minimum 4-day cure before the court opens to play. Given
the critical path implications, has ETSU established a construction sequencing plan? Is a
phased approach required to keep any portion of the facility operational during
construction? Spec §321823.59, Part 3, 3.3.A.1 & 3.3.F, p.56–57 | RFQ p.3, Scope of
Work
a. The Center for Physical Activity will remain open and accessible for the duration
of the project. The courtyard will be closed to ETSU faculty/staff and students
during the project.
8. Schedule/Contract: RFQ p.4 states that subcontracting requires prior written approval
from ETSU after award. Does this restriction apply to all subcontractors including
specialty trades such as the certified court surfacing applicator, the Musco lighting
installer, or the electrical subcontractor? If so, is ETSU willing to pre-approve qualified
subcontractors prior to bid so they can be named in the bid response? RFQ p.4

a. Prior approval for the use of subcontractor’s is not required. Subcontractor’s do
not require pre-qualification.
9. Schedule/Contract: The RFQ instructs bidders to 'quote on each item separately and
provide unit prices.' However, only one Cost Sheet total line is provided with no line-item
breakdown form. Please provide a detailed cost breakdown form or confirm whether a
single lump-sum total price is acceptable, and if unit prices are required, identify which
specific items require separate unit pricing. RFQ p.2 (Quote Instructions) | RFQ p.23 –
Bid Cost Sheet
a. Lump sum total price is acceptable. Unit prices are not required.
10. Existing Fence: If it is deemed necessary to remove part of the brick fence surrounding
the work area, would it be acceptable to repair with a finished black metal gate instead of
repairing with matching brick? RFQ p.7 & p.21

a. The addition of a gate is acceptable if needed. The material, style and finish are
to match existing. The size and location of the gate is to be confirmed and
approved by ETSU prior to fabrication.
11. Laydown and Staging Area: Will ETSU provide a laydown or staging area for this
project? If so, where? Will we have the ability to control either of the parking areas or
lawns that are adjacent to our work area through part or all of the duration of the project?
A laydown and Staging area will be parking spaces along Nancy Dishner Lane, across
from courtyard. Contractor is responsible for maintaining traffic access through this area
for the duration of the project. The contractor is required to maintain access to the
Grounds Maintenance building and to the CPA throughout the course of the project.
12. Parking: Is there a designated parking area for contractor staff and subcontractors near the
Basler Center job site? Is a bulk or project-specific parking permit available for
construction crews, or does each worker need an individual guest permit? Are delivery
and equipment vehicles subject to the same parking rules, and if so where should they
stage? RFQ p.7 & p.21 — Section 14, Parking
a. Contractor parking is available in Lot 22. Contractors are required to obtain
parking permits for vehicles through Parking Services.
13. Concrete Vs. Asphalt: By the drawings and details, it appears that the finish surfaces are
concrete, but the court surfacing spec says "Surfacing system to be an exterior acrylic
surface system for application onto an asphalt pavement base." Later in Part 3 it says
“Concrete Surface”. The drawings also mention asphalt surface thickness in the site
grading notes. I see no spec section for asphalt. Is there asphalt in this scope of work?

a. Clarification: the court system is a concrete installation as noted on drawing
C2.0. Disregard all references to asphalt.
14. Reference Instruction to bidders, Item number 2 states that ‘While manual submission is
preferred, electronic submission will be accepted via email to erwincg@etsu.edu.’ Please
confirm as discussed manual submission is required. Electronic submission of bids is not
acceptable.
15. Please confirm construction time frame for this project, anticipated start date and number
of calendar days to completion.
