The City of Baxley, Georgia (the "City") is requesting Statements of Qualifications from qualified engineering firms to provide professional engineering services for the design and implementation of public works infrastructure projects. These services may be funded through Federal and/or State grant programs, including but not limited to Community Development Block Grant (CDBG) programs, State Disaster Recovery Efforts grants, and other applicable funding mechanisms.
The selected firm(s) will be qualified to provide preliminary engineering reports, engineering design services, and construction management services for potential infrastructure improvement projects. Project scope may include, but is not limited to: water system improvements, sewer system improvements, stormwater drainage improvements, and related public works infrastructure.
This RFQ establishes a pool of qualified firms available for future grant-funded projects. The City reserves the right to issue task orders or enter into specific project agreements with selected firms as funding becomes available and projects are identified.
This project may be subject to the Build America, Buy America Act (BABA) and is covered under the requirements of Section 3 of the HUD Act of 1968, as amended and Section 3 Business Concerns are encouraged to apply.

REQUEST FOR QUALIFICATIONS
ENGINEERING SERVICES FOR INFRASTRUCTURE IMPROVEMENTS
CITY OF BAXLEY, GEORGIA

1. PURPOSE
The City of Baxley, Georgia (the "City") is requesting Statements of Qualifications from
qualified engineering firms to provide professional engineering services for the design and

2. BACKGROUND
The City of Baxley is committed to advancing local infrastructure resilience and community
development through targeted engineering support. This RFQ is designed to identify
experienced engineering firms capable of assisting the City with Federal and State grant
program implementation, from preliminary planning through project completion.
3. SCOPE OF SERVICES
Selected firms must be capable of providing the following services:
- Preliminary Engineering Reports: Assessment of infrastructure needs, feasibility studies,
and project planning documentation
- Engineering Design Services: Preparation of design plans, specifications, and engineering
reports meeting all applicable Federal, State, and local standards
- Construction Management Services: Project oversight, quality assurance, contract
administration, and completion documentation
- Grant Compliance Support: Assistance with Federal and State grant requirements,
reporting, and compliance documentation
- General Engineering Consultation: Technical support and guidance on infrastructure
projects as needed
4. BIDDER REQUIREMENTS
Responding firms must meet the following qualifications:
- Licensure: Technically qualified and licensed to practice engineering in the State of
Georgia
- Experience: Demonstrated experience with Federal and/or State grant-funded
infrastructure projects
- Capacity: Ability to provide services for water, sewer, stormwater, and related
infrastructure projects
- Certifications: Compliance with all applicable Federal certifications regarding:
- Non-debarment
- Conflict of interest
- Drug-free workplace policies
- Lobbying restrictions
- Federal Section 3 requirements (where applicable)
5. SUBMISSION REQUIREMENTS
Statements of Qualifications must include:
- Company Information: Firm name, address, phone number, email, and primary contact
person
- Notarized Affidavit: A signed notarized affidavit as required by O.C.G.A. 13-10-91(b)(1)
- Qualifications Summary: Overview of firm qualifications and experience relevant to this
RFQ
- Project References: List of at least three (3) similar projects completed within the past five
(5) years, including:
- Project name and location
- Project description and scope
- Project cost
- Client name and contact information
- Year completed
- Key Personnel: Identification of key personnel who will be assigned to projects, including
credentials and relevant experience
- Subcontractors: List of proposed subcontractors (if applicable) and their qualifications
- Basis of Pricing: Proposed fee structure or rate schedule for services (hourly rates,
percentage of construction cost, or other pricing methodology)
- Certifications: Documentation of all required Federal certifications and compliance
statements
- Insurance: Evidence of current professional liability insurance and general liability
insurance
6. EVALUATION CRITERIA
Statements of Qualifications will be evaluated based on the following criteria:
- Technical qualifications and relevant experience
- Demonstrated success with Federal and/or State grant-funded projects
- Quality of references and client satisfaction
- Capacity and availability to serve the City
- Proposed fee structure and value
- Compliance with all submission requirements
- Qualifications of key personnel
- Ability to provide comprehensive services (preliminary engineering through construction
management)
7. SELECTION PROCESS
The City will establish a Selection Review Committee to evaluate all submissions and
recommend qualified firms to the Baxley City Council. The City Council retains final
authority to approve and award qualifications to selected firms.
Selected firms will be notified and may be contacted to discuss specific projects as grant
funding becomes available. Selection does not guarantee project assignment; the City
reserves the right to issue task orders or enter into specific project agreements based on
project needs and availability.
8. RESPONSE DEADLINE AND SUBMISSION INSTRUCTIONS
Deadline: May 20, 2026 at 3:00 PM EST
Responses received after the deadline will not be considered.

Statements of Qualifications may be submitted by either of the following methods:

9. GENERAL CONDITIONS
- Right to Reject: The City reserves the right to accept or reject any and all Statements of
Qualifications and to waive informalities in the qualification process.
- Questions: All questions regarding the scope or requirements of this RFQ must be
submitted in writing to the City Manager at manager@baxley.org by May 8, 2026 at 5:00 PM
EST. Questions will be answered in writing and provided to all respondents.
- Confidentiality: All information submitted becomes public record upon submission
unless otherwise protected by law.
- Insurance and Bonding: Selected firms will be required to maintain professional liability
insurance and comply with all applicable bonding requirements for specific projects.
- Non-Discrimination: The City complies with all applicable Federal and State non-
discrimination laws and regulations.
- All contracts are subject to Federal and State contract provisions prescribed by the
Georgia Department of Community Affairs. The City of Baxley' also abides by the following
laws as they pertain to HUD Assisted Projects: Title VI of the Civil Rights Act of 1964;
Section 109 of the Housing and Community Development Act of 1974, Title 1; Title VII of
the Civil Rights Act of 1968 (Fair Housing Act); Section 104(b)(2) of the Housing and
Community Development Act of 1974; Section 504 of the Rehabilitation Act of 1973 as
amended; Title II of the Americans with Disabilities Act of 1990 (ADA); and the Architectural
Barriers Act of 1968.
- Firms interested in submitting a proposal should be aware that the project may be subject
to the Build America, Buy America Act (BABA). BABA requires products purchased in
connection with infrastructure projects funded by Federal financial assistance programs to
be produced in the United States, known as the "Buy America Preference (BAP)".
Specifically, this is a statutory requirement that Federal funding for infrastructure projects
use "covered materials" that are "American-made" which applies to the following products:
Iron and steel; Manufactured products; and Construction materials.
- This project is covered under the requirements of Section 3 of the HUD Act of 1968, as
amended and Section 3 Business Concerns are encouraged to apply.
10. PROCUREMENT COMPLIANCE
This RFQ is issued in compliance with:
- Georgia Department of Community Affairs (DCA) procurement guidelines for engineering
and architectural grant services
- O.C.G.A. 13-10-91(b)(1) regarding notarized affidavits
- Federal procurement standards for grant-funded projects
- All applicable State and Federal regulations
