The City of Elgin (the “City”) is seeking proposals from theatre companies with expertise in the successful presentation of theatrical productions to work with the Hemmens Cultural Center (HCC) to produce its Elgin Summer Theatre (EST) program. The programs are generally presented on the HCC main stage on the middle weekends of July. The City of Elgin reserves the right to reject any or all proposals, or any part thereof, or to accept any proposals or any part thereof, or to waive informalities in any proposals, if deemed to be in the best interest of the city.

Pre-Submittal Conference
A Pre-Submittal Conference is scheduled to be held on at 5:30pm on Tuesday, January 16, 2023 in the lobby of the Hemmens Cultural Center, 45 Symphony Way, Elgin, Illinois. Attendance at the Pre-Submittal Conference is optional but strongly encouraged. Respondents are encouraged to prepare and submit their questions in writing three (3) calendar days in advance of the Pre-Submittal Conference in order to expedite the proceedings. All questions should be addressed to Butch Wilhelmi at Wilhelmi_b@cityofelgin.org.
