The Town of Plainville, Connecticut (“Town”) (population approximately 17,500), is soliciting proposals from qualified Contractors/Firms to perform  town-wide environmental engineering consulting services, including Industrial Stormwater Permit administration and monitoring, (Building and Grounds Facility, Former Town Landfill and Roadway Facility and Water Pollution Control Facility), MS4 Permit administration and sampling, Landfill Stewardship and RICA Permit administration and monitoring along with other tasks related to environmental engineering assignments.

The selected firm will be expected to work closely with the Town Manager’s Office, Engineering, Building and Grounds, Roadways, and Water Pollution Departments in the implementation of programs and tasks which are required by the Federal Environmental Protection Agency and the Connecticut Department of Energy and Environmental Protection.  Additionally, said professional environmental engineer or Licensed Environmental Professional may be requested to evaluate and provide recommendations regarding environmental issues that may arise from proposed Town activities and inquiries raised by residents.

The Town of Plainville, Connecticut (the "Town") is soliciting proposals for RFQ 2027-04E:
Environmental Engineering Services.
The documents comprising the RFQ are available electronically and may be obtained via email by

Responses to this RFQ shall be submitted in the manner specified to the Town of Plainville, Town
Manager's Office, 1 Central Square, Plainville, CT 06062 until 2:00 PM local time on Thursday,
August 13, 2026. Submissions will be evaluated to select the most qualified, responsive, and
experienced firm.
The Town invites and encourages the participation of disadvantaged business enterprises (DBEs) in

2.0 General Information
2.1 Introduction
The Town of Plainville, Connecticut ("Town") (population approximately 17,500), is soliciting
proposals from qualified Contractors/Firms to perform town-wide environmental engineering

This Request for Proposals ("RFQ") is issued pursuant to the Town's procurement policies and
applicable state laws. All respondents must be fully licensed and certified by the State of
Connecticut and demonstrate experience with municipal revaluation projects of similar scope and
complexity.
The Town reserves the right to reject all submissions if it is determined to be in the best interest of
the Town.

All responses to inquiries and any supplementary instructions in the form of written addenda will be
posted at www.plainvillect.com/procurement-opportunities no later than Tuesday August 11, 2026,
by 5:00 PM. It is the responsibility of the Firm to determine whether any addenda have been issued
and to ensure that all requirements of the RFQ are met prior to submittal of the proposal.
Firms are prohibited from contacting any Town employee, representative, or official, concerning this
RFQ. A Firm's failure to comply with this requirement may result in disqualification. No oral
statement, including oral statements by any Town representatives, can permit a waiver, change, or
modification of any of the provisions of this RFQ, and no Firm should rely on any such oral statement
regarding this RFQ.

2.5 Submission of Responses
Responses must be submitted in the manner specified in this RFQ, specifically section 5.0 Submission
of Responses.
3.0 Scope of Services
3.1 Overview
The firm shall demonstrate past and present familiarity and competency with the environmental
regulatory requirements of the Federal Environmental Protection Agency and the Connecticut
Department of Energy and Environmental Protection. Such familiarity and competency shall include
but not limited to preparing/revising permit applications, fulfilling engineering permit obligations,
monitoring and sampling, preparing required reports, developing/providing requiring training and
advising the Town of regulatory obligations.

3.2 Minimum Qualifications
The Contractor must meet the following minimum qualifications:
3.2.1 Certifications
The engineering firm and/or lead engineer(s) or environmental professional(s) shall be licensed in
the State of Connecticut to perform the assigned tasks.
3.2.2 Personnel
A. All Personnel: The firm shall provide experienced and qualified personnel in compliance with
the requirements for the Equal Employment Opportunity provisions of Federal and State
governments. The firm shall submit to the Town, written qualifications of all personnel
assigned to each task assigned. All personnel assigned to this project shall be subject to the
approval of the Town Manager or his designee, prior to the commencement of the individual's
duties and shall be removed from the assignment by Firm upon written notification of the
Town Manager. In the event of a violation of this provision, the Firm shall take appropriate
and meaningful disciplinary measures against those individuals.
B. Project Manager/Supervisor: Must be licensed/certified by the State of Connecticut as a
Professional Engineer or a Licensed Environmental Professional. The project manager may
be subject to approval by the Town Manager or his designee.
C. Background Checks: All assigned staff may be subject to Town-conducted background

checks.
D. Identification: All field staff must wear visible photo identification cards approved by the
Town Manager or his designee, carry a signed "Letter of Introduction," and register all
vehicles used with the Town Manager or his designee, including license number, make,
model, year, and color.
E. Conflict of Interest: Any resident of the Town or Town employee employed by the Firm shall
be approved by the Town Manager or his designee.
3.3 Scope of Work
The scope of work provided by the Firm shall include, but is not limited to, the following:
3.3.1 Scope of On Call Environment Services
The assigned tasks may include the following activities:
A. Review existing permit obligations determine whether the Town is complying
B. Recommend corrective measures including potential alternatives to establish compliance
with existing permits
C. Develop cost estimates for corrective measures
D. Provide any sampling or monitoring required for a specific permit
E. Prepare any report required by a specific permit
F. Support and/or represent the Town during discussion with regulatory agencies
G. Prepare/update/revise permit applications including permit renewals
H. Advise the Town of any new regulatory obligations related to environmental permits, (existing
or new permits
I. Attend any meetings in which environmental issues are being discussed
3.3.2 Public Relations
A. Firm may be required to support the Town in a proactive public information program.
B. Activities include public meetings, media communications, informational materials, and
citizen outreach. Contractor shall supply visual aids and materials as needed.
C. All public releases must be approved by the Town Manager or his designee.
D. The firm's employees shall maintain professional conduct, courtesy, and a suitable dress
code when interacting with Town residents and staff.
3.3.3 Records and Expert Witnesses
A. The Contractor shall maintain all relevant permit application, sampling data, reports and
correspondence from CTDEEP. Such records shall be provided to the Town upon request,
and a master file shall be maintained by the consultant until the termination of the services
provided. At which time, the master file shall be supplied to the Town at no additional fee.
B. The engineering firm shall furnish competent expert witnesses should circumstance arise in
which such services are necessary. If circumstances arise that such competent expert
witnesses are needed, the engineering firm shall be compensated at the negotiated rate for
such services.
3.3.4 General Description of Services
A. The Town of Plainville is required to maintain multiple permits with CTDEEP. The engineering

firm and the Town will negotiate costs associated with these permits and any other permits
which may be required during the term of the contract. Each permit will be divided into tasks
which may be negotiated as a combined package or individually as determined by the Town
of Plainville.
B. Sampling and monitoring are a requirement for many existing permits.
C. Scope of services and associated fees will be negotiated for sampling and monitoring
functions as required by specific permits. Currently, these activities are required for NPDES
Permits at three locations, (Building and Grounds Facility, Roadway Facility and Water
Pollution Control Treatment Facility). A townwide NPDES general permit also requires
sampling and monitoring. In conjunction the sampling and monitoring reporting obligations
will be included.
D. The Town's closed landfill requires sampling, monitoring and reporting under a RCRA permit.
Presently, semi-annual sampling and reports are required. Additionally, the Town is in the
process of negotiating a Stewardship Permit for the closed landfill. This permit will require
yet to be finalized an overall plan to ensure the former landfill in compliance with applicable
standards. To ensure compliance a program will need to be developed and implemented.
This program will likely include further investigation of the landfill's impacts on the
environment including future sampling, monitoring and reporting.
E. Additionally, the Town has general permits related the Municipal Transfer Station and
Municipal Leaf Composting facility.
F. The environmental engineer will assist the Town in providing the necessary training
associated with any existing or future permit.
3.4 Responsibilities of the Town
Services rendered by Environmental Engineer are deemed assistance to the various departments in
which is responsible for the implementation of the permit, (Town Manager, Technical Services,
Engineering, Building and Grounds, Roadways, and Water Pollution Control). All decisions regarding
the course of action shall remain the responsibility of the Town of Plainville.
3.4.1 Cooperation
The Town, and its employees will cooperate and provide reasonable assistance to Environmental
Engineer and its subcontractors and personnel.
3.4.2 Items Furnished by the Town
A. Maps: One (1) set of the most up-to-date Town drawings and maps.
B. Copies of the existing files and any documents related to the permits.

4.0 Required Information
Responses to this RQP must include the following information and documentation. Submissions
should be clear, concise, and unambiguous.
4.1 Letter of Interest
Each response must include a Letter of Interest describing why the firm is the most qualified for
this Project, the Firm's capacity and capability to perform, and the Firm's commitment to meeting
budgets and timeframes. The Letter must include:
A. The Firm's name and mailing address.
B. Name, title, email, and telephone number of the individual(s) authorized to execute the
Firm to this contract.
C. Name, title, email, and telephone number of the individual(s) the Town should contact
regarding questions and clarifications.
D. A list of all owners of the Firm and the percentage of ownership held by each.
E. The company name and mailing address of any proposed subcontractors.
4.2 Organizational History and Project Team
Responses must include comprehensive details about qualifications, proposed team members,
and relevant experience, including:
A. Firm's mission, history, core values, and years in business.
B. Firm's experience with municipal revaluation projects of similar scope and complexity in
Connecticut.
C. Organizational chart for the project, listing team members, their roles, and estimated man-
hours.
D. Identification of key personnel who will remain assigned to the project unless otherwise
approved by the Town.
E. Resumes of all key personnel, highlighting relevant experience and certifications.
F. Identification of any consulting firms or subcontractors to be used.
G. Availability and primary office location of project staff.
4.3 Past Projects and References
Provide a list of similar revaluation projects completed within the past five (5) years, preferably in
Connecticut, with the following information:
A. Description of the project scope and size.
B. Names and contact information (phone number and email addresses) of project
references.
C. Staff members from your Firm who were assigned to each project.
4.4 Legal Issues
Disclose any lawsuits, judgments, claims, or terminations for cause involving the Firm within the
past five (5) years related to revaluation services. Include the status or outcome of each case.
4.5 Certificate of Non-Collusion
Complete and include "Exhibit B: Certificate of Non-Collusion."

4.6 Insurance Requirements
Provide a current Certificate of Insurance demonstrating compliance with the requirements
outlined in Exhibit C.
5.0 Submission of Responses
Three (3) hard copies and one (1) digital copy (via a USB-A drive) of the response to this RFQ/P must
be received at the Town of Plainville, Town Manager's Office, 1 Central Square, Plainville, CT 06062.
The sealed package must have the Firm's name and address. The sealed package must be addressed

waive any informality.
6.0 Evaluation and Selection
The Town of Plainville's Selection Panel, consisting of the Assistant Town Manager, WPC Director
and Director of Technical Services, will evaluate all responses to this RQP with the goal of selecting
the most responsible and qualified Contractor.
The evaluation will consider the qualifications, experience and approach of each Firm.
Qualifications s will be reviewed to confirm compliance with the minimum qualifications outlined in
Section 3.0 and then evaluated against the criteria listed below.
6.1 Interviews
The Town may, at its discretion, invite finalists for interviews to further assess their technical
capabilities, approach, and ability to complete the revaluation in compliance with state standards
and local requirements. All firms responding to this RFQ should be prepared to interview with
the Town during normal business hours later in August or early September.
