The intent of this Request for Proposal (RFP) is for County of Loudoun, Virginia (County) to obtain fixed-price proposals from firms specializing in community-based public behavioral and developmental healthcare systems consulting services. The selected firm will assist the County’s Department of Mental Health, Substance Abuse, and Developmental Services (MHSADS) in procuring a provider to operate an Adult Crisis Receiving and Stabilization Center (CRSC). Construction of the CRSC is slated to begin in January 2025, with an estimated completion date of February 2026. The CRSC will feature a 23-hour unit with 16 recliners, a ten (10)-bed crisis stabilization unit, and a 24-hour psychiatric urgent care facility.
