REQUEST FOR QUALIFICATIONS (RFQ) #026-006

CONSTRUCTION MANAGER / GENERAL CONTRACTOR (CM/GC) SERVICES FOR THE L'ENFANT STATION AND 4TH TRACK IMPROVEMENTS PROJECT

The Virginia Railway Express (VRE) invites Statements of Qualifications (SOQs) from Offerors wishing to provide Construction Manager / General Contractor (CM/GC) Services for the L’Enfant Station and 4 ^th Track Improvements Project through CM/GC Contract(s) that include a Preconstruction Services Contract, with the potential for a subsequent Construction Contract for construction of the Project.

VRE is issuing this Request for Qualifications (RFQ) as the first step of a two-step procurement process. VRE will evaluate qualifications based upon the evaluation criteria identified in the RFQ and will select those Offerors deemed most qualified based upon the evaluation criteria. The purpose of this RFQ is to establish a shortlist of no more than five (5) qualified Offerors to receive the Request for Proposals (RFP), which will be issued in the second phase of the procurement process.

If potential Offerors are accessing a copy of the RFQ via VRE’s website, be advised that it is your responsibility to monitor this site for any addenda. Failure to submit signed addenda may be grounds to declare a Proposal non-responsive. If there is a question about the closing date, the date printed on the RFP, or as amended, is the most current.

A non-mandatory pre-submittal conference to discuss the requirements of this RFQ will be held for prospective Offerors via Microsoft Teams video conference on February 4, 2026 at 10:00 A.M. Eastern Time. Please join the meeting using the link included in the RFQ.

Any changes to the solicitation as a result of the pre-submittal conference will be issued through a written addendum to this Request for Qualifications.

Statements of Qualifications are due March 3, 2026 by 2:00 P.M. Eastern Time.
