Overview

The Quinault Indian Nation (QIN) is seeking a qualified independent contractor to serve as
the Community Center Superintendent for the Taholah Community Center. This role is vital to
maintaining the cleanliness and operational standards of our community center facility.

Compensation: Contractor will be paid a flat monthly fee of $2,000.00 (Not to exceed
$24,000.00 per year.) Contractor must submit a detailed monthly invoice with dates the
Community Center was opened, and dates Contractor was required to clean.

Scope of Work
The Superintendent will oversee facility rentals, ensure policy compliance, and perform routine
maintenance. Key responsibilities include:

1. Rental Management & Compliance

Conduct pre- and post-event walkthroughs with renters to ensure adherence to QIN
Community Center Policies.

Document building conditions via photography to provide evidence for security deposit
processing.

Train renters on the proper use of kitchen equipment and facility rules.

Provide and review a cleaning checklist with renters; verify completion before the release
of deposits.

Coordinate daily with the Construction Procurement Specialist regarding the rental
schedule.

e Access Control: Responsible for unlocking the facility for scheduled events and securing
the building immediately following the post walkthrough; no keys or access codes are to

be issued to renters.
2. Facility Maintenance & Custodial Duties

Perform supplemental cleaning when facilities are not left in an acceptable state by
renters.

Execute monthly deep-cleaning tasks, including interior/exterior windows, doors, and full
sanitation of all restrooms (toilets, urinals, and sinks).

Perform quarterly power washing of stairs, patios, and entryways (equipment provided).

Maintain the exterior grounds by removing litter and debris.

3. Inventory & Supplies

Maintain a fully organized and stocked supply closet.
Ensure all paper goods, soaps, and liners are replenished prior to every event.

Collaborate with the QIN Custodial Manager to order and account for all cleaning
supplies.

Maintain a quarterly standing inventory of all facility assets, including kitchen
equipment, tables, and chairs. Inventory will be given to contract officer to keep on file.

4. Reporting & Coordination

Identify and report maintenance issues (e.g., leaks, clogs, flooring damage) to the
Contract Officer, Tootie James for work order entry.

Attend mandatory training provided by the QIN Custodial Manager, April Smith
Capoeman on cleaning standards.

Communicate directly with the Procurement Specialist, Jerome Obi regarding any deposit
withholdings due to damage or cleanliness issues.

Minimum Qualifications

To be considered for the Community Center Superintendent contract, applicants must meet the
following criteria:

Professional Experience & Requirements

Age: Must be 18 years of age or older.
Background Check: Must be able to successfully pass a comprehensive criminal
background check and any required fingerprinting.

Experience: A minimum of two (2) years of professional custodial maintenance
experience.

Reliability: Proven track record of reliability and punctuality; must be able to work
independently with minimal supervision. Please provide two professional references.

Availability: Must be available to work flexible hours, including evenings, holidays and
weekends.

Communication Skills

Communication: Must be proficient in professional communication via email, text, and
phone. Must have consistent access to a working phone and a personal email account for
daily coordination.

Asset Management: Ability to maintain accurate, updated digital or written inventory
records for all equipment and supplies.

Interpersonal Skills: Must possess strong verbal communication skills and the ability to
interact professionally and firmly with community members and QIN staff.

Physical Requirements

Ability to perform manual labor, including the consistent lifting and moving of objects
weighing up to 50 lbs (e.g., tables, chairs, and cleaning equipment).

Ability to stand, walk, and perform cleaning duties for extended periods.
Evaluation Criteria

A Qualifications-Based Selection process will be used to identify the most qualified candidate.
Submissions will be evaluated based on the following criteria:

Minimum Qualifications & Compliance: Responses must meet all fundamental
requirements (age, pass background check, availability) to proceed to ranking.

Professional Experience: Evaluation of the applicant's prior custodial history,
specifically looking for at least two years of relevant experience.

Reliability & References: Review of past performance and professional references to
confirm a track record of punctuality and independent work.

Indian Preference Policy: Preference will be given to qualified Indian-owned firms or
individuals in accordance with QIN TERO.

Selection Process

1. Administrative Review: A selection committee will first screen all submissions for basic
compliance with RFQ instructions.

2. Scoring & Ranking: Responsive submissions will be evaluated based on the evaluation
criteria above.

3. Interviews: Candidates may be invited for an interview to further assess their suitability
for the role.

4. Notification: The selected individual is expected to be notified of the intent to award by:
May 04, 2026

Requirements for the Selected Contractor

e Contractor will obtain a Quinault Indian Nation business license.

e Contractor must submit a Certification Regarding Debarment within 10 days of
signing contract. This Certificate must be renewed annually.

* Contractor must submit a Form W-9
e Contractor will submit proof of Indian Preference: Tribal ID

minimum qualifications listed in this RFQ.

Letter of Reference: Two (2) professional letters of reference specifically addressing
your cleaning ability, reliability, and work ethic.
