BULK LIQUID LIME
I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifications, terms, and conditions to describe requirement to
furnish and deliver bulk liquid lime to the District’s Pardee Chemical Plant.
East Bay Municipal Utility District (District) intends to award a two (2) year contract with
three (3) options to renew for one-year periods to the lowest cost bidder(s) whose
response meets the District’s requirements.
B. BIDDER QUALIFICATIONS
1. Bidder Minimum Qualifications
a. Bidder, bidder’s principal, or bidder’s staff shall have been regularly
engaged in the business of providing chemicals for Water Treatment for at
least five (5) years.
b. Bidder shall be a certified or authorized chemical manufacturer, dealer, or
provider.
c. Bidder shall possess all permits, licenses, and professional credentials
necessary to supply product and perform services as specified under this
RFQ.
C. SPECIFIC REQUIREMENTS
The bulk liquid lime shall conform to the following specifications:

2. All products submitted in response to this RFQ shall be certified as meeting all
requirements of NC/NSF Standard 60 “Drinking Water Treatment Chemicals -
Health Effects.” BIDDERS MUST SUPPLY WITH THE BID PROOF OF SUCH
CERTIFICATION.
3. Materials in Contact with Drinking Water
a. All materials, equipment, or products that will be in contact with drinking
water (potable water) shall be tested and certified as meeting the
specifications of NSF/ANSI 61 Standard in accordance with California Code
of Regulations, Title 22, Section 64591. Examples include, but are not
limited to, valves, pumps, flow meters, protective materials (coatings,
linings, liners), joining and sealing materials, pipes, tanks, pipe fittings,
filters, cleaning chemicals, and lubricants.
b. All materials, equipment, or products that will be in contact with drinking
water (potable water) shall be tested and certified as “lead-free” per
California Health and Safety Code Section 116875 and NSF 61 Annex G or
NSF 372.
c. All chemicals that will be in contact with drinking water shall be certified
by NSF to NSF/ANSI Standard 60.
d. For materials:
i. Documentation which demonstrates current NSF/ANSI Standard 61
certification shall be submitted by the bidder in their bid package.
ii. If awarded, contractor is responsible for informing the District
within 5 days, if and when their certification lapses or expires.
Failure to inform the District within the allotted time will be
sufficient grounds for immediate termination of the contract.
e. For chemicals:
i. Documentation which demonstrates current NSF/ANSI Standard 60
certification shall be submitted by the bidder in their bid package.
ii. If awarded, contractor is responsible for informing the District,
within 5 days, if and when their certification lapses or expires.
Failure to inform the District within the allotted time will be
sufficient grounds for immediate termination of the contract.

D. DELIVERABLES / REPORTS
1. Each delivery shall be accompanied by delivery ticket/receipts that demonstrate
NSF 60 compliance and a certificate of analysis or delivery may be refused and
payment delayed.
2. The District has in place at the delivery site two holding tanks for the bulk liquid
lime, each with a capacity of 10,000 gallons. Contractor must blow all air lines
clear before and after transfer of the lime to the District.
3. Generally, delivered product must be free of any foreign matter, debris or
solidified or congealed solids. The liquid lime receiving station at the Pardee
Center Chemical Plant is equipped with a basket strainer with a 1/8th inch mesh
(equivalent to a #6 or #7 mesh size) within a spill containment vessel. The
supplier’s delivery driver must pump the delivered product through this strainer
to the liquid lime storage tank. After each delivery, the supplier’s delivery driver
must open the basket strainer housing and clean and flush the strainer basket so
it is ready for the next delivery. It will be the responsibility of the supplier to
remove and clean any excess material that is caught in the strainer, or backed up
in any of plumbing from the connection at the receiving station to the storage
tank. The cleaning of any spilled, sprayed or splashed liquid lime product in and
around the liquid lime receiving station, in the containment vessel under the
receiving station and the tanker truck off-loading bay will be the responsibility of
the supplier. All cleanup of lime material from these facilities must be done so
that all waste lime materials are collected and contained in sealable buckets so
they can be hauled away by the delivery driver. The delivery driver should leave
the site clean and orderly after each and every delivery. Further, any excess liquid
or dry product removed from the receiving station plumbing and/or the truck
offloading area must be hauled away from the site by the supplier’s delivery
driver and disposed of in an environmentally safe and legal manner.
4. Deliveries shall be made, F.O.B. destination, EBMUD, Pardee Chemical Plant,
3535 Sandretto Road, Valley Springs, CA 95252, between the hours of 7:00 a.m.
and 3:00 p.m., Monday through Friday, except District holidays.
5. The District may make calls for emergency, weekend, or holiday deliveries.
Contractor shall make delivery within 48 hours, as requested by the District.
Contractor should quote costs for emergency, weekend, or holiday deliveries as
indicated on the Bidding Sheet, page BS/1.
6. Supplier must provide 2 large letter self-adhering labels for the District’s liquid
lime storage tanks for identifying their product contained therein. Also, supplier
must provide all required NFPA placarding with correct numbering and markings
for the tanks and the exterior of the building including 6 self-adhering sets
