Summary
Pursuant to the Consultants Competitive Negotiation Act (CCNA) - Section 287.055 Florida Statutes, the School Board of Monroe County, Florida (“School Board”) invites qualified architectural and engineering (A/E) firms to submit Statements of Qualifications (SOQ's) to provide professional design, bidding, and construction administration services for the renovation of Bruce Hall, located at 1310 United Street, Key West, Florida. The District intends to renovate Bruce Hall into a modern, efficient administrative facility that supports district operations while preserving the historic character of the building. The selected firm will work collaboratively with District staff and stakeholders to deliver a functional, code-compliant, resilient, and sustainable facility.
Background
Bruce Hall, circa 1911, is a two-story "Indian block" structure, former administration building for the Hargrove Seminary. During World War I and World War II, it served as part of the United States Navy hospital. After World War II, the Hargrove Seminary was demolished except for Bruce Hall which continued use as a Navy commissary. Currently, it is part of the Monroe County School District used for facilities offices, storage and a one-story maintenance shop added to the rear of the two-story historic structure.
The building is listed as a Contributing Resource to the Key West Historic District, listed in the National Register (Florida Master Site File Historical Resources #MO01775) and restorations will need to comply with the Historic Section of the Florida Building Code, Existing Building. Major changes to the building’s appearance must be fully vetted with the City Historic Architectural Review Commission (HARC). Respondents to the solicitation should also have knowledge of the Secretary of Interior’s Standards for the Treatment of Historic Properties (36 CFR Part 68).
The 35,800 square foot parcel is identified in the public records of Monroe County, Florida as 1310 United Street, Parel ID 00042200-000000, and is more particularly described as SQR 9 Tract 19, Plat Book 1-34 KW Tropical Bldg. and Investment Co Subdivision according to Whiteheads map or plan of said “Island of Key West”,
