As-Needed Civil Engineering Services for Curb Ramp Design Work 2026
(Micro-LBE Set-Aside Program)

This Solicitation is issued under the Micro-LBE Set-Aside Program (MLSAP). Only consultants
certified by the City and County of San Francisco Contract Monitoring Division (CMD) as Micro-
LBE Consultants in the Civil Engineering Certification Category are eligible to submit a Proposal.
The Micro-LBE Prime must perform at least 25% of the contract work.
There is no LBE subcontracting participation requirement for this contract. However, San
Francisco Public Works encourage responses from certified City and County of San Francisco
LBE’s as Prime Contractors. For any CMD-related request, contact James Chung by email at

San Francisco Public Works (Public Works), a department of the City and County of San
Francisco (City), seeks to award up to five (5) master agreements (Contracts) to pre-qualified
Consultant firms to provide Civil Engineering Services for Curb Ramp Design Work and related
services on an as-needed basis.
The selected Consultant, including its team of subconsultants, will support the Bureau of
Engineering of Public Works. The Consultants will provide professional engineering services for
design of curb ramps, including related land surveying. These services may include preparing
plans, specifications, and cost estimates, coordination with utilities and City staff, providing
engineering support during construction, value engineering, field investigations, Quality
Assurance/Quality Control (QA/QC) review, and technical recommendations for curb ramp
design and construction.
The result of this RFQ, through the evaluation and selection process, will be a master
agreement with a not to exceed value up to $2,000,000 with each selected consultant. Each
master agreement will have a five (5) year term with Contract Service Orders (CSO) or task
orders, to be issued throughout the term. Public Works reserves the right to change

the number of contracts and contract amount consistent with City contracting requirements.
Since this is an “As-Needed” contract, award of a master agreement does not guarantee that
the selected firms will perform all or any portion of the services described in this RFQ, nor does
it guarantee that the maximum amount will be expended. The maximum contract dollar
amount does not represent a guaranteed revenue source for any of the selected firms.
A Pre-proposal conference will not be conducted for this project.
Questions regarding the RFQ must be submitted no later than 4:00 P.M. Pacific Time on
Thursday, November 13, 2025 by email to the Contract Administrator, Don Sy at:

Proposers shall log in and upload complete proposals into the SF City Partner Website,
https://sfcitypartner.sfgov.org/ no later than 2:00:00 P.M. Pacific Time on
Thursday, December 11, 2025. Consultants shall submit Proposals as specified and required in
the RFQ. Late submittals will not be considered.

Consultants with billing classifications subject to prevailing wages on public works projects may
not be awarded a contract unless such Consultants are registered with the Department of
