Arts and Entertainment District Small Area Master Plan

Planning and Design Services

The City of Cleveland, Tennessee is requesting Statements of Qualifications (SOQs) from qualified and experienced planning and design consultants to review and update existing small area and downtown plans and to prepare a comprehensive Small Area Master Plan for approximately 100 acres, 58 of which are designated as the Arts and Entertainment District and the remaining acreage located in an adjacent city-owned Brownfield property in downtown Cleveland.

The selected firm will review prior downtown revitalization plans, analyze existing conditions and redevelopment opportunities (including former industrial/brownfield properties), lead community and stakeholder engagement, and prepare a mixed-use land use and development framework, conceptual renderings and visualizations emphasizing adaptive reuse and infill development, and a final Master Plan document for the district.
