Madison Jobe Senio
Center is a recreation facility for active adults 50 years of age and older. It offers a variety of
free/low-cost activities, special events, classes, day trips, and many other fun programs! The
Facility offers a large dining room with a wooden dance floor, fitness center, computer lab, and
billiard room for daily entertainment.

REQUEST FOR QUALIFICATIONS
The City of Pasadena, Texas is seeking Architectural and Engineering (A/E) Services to provide
design, bid and construction phase, project management services to complete the Senior Center
Facility Construction Project. The scope of services is further described below.
1. PROJECT INFORMATION/SCOPE OF SERVICES
The original Madison Jobe Senior Center was constructed in the early 1980s and is located in the
northeast portion of Pasadena. The current facility is a 9,258-sf facility. Madison Jobe Senior
Center is a recreation facility for active adults 50 years of age and older. It offers a variety of
free/low-cost activities, special events, classes, day trips, and many other fun programs! The
Facility offers a large dining room with a wooden dance floor, fitness center, computer lab, and
billiard room for daily entertainment.
PROJECT DESCRIPTION

The new proposed Senior Center is planned to be 12,000 to 15,000-sf, it will be constructed on a
new site on the south side of Pasadena. The new center will serve as a community gathering
place providing recreational, educational, wellness, social, and support services for older adults.
The facility is anticipated to include multipurpose meeting spaces with audio and video
capabilities, activity rooms i.e. card room, craft room, fitness and wellness areas, administrative
office, ride program office, front reception area with dedicated work space, dedicated area for six
cubicles, dining facilities, commercial style kitchen, billard room, dedicated storage area,
combination computer lab with copier space, pantry, laundry room with commercial washer and
dryer, outdoor gathering spaces, parking, and associated site improvements.
The selected consultant will work closely with the Owner and stakeholders to develop a facility
that is functional, accessible, sustainable, and responsive to current and future community needs.
Project budget and facility size will be determined during the planning and programming phase.
SCOPE OF SERVICES

The selected firm shall provide all necessary professional services, including but not limited to
the following:

The consultant shall provide comprehensive architectural and engineering services including:

Bid Phase
The consultant shall assist the Owner during procurement and bidding activities, including:
* Preparation of bid documents
* Development of technical specifications
* Assistance with advertisement for bids
* Attendance at pre-bid conferences
* Responses to bidder questions
* Issuance of addenda
* Bid evaluation assistance
* Recommendation for contract award
Construction Phase
* Will attend pre-construction conference scheduled and lead by the City.
* Attend Weekly Construction progress meetings with the City and Contractor.
* Make one monthly visit to the project site.
* Review of contractor submittals and shop drawings
* Review and respond to Request for Information (RFI) to the City and the Contractor.
* Assist City in issuing Supplementary Instructions to the Contractor when necessary to
correct and clarify plans or specifications and to avoid potential problems identified by
the team. Consultant will work through City.

* Assist City with evaluating Contractor monthly invoices, change orders and cost
proposals, including changes by RFI's.
* Quality assurance and compliance monitoring
* Punch list preparation and verification
* Attend Final Inspections to verify all punch list items and verify that the contractor has
corrected them all.
* Prepare, seal, and submit the record drawings to the OWNER within 30 days of receipt of
contractor's redline as built.
* Final inspections
* Project closeout assistance
Project Management
The consultant shall provide overall project management services including:
* Project scheduling and coordination
* Budget monitoring and reporting
* Stakeholder communication
* Risk management
* Quality control/quality assurance

The City reserves the right to reject any and all qualifications or accept any combination of
statements of qualification deemed advantageous to it.
The City of Pasadena is soliciting qualifications for the services herein described for the purpose
defined in this document. By responding to this request, the submitter agrees to perform in
accordance with the terms and conditions set forth in this document in the event that the response
is selected for contract award.
The City reserves the right to waive any informality in submittals received, deemed to be in the
best interest of the City. No officer or employee of the City of Pasadena shall have a financial
interest, direct or indirect, in any contract with the City of Pasadena.

3. SUBMISSION INSTRUCTIONS
A. The City is seeking qualified professional architecture & engineering service providers,
registered in the State of Texas. Please provide the following as it relates to your
qualifications:
* A brief history of the service provider, including general background, knowledge
of and experience working with relevant agencies and programs;
* A description of work performance and experience with particular projects
including a list of at least three references from past government clients, with
information describing the relevancy of the previous performance;
* Describe the capacity to perform the Scope of Services activities as well as
resumes of all employees who may be assigned to provide services if your firm is
selected, identifying current employees and proposed hires;
* A statement substantiating the resources of the service provider and the ability to
carry out the scope of services requested and the proposed timeline by service
provider; and
B. Service providers must submit one (1) hardcopy and an electronic copy on a USB drive of
their Statement of Qualifications by hand-delivering or mailing to the address listed below.

Statement of Qualifications must be sealed and must show the RFQ Number, Description
and be marked "Sealed Statement of Qualifications".
C. Questions: It is the responsibility of each Service Provider to examine the entire Request
for Qualifications package, seek clarification in writing, and review their Statement of
Qualifications for accuracy before submitting. It is the responsibility of each Service
Provider before submitting Qualifications, to:
* Examine the Request for Qualifications Documents thoroughly; and
* Consider federal, state, and local laws, regulations ordinances, and requirements
that may affect progress, performance, furnishing of the Work, or award.
During the period between issuance of this RFQ and the Statement of Qualifications due
date, no oral interpretation of the RFQ's requirements will be provided to any prospective
Service Provider. Requests for interpretation (and other questions) must be made in writing
by the questions deadline via email to projectdevelopment@pasadenatx.gov. The deadline
for submission of questions relating to this RFQ is Wednesday, July 8, 2026, no later than
noon CST.

All questions submitted in writing prior to the deadline will be compiled and answered in
writing via an Addendum. A copy of all questions and answers via Addendum will be
published online and/or forwarded in an email to all firms. The City will not be bound by
any information conveyed verbally.
The submission of a Statement of Qualifications shall constitute an incontrovertible
representation by Service Provider that Service Provider has complied with the RFQ
requirements and that without exception, the Statement of Qualifications is premised upon
Service Provider's ability to meet the mandatory requirements detailed in the Request for
Qualifications Documents and that provided documents are sufficient in scope and detail to
indicate and convey understanding of all terms and conditions for performance of the
Services.
Addenda. Prior to the submission deadline, City of Pasadena may wish to amend, add to, or
delete from the contents of this Request for Qualifications. The City may also issue
clarifications resulting from questions submitted. In such situations, the City shall issue an
Addendum to the RFQ setting forth the nature of the modification. Once an Addendum is
issued, it will be uploaded to DemandStar.com, City of Pasadena Purchasing Department
web page at www.pasadenatx.gov, and will be e-mailed to all firms.
Extensions. The City reserves the right to extend the Statement of Qualifications due date
and time prescribed herein. However, unless the City issues a written Addendum to this
RFQ that extends the Qualifications due date and time for all Service Providers, the
Qualification due date and time prescribed herein shall remain in effect.
Acknowledgements. By submitting a Statement of Qualifications in response to this RFQ,
Service Provider accepts the solicitation process as it has been outlined in this RFQ.
The City will not be liable and shall not compensate any Service Provider for any costs
incurred by Service Provider in preparing a response to this Request for Qualifications
(RFQ), Service Providers submit Qualifications at their own risk and expense. The City
makes no guarantee that any products or services will be purchased as a result of this RFQ
and reserves the right to reject any and all Qualifications. All Qualifications and
accompanying documentation will become the property of the City. By submitting a
statement of Qualifications, Service Provider acknowledges and accepts that reference
checks and/or background investigation may be conducted as a part of the due-diligence
process.
Service Providers must sign Attachment C - RFQ & Addenda Acknowledgement and
include with their Statement of Qualifications submission. Service Providers are
responsible for consulting the requirements and standards referenced in this RFQ. Failure
of Service Provider to examine and inform itself shall be at its sole risk, and no relief for
error or omission will be given except as required under State Law.
In cases where Addenda are issued under this solicitation, Service Providers must ensure
all Addenda are reflected within Attachment C - RFQ & Addenda Acknowledgement
document, and Service Provider must sign and submit the actual Addenda documents with
their proposal. All Addenda shall become a part of the requirements for this RFQ. In

signing and submitting Attachment C - RFQ & Addenda Acknowledgement with its
Statement of Qualifications, Service Provider acknowledges that it has examined all
documents, attachments, forms, standards, addenda, and all instructions. The City may
deem a Statement of Qualifications non-responsive for failure of Service Provider to
acknowledge any and all Addenda.
Award will be made to the most qualified Service Provider, subject to negotiation of fair
and reasonable pricing, who submits a response to this RFQ.
By submitting a Statement of Qualifications, Service Provider accept and acknowledge that
determination of the most qualified firm may require subjective judgements by the City.
READ THIS ENTIRE DOCUMENT CAREFULLY AND FOLLOW ALL
INSTRUCTIONS. SERVICE PROVIDER IS RESPONSIBLE FOR FULFILLING ALL
REQUIREMENTS.
Any submission not prepared and received in accordance with provisions stated herein, will
be considered an informal submission and any or all of the submissions may be rejected.
D. Qualifications packages must include:
One (1) original hard copy Statement of Qualifications package that clearly states:

Identification of Service Provider
The job or solicitation number as located on the RFQ cover sheet; and
The RFQ title.
One (1) USB drive with electronic Proposal package, clearly marked "RFQ # 26-

All documents must be labeled with Service Provider's name and the RFQ number.

Any response received by the Office of the City Secretary that is not identified on
the outside with the RFQ number will be at risk for rejection.
Proposals must indicate for which contract opportunities service provider is

submitting.
All proposals must be typed, single spaced, and formatted to print on 8 12" by 11"
o
paper.
Each section of Service Provider's response should start on a new page. A tabbed
o
divider page marked with the section number should separate each section.
Service Providers should complete and submit Attachment B - Submittal
o
Checklist (Table of Contents) with their package. Materials shall be included in
the order identified on the checklist.
