The Denver Bond Office (“DBO”) and the Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Qualifications (the “RFQ”) for Architectural and Engineering Professional Design Services for the Blair Caldwell African American Research Library & Museum Renovation, Montbello Branch Library Renovation, and Montbello Civic Center Park Shade Structure Projects. General Statement of Work: The City and County of Denver (City) is soliciting Requests for Qualifications for Design Teams to provide Architectural and Engineering Professional Services for the Blair-Caldwell African American Research Library Renovation located at 2401 Welton Street, the Montbello Branch Library Renovation located at 12955 Albrook Drive, and for the Montbello Shade Structure Plaza located in the Montbello Civic Center Park at 4401 Crown Boulevard.

Vibrant Denver Bond Program : Approved by voters in 2025, the $950 million Vibrant Denver Bond Program is delivering 58 major projects across Denver, including libraries, parks and recreation centers, cultural facilities, affordable housing, improved streets and bridges, a family health clinic, a children’s advocacy center, and much more – without adding any new taxes. This bond program was informed by direct community input from thousands of Denverites and community leaders. The City will build the projects in this bond over six years from 2026 – 2031.

**Optional Site Visits: Optional site visits to both library locations will be held on May 21, 2026:

• 9:00-10:00 a.m. – Montbello Branch Library, 12955 Albrook Dr, Denver, CO 80239. Meet at the library entrance
• 10:30-11:30 a.m. – Blair-Caldwell African American Research Library, 2401 Welton St, Denver, CO 80205

Transportation to and from each site is the responsibility of prospective bidder. Please RSVP and the site visit details will be sent via email.

Questions Deadline: June 2, 2026, at 11:00 a.m., local time.

Submittals will only be received via the online electronic bid service through BidNet . Proposals are due at 2:00 p.m. on June 18, 2026 . Late submissions will not be accepted.

MWBE Participation Goal: 21%

Minimum Wage: City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.
