REQUEST FOR QUALIFICATIONS
FOR
Architectural Design Services
For Montgomery County Justice Center
The County of Montgomery Texas requests Qualifications (RFQ) from Architectural Design
firms/teams necessary for design and construction of a Montgomery County Justice Center.
Firms/Teams should include relevant engineering services (MEP, Courthouse Specialists,
Structural, Civil, etc.).
RFQ CONTACT
This RFQ is issued by the County Purchasing Agent on behalf of Montgomery County, Texas.
Thus, responses should be directed to the Purchasing Agent as outlined below. Respondents are
specifically directed NOT to contact any County personnel for meetings, conferences or
technical discussions that are related to this RFQ other than specified herein. Unauthorized
contact of any County personnel will likely be cause for rejection of the Respondent's response.
All communications regarding the RFQ shall be directed to the County's RFQ Contact.
Communications with the RFQ Contact is permitted via email, facsimile or written
correspondence.

1. SUBMISSION REQUIREMENTS
1.1. Firms shall not contact any Montgomery County personnel regarding this RFQ,
evaluation or selection process from the time the RFQ is issued until the time a
notification of intent to award is announced without express permission from the Office
of the Montgomery County Purchasing Agent. The Montgomery County Purchasing
Agent may disqualify any firm who has made site visits, contacted personnel, or
distributed any literature without authorization from this office. Montgomery County
may initiate discussions with firms; however, firms may not initiate discussions.
Montgomery County expects to conduct discussions with firm personnel authorized to
contractually obligate the firm with an offer.

1.2. Firms are encouraged to review this entire RFQ upon receipt.
Questions concerning this RFQ must be submitted in writing and directed to Kelly Vidal,
Purchasing Agent, 501 N. Thompson, Suite 405, Conroe, Texas 77301,
Kelly.vidal@mctx.org . Responses to questions will be compiled and the answers
forwarded in writing prior to all firms via addendum. Deadline for submission of
questions and/or clarification is (date and time)(CST). Requests received after the
deadline will not be responded to due to the time constraints of this RFQ process.
1.3. To facilitate evaluation of qualifications, one (1) original, and one (1) electronic response
on flash drive. Flash drive must contain only one (1) file in PDF format and must match
the original and copies of the response identically. Failure to provide proper electronic
response may be cause for disqualification.
1.4. Confidential information is to be placed in a separate envelope denoted as "confidential".
1.5. Response shall be submitted to the address shown below. Response shall be signed in
ink, by a person having the authority to bind the firm in a contract.

1.6. Respondents may submit their response any time prior to the Opening Date and time.
The Respondents' name and address as well as a distinct reference to the Project Number
above shall be marked clearly on the submission. All responses are time-stamped upon
receipt and are securely kept, unopened, until the Opening Date. No responsibility will
attach to the County, or any official or employee thereof, for the pre-opening of, post-
opening of, or the failure to open a response not properly addressed and identified. No
oral, telegraphic, telephonic, or facsimile responses will be considered.
1.7. RFQs may be modified or withdrawn prior to the established opening date by delivering
written notice to the RFQ contact. Any alteration made prior to opening date and time
shall be initialed by the signer of the response, guaranteeing authenticity.
1.8. RFQs time-stamped after the due date and time will not be considered and will be
returned to the Firm unopened. Regardless of the method used for delivery, respondents
shall be wholly responsible for the timely delivery of submitted RFQ's.
1.9. The Respondents' name and address shall be clearly marked on all copies of the
response.

2. TENTATIVE SCHEDULE OF EVENTS
2.1. Request for Qualifications (RFQ) Released: Wednesday, April 15, 2026
2.2. Deadline for Questions: Friday, April 24, 2026 by 5:00pm
2.3. Responses due: Wednesday, May 6, 2026, 2:00 pm
3. GENERAL
3.1. Respondents should carefully read the information contained herein and submit a
complete response to all requirements and questions as directed.
3.2. Submittals and any other Respondent information in response to this RFQ shall become
the property of Montgomery County.
3.3. Montgomery County will not provide compensation to Respondents for any expenses
incurred by the Respondent(s) for submittal preparation or for any demonstrations that
made, unless otherwise expressly stated or required by law. Respondents shall submit
qualifications at their own risk.
3.4. Each submittal should be prepared simply and economically, providing a straightforward,
concise description of your firm's ability to meet the requirements, and an understanding
of the County's needs.
3.5. Montgomery County makes no guarantee that an award will be made as a result of this
RFQ. Montgomery County reserves the right to accept or reject any or all submittals,
with or without cause, waive any formalities or minor technical inconsistencies, or delete
any item/requirement from this RFQ or contract when deemed to be in the County's best
interest. Representations made within the qualifications submittal and any subsequent
proposal will be binding on responding firms. Montgomery County will not be bound to
act by any previous communication or submittal by the firms other than those responding
to this RFQ.
4. CONFIDENTIAL MATTERS
4.1. All data and information gathered by the Respondent and its agents, including this RFQ
and all reports, recommendations, specifications and data shall be treated by the
Respondent and its agents as confidential. The Respondent and its agents shall not
disclose or communicate the aforesaid matters to a third party or use them in advertising,
publicity, propaganda and/or in another job or jobs, unless written consent is obtained
from the County.
4.2. RFQ will only be publicly received and acknowledged only so as to avoid disclosure of
the contents to competing Respondents and kept secret during negotiation. However, all
responses shall be open for public inspection after the contract is awarded. Trade secrets
and any material that is considered to be confidential information contained in the

response and identified by the Respondent as such will be treated as confidential to the
extent allowable under the Texas Public Information Act.
5. LIMITS OF SUB-RESPONDENTS
5.1. The County has approval rights over the use and/or removal of all subcontractors and/or
firms. Respondents shall identify all subcontractors in their response, and these
subcontractors shall conform to all County policies.
5.2. Any dispute between the Respondent and subcontractor(s), including any payment
dispute, will be promptly remedied by the Respondent. Failure to promptly remedy or to
make prompt payment to subcontractor may result in withholding of funds from the
Respondent by the County for any payments owed to the subcontractor.
6. CONCEPT
6.1. It is Montgomery County's intent to select one (1) Architectural Design firm/team to
accomplish this project. Montgomery County will select a firm/team that best meets the
interests of Montgomery County.
7. SCOPE OF WORK
7.1. The selected firm/team will assist the County in developing the Justice Center project
with the intent of designing and constructing a facility that will meet the future needs of
the County.
8. SUBMITTAL
8.1. Respondents shall provide the following information:
8.1.1. Provide an introductory letter, including certification of accuracy of information
submitted.
8.1.2. Provide documentation of firm/team qualifications related to Justice
Center/Courthouse building projects.
8.1.3. Describe firm/team experience with Justice Center/Courthouse building projects.
Provide a list of projects completed within the last five (5) years, provide the
name and location, the client and a contact person, and phone number for each
project. Include detailed project information that supports all Service Categories
that the Respondent has identified in this submittal.
9. INSURANCE
9.1. All respondents must submit, with RFQ, a certificate of insurance indicating coverage in
the amounts stated below. In lieu of submitting a certificate of insurance, respondents

may submit, with RFQ, a notarized statement from an Insurance company, authorized to
conduct business in the State of Texas, and acceptable to Montgomery County,
guaranteeing the issuance of an insurance policy, with the coverage stated below, to the
contractor named therein, if successful, upon award of this Contract. Failure to provide
insurance certificate or notarized statement may result in disqualification of submittal.
9.2. The certificates of insurance to be satisfactory to Montgomery County, naming the
Contractor and its employees as insured:
9.2.1. Workers Compensation in accordance with the laws of the State of Texas.
Substitutes to genuine Workers' Compensation Insurance will not be allowed.
9.2.2. Employers' Liability insurance with limits of not less than $1,000,000 per injury
by accident, $1,000,000 per injury by disease, and $1,000,000 per bodily injury
by disease.
9.2.3. Commercial general liability insurance with a limit of not less than $1,000,000
each occurrence and $2,000,000 in the annual aggregate. Policy shall cover
liability for bodily injury, personal injury, and property damage and
products/completed operations arising our of the business operations of the
policyholder.
9.2.4. Business Automobile Liability coverage applies to owned, non-owned and hired
automobiles with limits of not less than $1,000,000 each occurrence combined
single limit for Bodily Injury and Property Damage combined.
9.2.5. Professional Liability insurance with limits not less than $1,000,000 each
claim/annual aggregate.
9.2.6. The County and the members of Commissioners Court shall be named as
additional insured to all required coverage except for Workers' Compensation and
Professional Liability (if required). All Liability policies written on behalf of
Contractor shall contain a waiver of subrogation in favor of County and members
of Commissioners Court.
9.2.7. If required coverage is written on a claims-made basis, Contractor warrants that
any retroactive date applicable to coverage under the policy precedes the effective
date of the Contract. Contractor also warrants that continuous coverage will be
maintained or an extended discovery period will be exercised for a period of two
(2)years beginning from the time the work under this Contract is completed.
9.2.8. Contractor shall not commence any portion of the work under this Contract until
the insurance required herein is obtained and certificates of such insurance have
been filed with and approved by Montgomery County.

9.2.9. No cancellation of, or material change to the policies, may be made without sixty
(60)days prior, written notification to Montgomery County.
9.2.10. Approval of the insurance by Montgomery County shall not relieve or decrease
the liability of the Contractor.
9.2.11. All insurance companies must maintain A.M. Best's rating of A-VII or higher.
10. REQUEST FOR QUALIFICATIONS (RFQ) AND SUBMISSION
10.1. RFQs must take the form of a bound 8-1/2-inch by 11-inch report with a Table of
Contents following the sections as noted in item H with all single sided pages numbered
in sequence.
10.2. One (1) original response and one (1) electronic response on flash drive. Flash drive
must contain only one (1) file in PDF format and must match written response
identically. Failure to provide proper flash drive may be cause for disqualification.

11. EVALUATION AND AWARD
11.1. As the basis of award, the County intends to utilize the determination of "best qualified"
to provide the required services. There is no guarantee expressed or implied that the
County will provide work to all or any of the Respondents that submit a response to this
RFQ. The selection of the firm to provide professional services in connection with this
project shall be based on demonstrated competence and on the professional qualifications
necessary for the satisfactory performance of the services required. A professional
services agreement will be entered into with the most qualified responsible individual or
firm who complies with the prescribed requirements. No service contract will be
awarded until all necessary investigations have been completed regarding the
responsibility and qualifications of the firm or individual. Requests for Qualifications
will be reviewed and evaluated by a committee and scored based on the following
criteria:
1. Organization 5%
2. Experience of Firm's Proposed Personnel 30%
3. Process of Planning and Project Management 20%
4. Firm's Proposed Subcontractors 20%
5. Schedule Control 20%
6. Uniqueness 5%
11.2. In the event that the County requires additional information or clarification, interviews
may be conducted with selected individuals or firms.
11.2.1. Montgomery County, at its sole discretion, reserves the right to reject any or all
RFQs, reject any item of the RFQ, and/or waive immaterial formalities and to
accept the RFQ most advantageous to the County.
11.2.2. All RFQs are evaluated for compliance with the prescribed requirements withing
the RFQ. Failure to comply with the listed conditions of the RFQ may result in
disqualification of the response to the RFQ.
12. ARCHITECTURAL DESIGN SERVICES SECTIONS EVALUATION INFORMATION
12.1. The Respondent shall provide a response to each of the following items to receive
consideration in the evaluation of qualifications for providing Architectural Design
Services for this project. Any false or misleading information included in the RFQ
response may be grounds for removal of the Firm's response from consideration. Please
provide the following information in the sequence and format prescribed by this
questionnaire. If the firm is a joint venture, provide information for all firms.
