Landscaping Request for Proposal A: Public Property

The Borough of Point Pleasant Beach is seeking the services of Landscapers, on a rotating basis, for the landscape design and general maintenance of Borough property as identified per Schedule A.

The Contractor shall furnish all machinery, pesticides, mulch, labor and materials, technical personnel and all supervision.

After each parcel has been attended to, it shall be the Contractor's responsibility to clean up and remove all debris, including plant or ground material. Clippings, trimmings, or other detritus MAY NOT be blown into the street or onto adjacent properties.

A Certificate of Insurance in the amount of $1,000,000, a New Jersey Business Registration Certificate, and a Pesticide Applicator Certification issued by the NJDEP must be provided to the Borough.

Proposal

The Borough proposes to pay hourly fees for landscape design and maintenance of Borough properties. The following is a list of borough properties that are included in RFP A. This list is subject to change, so your bid should reflect a per-hour charge. The successful bidder will be assigned the work as necessary. Parcels may be added or deleted at the borough's discretion.

  1. Rectangular parcel west of the Fire Station on Arnold Avenue, next to the Post Office.
  2. Skateboard Park on Arnold Avenue, west of the Post Office
  3. Gazebo on Arnold Avenue, west of the Post Office
  4. Triangular parcel at the end of Beacon Avenue and Route 35
  5. Borough Hall at 416 New Jersey Avenue
  6. Pleasure Park on Forman Avenue
  7. Little Silver Lake and the Band Shell area, along Arnold and Trenton Avenues
    1. Street ends at Lake Louise
    2. Southern end of Boston Avenue and Harvard Avenue
    3. Eastern end of Harvard Avenue and Riverside Place
    4. Western end of Harvard Avenue and Randall Avenue
    5. Northern end of Boston Avenue and Niblick Street
  8. Borough-owned parcel between 201 and 135 Randall Avenue
  9. The Bird Sanctuary at the corner of Elizabeth and Ocean Avenues
  10. Downtown trees and mulching along Arnold, Richmond and Bay Avenues
  11. NJ Transit train station, along Cincinnati and Arnold Avenues
Instructions to Bidders
  1. After each parcel has been maintained, it shall be the Contractor's responsibility to clean up and remove all debris from site.
  2. Clippings, trimmings, or other detritus MAY NOT be blown into the street or onto adjacent properties.
  3. The Contractor must provide the Borough of Point Pleasant Beach with a Certificate of Insurance in the amount of $1,000,000.
  4. The Contractor must provide the Borough of Point Pleasant Beach with a copy of their New Jersey State Business Registration.
  5. The Contractor must provide the Borough of Point Pleasant Beach with a copy of their New Jersey Pesticide Applicator Certificate as issued by the NJ Department of Environmental Protections.
  6. The Borough will pay for completed work, on a monthly basis, upon receipt of an invoice by the second Thursday of each month.
  7. Sealed bids must specify a per-hour charge.
  8. Bids must be marked "Landscaping RFP A" and submitted to the Borough Administrator by Friday, December 5, 2025, on or before 4 pm
