003 - BACKGROUND
The Bexar County Board of Trustees for Mental Health Mental Retardation Services d/b/a The Center for Health Care
Services (“CENTER”) is a multi-facility community mental health and intellectual disability center created under the
authority of Section 534.001 of the Texas Health and Safety Code by its sponsoring agencies, Bexar County and the
Bexar County Hospital District d/b/a University Health. The CENTER has been providing services to Bexar County
residents experiencing mental health, intellectual developmental disabilities and/or substance use issues for over fifty-five
years and is the Texas Health and Human Services Commission-designated Local Mental Health Authority for Bexar
County, Texas. The CENTER is considered a quasi-governmental entity, a political subdivision of the state of Texas, but
is not a Texas state agency. The CENTER’S administrative offices are located at 6800 Park Ten Blvd. Suite 200-S, San
Antonio, Texas 78213.

004 - SCOPE OF SERVICES
The Center for Health Care Services (“CHCS,” “CENTER”) is seeking a qualified vendor (“CONTRACTOR,”
“RESPONDENT”) to provide Wide Area Network (“WAN”) services and support for the CENTER at its Central
Administrative Offices and branch locations, as further defined in this Request for Proposals (“RFP”) document.
Proposals for WAN services must include, but are not limited to providing:
• Determination of availability of pre-existing fiber infrastructure and if fiber installation is required;
• Industry standard service level agreements (SLAs);
• High Network Availability (99.999%);
• WAN must support quality of service (QoS) - Prioritize network traffic, Voice over Internet Protocol (VoIP), Video,
etc.;
• Support connectivity ranging from 10Mbps to 10Gbps;
• Management portal for reporting, monitoring, support service request, review billing and new orders;
• Ability for CENTER to modify bandwidth in real time;
• Local hand-off shall be copper/fiber, as approved by Center designee; and
• 24/7 phone support for repairs/maintenance.
A. General Requirements
CENTER shall have the option to add or remove locations with thirty (30) days’ written notice to the CONTRACTOR
without incurring fees for location termination.
CONTRACTOR(S) shall:
1. Install any required equipment after contract execution as specified herein. This includes, but is not limited to the
following:
a. Routers;
b. Switches; or
c. Equipment
2. Comply with all applicable federal, state, and local law, rules regulations, ordinances and codes and obtain any
licenses or permits required to provide the services under this RFP.
3. Use products and equipment that meet or exceed the specifications included herein and in all cases shall meet or
exceed the requirements of applicable local codes and comply with industry standards and norms.
4. Provide licensure, if required, by the jurisdiction in which the service is to be performed and the license shall be
current and in good standing. Copies of applicable licenses shall be attached to the proposal.
5. Be responsible for field-verifying all quantities and conditions for the placement of equipment, cables, lines, power
sources and other associated items. Failure to verify shall not relieve the CONTRACTOR(S) of its obligations
under any resulting Contract.
6. Follow the manufacturer’s recommendations during the installation of any equipment. If the manufacturer’s
recommendations cannot be followed the CONTRACTOR shall present safe viable alternatives to CENTER’S IT
Department.
7. Include in CONTRACTOR’S proposal all costs for equipment, materials, hardware, labor, profit & overhead
necessary and required to accomplish the tasks specified herein and as outlined in the cost proposal forms
8. Be responsible for determining the presence of exterior utility lines, cables, pipes, wires, etc., exposed or
concealed which may affect the installation of equipment or materials associated with the requested services.
CENTER will assist the CONTRACTOR, where possible, by providing known general locations of existing
infrastructure. If during CONTRACTOR’S work the CONTRACTOR discovers unmarked or previously unknown
utilities, pipes, cables, etc., CONTRACTOR shall immediately notify CENTER’S IT Director and Sr. Director of
Safety, Security, Infrastructure, Facilities, and Fleet (SSIFF).
