INTRODUCTION AND BACKGROUND INFORMATION
Southeast Missouri State University (hereinafter referred to as “University” or “Southeast”) is requesting
proposals from qualified organizations for website redesign services in accordance with the terms and
conditions set forth herein. The University is seeking a contractor to be a collaborative partner with
outstanding expertise and understanding of how higher education websites function in relation to digital
advertising and the recruitment funnel.
1. INTRODUCTION
Established in 1873, Southeast Missouri State University is a comprehensive, four-year public
university located in Southeast Missouri with locations in Cape Girardeau, Sikeston, Kennett,
and Poplar Bluff. The University’s main campus is located in Cape Girardeau, Missouri,
approximately 120 miles south of St. Louis, Missouri, and 165 miles north of Memphis,
Tennessee.
Southeast derives its authority from the people of Missouri through the Missouri State
Legislature. While serving the region, state, nation, and world, the University maintains a strong
commitment to the diverse 24 counties of Southeast Missouri. As a multi-purpose institution, the
University achieves its educational goals through the offering of degree programs and other
learning experiences to its varied constituents. The University's community consists of
approximately 9,500 undergraduate students, 1,100 graduate students, and 1,050 full and part-
time faculty and staff. Additional information can be found on the University at semo.edu.
2. BACKGROUND INFORMATION
The University Marketing team manages the Southeast brand and produces or directs the
production of all marketing collateral and strategic marketing planning for Southeast. It is
comprised of a dedicated in-house team consisting of graphic designers, content strategists,
digital image specialists, digital strategists, and creative strategy project managers.
In 2014, Southeast launched its “Will to Do” branding and messaging strategy. Additional
information on the brand can be found at semo.edu/university-marketing/brand-
central/about.html. Though several website refreshes have been made, no considerable work
has been initiated on the semo.edu website to conform it with the University’s Will to Do
branding guidelines or evolve it into a modern marketing website.
There are numerous challenges with the current website, including inconsistent design,
superfluous copy, pages overloaded with information and links, an oversized site with out-of-
date information, search that pulls outdated information, no consistent brand voice represented,
no clear audience path to promote conversion, limited mobile responsiveness, no ADA
accessibility features, no web governance guidelines, and disconnected sites in multiple content
management systems.
In 2019, Southeast underwent a technical and search engine optimization (SEO) audit of its
website. The analysis identified multiple challenges such as insufficient focus of SEO content
on key pages, lack of ADA compliance, utilization of multiple content management systems and
domains, inconsistent designs, hidden/muddled call-to-actions, and improper and confusing

navigation. The website audit is available to offerors upon request to Amy Hancock, Senior

In February 2019, Southeast launched a strategic enrollment planning initiative, Enhancing
Recruitment and Student Success. The plan includes goals to maintain current enrollment
through 2023, enhance the diversity of the student body, strengthen the University brand,
increase retention and graduation rates, and enhance the career readiness of students. The
University is implementing actions aligned with six strategy areas: 1) conduct market-based
program prioritization, 2) expand and enhance program delivery, 3) optimize net revenue, 4)
support students to graduation, 5) enhance recruitment, and 6) increase and strengthen
partnerships. To support enhanced recruitment, the University is currently investing in a
complementary suite of products and services proven to optimize market reach, penetration,
and yield.
The University desires a full and complete website project that will serve as a powerful
recruitment and marketing tool, properly incorporate its Will to Do brand, and include content
optimized for search engines. The ideal partner will guide and support an overhaul of the
University’s web presence, have extensive experience in the higher education industry with a
strong foundation in web and digital strategy development, success in evaluating the needs of a
full-service public institution of higher learning, and the creative and technical expertise to design
and build a mobile-first, user-centric, engaging, and exciting website.
3. RFP AND PROJECT TIMELINE
3.1 The University's anticipated time frame for this RFP process is as follows:
Issue RFP: December 13, 2019
University Holiday Closure: December 23, 2019 – January 1, 2020
Deadline for Offeror Questions: January 17, 2020
RFP Closing Date: January 24, 2020
Offeror Presentations: February 10-14, 2020
Contract Award Date: March 1, 2020
3.2 The expected timeline for the completion of the full University website redesign is within
12 months from contract award.
4. BUDGET
Southeast has not established a budget for this contract.

SCOPE OF WORK
The contractor shall provide a full and complete website redesign from concept to completion for
Southeast Missouri State University. The University is requesting proposals from firms to plan, execute,
and deliver a new public-facing website for Southeast that will include:
Strategy, design, programming, and execution of a new University website that serves primarily as
a recruitment, marketing, and fundraising tool with a secondary role of providing accessible content
for other University audiences
Incorporate existing University sites built outside of the Content Management System (CMS)
Visitor-centric rather than organization-driven information architecture
Templates that offer dynamic content capabilities within a user-friendly CMS for non-programmer
editors
Content strategy that utilizes SEO best practices to drive organic traffic, is optimized for PPC ads,
and enables accurate conversion tracking
SEO content training as well as web style and governance guidelines for the ongoing management,
maintenance, and growth of the website
Offerors may propose additional tasks or services, if such will substantially improve the results of this
project.
The University is seeking a website redesign in five (5) recommended phases along the estimated
timeline that must include the following elements.
1. GENERAL REQUIREMENTS
1.1 Phase 1: Discovery (approximately 4-6 weeks)

Discuss prospective content management systems (CMSs). The University has
an interest in moving to Cascade for the new website based on its ease of use
for novice editors, that it is not open source, and that it includes modules such as
calendar, course bulletin, news, and blog sites. Vendors may suggest other
options for a content management system. (The University currently uses OU
Campus as its CMS).
1.1.4 Present an editorial SEO workshop for University Marketing content writers and
editors to support the project’s progression and ongoing maintenance as well as
assist in content strategy, editing, and migration phases of the project.

Finalize the detailed project timeline, including a project management system to
keep all tasks on track and on budget and detailing responsibilities of vendor and
University, including significant milestones, required actions, length of period of
reviews, and completion dates of tasks.
