Statement to Vendors
SCHOOL DISTRICT RESPONSIBILITY
Recommendation of Purchases
It is the desire of the Board of Education to have all Board employees and officials practice exemplary
ethical behavior in the procurement of goods, materials, supplies, and services.
School district officials and employees who recommend purchases shall not extend any favoritism to
any vendor. Each recommended purchase should be based upon the quality of the items, service, price,
delivery, and other applicable factors in full compliance with N.J.S.A. 18A:18A-1 et seq.
Solicitation/Receipt of Gifts – Prohibited
School district officials and employees are prohibited from soliciting and receiving funds, gifts, materials,
goods, services, favors, and any other items of value from vendors doing business with the Board of
Education or anyone proposing to do business with the Board.
VENDOR RESPONSIBILITY
Offer of Gifts, Gratuities -- Prohibited
Any vendor doing business or proposing to do business with the Board of Education, shall neither pay,
offer to pay, either directly or indirectly, any fee, commission, or compensation, nor offer any gift,
gratuity, or other things of value of any kind to any official or employee of the Board of Education or any
member of the official’s or employee’s immediate family.
Vendor Influence -- Prohibited
No vendor shall cause to influence or attempt to cause to influence, any official or employee of the
Board of Education, in any manner which might tend to impair the objectivity or independence of
judgment of said official or employee.
VENDOR CERTIFICATION
Vendors or potential vendors will be asked to certify that no official or employee of the Board of
Education or immediate family members are directly or indirectly interested in this request or have any
interest in any portions of profits thereof. The vendor participating in this request must be an
independent vendor and not an official or employee of the Board of Education.

Request for Proposal (RFP)
Web Based Supplemental Programs
RFP#24-04
PURPOSE
Mount Holly Township School District, hereinafter referred to as “District”, is seeking provision of a web-
based software program that will provide continuous assessment that offers the ability to measure
student proficiency in New Jersey State Learning Standards and District Standards in real-time and at
fixed points in time. The firm will provide students, from K-8, with a supply specific, personalized action
plan that will be a supplemental material to promote academic progress. The firm will provide a
comprehensive curriculum with interactive plans aligned to the NJSLS and core curriculum textbooks.
Firms that provide Research-Based Design Product Certification products preferred. The firm will
provide teachers and administrators with consultation and professional development to deploy
assessments and instruction that reflects New Jersey standards and NJSLA testing.
The District requires these services from July 2024 through June 2025. The contract period may be a
mutually agreed upon period of time to complete the Scope of Work and may be renewed for an
additional two years at the discretion of the Board of Education.
DISTRICT INFORMATION
Mount Holly Township is a public school district, preschool (pre-K) through grade 8. The District includes
two elementary schools and one middle school, serving approx. 1100 students and employs approx. 126
teaching staff.

SCOPE OF SERVICES
The District requests the following services:
Progress monitoring at the grade and skill level, as well as live classroom monitoring capability.
Provide students with example solutions and immediate feedback and explanations.

Analyze the district’s current implementation of MTSS.
Design a program implementation plan for both students and teachers.
Face to face or virtual in-district professional development and instructional coaching to
provide teachers and administrators with consultation to deploy a comprehensive
implementation plan.
Face to face or virtual in-district professional development and instructional coaching to
provide teachers and administrators with consultation of data utilization
Face to face or virtual in-district professional development and instructional coaching to
provide teachers and administrators with consultation on designing assessments.
Face to face or virtual in-district professional development and instructional coaching to
provide teachers and administrators with consultation on designing instructional and
monitoring instructional pathways for students.
Work with district to create link between instructional data and instruction planning.
Develop an action plan for deploying and sustaining a data-driven culture.
Align project goals to district and school priorities.
Increase equity of services provided to students.
Meet District goals in the most cost-effective manner.
QUALIFICATIONS
In their proposal, Firms will provide a statement of Company qualifications including:
Provide a brief description of its business activities and history.
Provide information on how long the firm has been in business and length of its
experience.
Identify the firm’s professional staff members who specifically will be assigned to this
contract, the experience each possesses, and the location of the office from which they
work. Provide a biography and/or resume outlining the experience and credentials of all
such staff members.
In their proposal, Firms will detail their experience in the following areas:
Academic School Reform
Professional Development and Instructional Coaching Practices.
MTSS Implementation
Student Progress
Progress Monitoring Plans
In their proposal, Firms will provide evidence that:
The Firm has a proven track record with supplying staff with professional development that
improves student performance.
The Firm has a proven track record of assisting teachers in creating action plans that
facilitate effective implementation.
Provide documentation of valid professional liability insurance and other required
documents.
Provide a listing and description of similar projects awarded with other organizations
giving dates of service.
Provide an overview of disclaimers associated with the report.
Provide at least three client references from similar school district projects - include
