RFP-06-023 WATER AND WASTEWATER COST OF SERVICE & RATE REVIEW

Project Need:

Healdsburg’s Utility Department completed a detailed cost of service study in March of 2022 (see City website for study). However, the 2022 study did not account for the significant and lasting conservation seen through the end of 2022 and into 2023. These lower sales now require the City to review and revise sales forecasts and future revenue expectations. Updated forecasts will help inform the City on possible adjustments to rate structures and unit costs such that the City can recover the cost of providing water and wastewater services.

Proposers shall be prepared to work closely with Healdsburg staff to identify and validate at least two years of historical usage, cost data, and regulatory framework regarding water conservation goals. From this information the consultant shall provide five years of projected sales and estimated revenues based upon current rate structures and approved rate increase. To correct for lower sales and ongoing conservation, the consultant will use this information to develop new rate structures and revenue forecasts that provide financial stability and fairly recover the City’s costs to provide water and wastewater services.
