SECTION I: GENERAL INFORMATION
1.01 INFORMATION SUMMARY
Digital Submittals Only. The Town of Johnstown ("Town") is requesting proposals from qualified
firms to develop a Water Efficiency Plan in accordance with C.R.S. 37-60-126. Submissions must
be emailed to Lilly Cory, Water Efficiency Coordinator, at lcory@johnstownco.gov. Proposals are
due no later than 5:00 PM MDT on April 8, 2026. Late submissions will not be accepted.
1.02 PURPOSE
The Town of Johnstown is soliciting proposals from qualified consulting firms ("Firm") qualified to
enter into a Professional Services Agreement to create a Water Efficiency Plan for the Town of
Johnstown.
1.03 SUBMISSION OF QUESTIONS
Prospective firms may submit questions by email to Lilly Cory at lcory@johnstownco.gov no later
than 5:00 PM MDT on Friday, March 27, 2026. Please use "WEP RFP" as the subject line.
Responses will be issued as an addendum no later than 5:00 PM MDT on Wednesday, April 1, 2026.
1.04 AWARD
The Town will award the contract to the Firm receiving the highest combined score for technical
qualifications and price. Additional details are provided in Section 4, Evaluation and Award.
The Town reserves the right to negotiate any aspect of the proposal with the highest-rated Firm. If
negotiations are unsuccessful, the Town may proceed to negotiate with the next highest-rated Firm
until an agreement is reached.
1.05 AGREEMENT
The selected Firm will be required to execute the Town's standard two-party Professional Services
Agreement. See Attachment A for reference to a sample agreement.
1.06 EXPENSES ASSOCIATED WITH RESPONSE
The Town is not responsible for any costs incurred in preparing or submitting a proposal. Proposals
should clearly and concisely demonstrate the Firm's ability to meet the requirements of this RFP,
with emphasis on clarity and completeness.
1.07 REJECTION OF PROPOSALS
The Town reserves the right to review and approve of all key staff and sub-consultant substitutions
or removals and may consider such changes not approved to be a breach of contract. Furthermore,
the Town reserves the right to reject any or all proposals in part or full and to waive any
technicalities or informalities as may best serve the interests of the Town.

SECTION 2: SCOPE OF WORK AND REQUIRED SERVICES
2.01 BACKGROUND
A. The Town of Johnstown is a growing Front Range community with a population of just over 20,000
residents and approximately 7,000 water service accounts as of 2025. Growth is expected to
continue into 2026.
B. The Town does not currently have a Municipal Water Efficiency Plan (Plan). This Plan will be
developed in accordance with the Water Conservation Act of 2004 and Colorado Revised Statute
(C.R.S.) 37-60-126. A State-approved Plan will enable the Town to qualify for funding from the
Colorado Water Conservation Board (CWCB) and the Colorado Water Resources and Power
Development Authority for water supply and delivery projects
2.02 INTRODUCTION
A. This Request for Proposals (RFP) outlines the project, required scope of services, consultant
selection process, and the minimum information that must be included in each proposal.
Proposals that do not follow the requirements and procedures in this RFP may be disqualified.
B. Based on the RFP, potential interviews, and reference checks, the Town intends to select a
consultant to support the Town of Johnstown. The selection process includes negotiation of a

Professional Services Agreement. If the Town is unable to reach an agreement with the selected
consultant, it may initiate negotiations with another firm. This RFP does not obligate the Town to
award a contract, reimburse costs associated with proposal preparation or negotiations, or enter
into any resulting agreement.
2.03 STATEMENT OF WORK OVERVIEW
A. The Town is seeking a qualified consulting firm to develop a Water Efficiency Plan that
establishes a fiveyear framework for evaluating and defining water efficiency programs based on
current water supply, projected savings from existing efforts, and relevant policies. The Plan will
guide the Town's longterm water stewardship strategy and should include practical steps for
implementing recommended programs, goals, policies, and guidelines while ensuring compliance
with C.R.S. 3760126.
2.04 Scope of Work
A. Profile of Existing Supply
Collaborate with Town staff to review existing data and prepare an overview of the Town's water
supply system, including reliability, limitations, and historical supply side water efficiency efforts.
B. Profile of Water Demands and Historical Management
Work with Town staff to assess existing data on water service demographics, historical water
demands, and the impacts of current or anticipated efficiency programs.
C. Integrated Planning and Water Efficiency Goals
Develop water efficiency goals appropriate for the Town's size and growth, demonstrating how
program implementation supports water supply planning and addresses system constraints.
D. Selection of Water Efficiency Activities
Identify, screen, and evaluate potential water efficiency activities for implementation. For selected
activities, outline the associated social, economic, and institutional benefits.
E. Implementation and Monitoring Plan
Prepare an actionable implementation plan that includes a realistic timeline based on current
staffing levels and available resources.
F. Local Adoption, Public Review, and Formal Approval
Assist in developing a public review and adoption process that complies with C.R.S. 37-60-126(5).
2.05 OVERVIEW OF DELIVERABLES
At the end of the project, the Consultant shall deliver to the Town:
A. Draft Water Efficiency Plan (with executive summary, maps, and visuals)
B. Final Water Efficiency (print-ready and accessible digital version)
C. Presentation materials to Town Council to support local adoption.

2.06 PROJECT TIMELINE
The Town anticipates that the following project scope to occur within six (6) months or less. The
project schedule should outline the timeline for each task up through the adoption process, as
described in the scope of work. Alterations to the scope of work as proposed by the consultant
should be indicated.
SECTION 3: PROPOSAL FORMAT & SUBMITTAL
3.01 PROPOSAL REQUIREMENTS
A. Cover Letter
o Include consultants' legal name, address, telephone number, email address, and
contact person for the selection process.
o Qualifying statements or comments regarding the consultant's proposal, including
proof of consultant's capabilities to meet the Guidelines as set forth by CWCB.
B. Statement of Qualifications
o Provide a brief description of the consulting firm, including the year established,
organizational structure, and proposed project personnel. Include relevant experience and
resumes for key staff, including prime consultants and any sub-consultants. Emphasis should
be placed on prior experience developing Water Efficiency or Water Conservation Plans
comparable to the needs of the Town. The ideal consultant will have completed at least two
Water Efficiency/Conservation Plans for a municipality or water district. Examples of work
should be provided.
o Describe the consultant's experience, as well as that of any sub-consultants, in preparing
Water Efficiency or Water Conservation Plans for municipalities or water districts. Provide a
minimum of three references from similar projects, including the organization name, contact
person, telephone number, and email address.
C. Project Understanding and Approach
o Understanding and Approach: Provide a clear description of the consultant's understanding
of the Scope of Work, as well as the proposed approach and methodology for completing
the project.
o Staffing Plan: Include a proposed project staffing plan that identifies team members, their
roles and responsibilities, and the anticipated level of effort (hours) by staff classification.
o Additional Information: Provide any additional information the consultant believes will
assist the Town in evaluating the firm's qualifications and overall proposal.
o Preliminary Project Schedule: Include a preliminary schedule outlining major tasks, key
milestones, and the anticipated timeline for completion, including the adoption of the final
Water Efficiency Plan (WEP).

D. Cost Proposal
The proposal shall include a detailed cost proposal for completion of the Scope of Work.
The cost proposal should clearly identify all anticipated project costs and provide sufficient
detail for the Town to evaluate the proposed budget.
o Total Project Cost for completion of all tasks described in the Scope of Work.
o Itemized Budget showing costs by task or project phase.
o Hourly Rates for all staff classifications proposed for the project.
o Estimated Hours by staff classification associated with each task or project phase.
o Optional or Additional Services, if any, clearly identified and priced separately.
3.02 PROPOSAL FORMAT
o Respondents shall provide proposals as a single, searchable PDF document file format.
o RFP responses shall contain a cover letter, not exceeding one page in length, containing the
name and address of the Firm and the name and reference number of this RFP.
o RFP responses must be contained within 20 total pages or less, including whatever
graphics, charts, tables, figures and text narrative the firm deems necessary and
appropriate. Page size shall be no larger than 8-1/2 x 11 inches, with margins no smaller
than 0.75 inches, and text information no smaller than 11-point type.
o The following pages are exempted from the maximum 25-page limit: Cover Page, Cover
Letter, Table of Contents Page, Divider Pages, and Resumes. Page size for exempted pages
remains limited to 8-1/2 x 11 inches, with no smaller than 0.75" margins, and text no smaller
than 11-point type.
o An exception is granted to the otherwise required 8-1/2 x 11-inch page size for a project
schedule sheet, which may be provided at a page size of 11 x 17 inches. The schedule
applies to the 20-page maximum.
3.03 PROPOSAL SUBMISSION
o All bids shall be delivered electronically to Lilly Cory, Water Efficiency Coordinator,
lcory@johnstownco.gov by Wednesday, April 8th, 2026, at 5 PM (MT).
o If the file is larger than 25MB, you may submit your proposal via another electronic file
transfer (i.e. Dropbox, WeTransfer).

4.02 AWARD PROCESS
At the discretion of the Town, we may invite the top candidate(s) to a formal interview to discuss
their RFP Submittal and approach to the project. The Town will notify the selected firm once a
decision has been made. The contract award is anticipated to be considered by the Town Council at
a regularly scheduled Council meeting. The selected firm will be expected to attend the Council
meeting at which the award is presented; meeting details will be provided in advance.
4.03 GENERAL
This RFP does not commit the Town to award a contract nor pay any costs incurred in the
preparation of the RFP response. The Town reserves the right to extend the deadline, accept or
reject any or all proposals received, negotiate with any qualified firm, and/or cancel or modify this
RFP without notice or penalty.

ATTACHMENT A: PROFESSIONAL SERVICES AGREEMENT
TOWN OF JOHNSTOWN
PROFESSIONAL SERVICES AGREEMENT
THIS PROFESSIONAL SERVICES AGREEMENT (the "Agreement") is made and entered into this
____ day of ________ 20__ (the "Effective Date") by and between the Town of Johnstown, Colorado, a
Colorado home-rule municipality (the "Town") and ______________________________________, a
______ ("Consultant") (collectively, the "Parties").
RECITALS
WHEREAS, the Town desires to engage the services of Consultant and Consultant desires to
provide those services more fully described on Exhibit A, attached hereto and incorporated herein
by reference ("Services"), to the Town; and
WHEREAS, the Parties wish to memorialize their contractual relationship.
AGREEMENT
NOW, THEREFORE, incorporating the foregoing Recitals herein and in consideration of the mutual
promises, agreements, undertakings and covenants set forth herein and for other good and
valuable consideration, the receipt and sufficiency of which is hereby acknowledged, the Parties
hereby mutually agree as follows:
SECTION 1: PARTIES
1.01 Town. The Town is a home-rule municipality located in Johnstown, Colorado.
1.02 Consultant. Consultant is a private, independent business entity who will exercise
discretion and judgment of an independent Consultant in the performance and exercise of its rights
and obligations under this Agreement.
SECTION 2: SERVICES, COMPENSATION AND TERM
2.01 Services. Consultant agrees to perform the Services for the Town.
2.02 Compensation. In consideration of Consultant's performance of the Services
contemplated herein, the Town agrees to pay Consultant the compensation set forth on Exhibit A.
Consultant shall submit detailed invoices reflecting the portion of the Services completed to the
date of the invoice. The Town shall provide payment for Services to Consultant within thirty (30)
days of receipt of the invoice. In its discretion, the Town may withhold payment for disputed
portions of invoices on the condition that the Town provides written notice to Consultant of the
dispute. Upon delivery of notice, the Town and Consultant shall promptly endeavor to resolve such
dispute.

2.03 Expenses: Consultant shall not incur any expense or debt on behalf of the Town without the
Town's prior written authorization.
2.04 Term. Unless otherwise terminated in accordance with Section 5, the term of this
Agreement shall be from the Effective Date through ____, and shall not extend beyond that date
absent the written approval of the Town.
SECTION 3: OPERATIONS
3.01 Consultant Status. Consultant avers that it has the background, expertise and education to
provide the Services. Consultant shall be responsible for the proper performance of the Services in
accordance with the terms hereof. Consultant shall obtain the necessary permits, if any, and
maintain all required licenses, including but not limited to a Town business license.
3.02 Schedule. Unless otherwise set forth in Exhibit A, Consultant shall provide the Services in
accordance with the timeline requested by the Town
SECTION 4: INSURANCE AND INDEMNITY PROVISIONS
4.01 Insurance.
A. Consultant understands and agrees that Consultant shall have no right of
coverage under any existing or future Town comprehensive or personal injury
liability insurance policies. As a material term of this Agreement, Consultant
agrees to maintain and keep in force during the term of this Agreement one or
more policies of insurance written by one or more responsible insurance
carrier(s) authorized to do business in the State of Colorado in the following
amounts:
1. Workers' compensation insurance as required by law;
2. Commercial general or business liability insurance with minimum combined
single limits of ONE MILLION DOLLARS ($1,000,000.00) each occurrence
and TWO MILLION DOLLARS ($2,000,000.00) general aggregate.
3. Automobile liability insurance with minimum combined single limits for
bodily injury and property damage of not less than ONE MILLION DOLLARS
($1,000,000) for any one occurrence, with respect to each of Consultant's
owned, hired or non-owned vehicles assigned to or used in performance of
the Services. In the event that Consultant's insurance does not cover non-
owned automobiles, the requirements of this paragraph shall be met by
each employee of Consultant who utilizes an automobile in providing
services to Town under this Agreement; and
